‘enable multi-partner data sharing, covering
young people in Scotland (aged 16-24)’
• Secure gateway for partners to upload and download data
• Provides a new link between existing data systems
• Exchange existing administrative data between partners
4. What is shared and who is covered
• Covers the ‘Opportunities for All’ cohort (young people in Scotland aged
16-19), and also covers 20-24 year olds
Identifier fields (e.g. Name, Date of Birth, SCN)
Status fields (e.g. current status, start & end date if moved on)
Flagging fields (e.g. ASN, Looked after, young carer, updates on all
flagging fields)
Preferred Occupation identified (LA and SDS updates)

16. Introduction
• 2012 Scottish Government’s commitment through Opportunities for All to
offer a place in learning or training to every 16-19 year old in Scotland
who is not currently in employment, education or training
• Scottish Government’s National Performance Framework – Scotland
Performs – increase the proportion of young people in learning, training or
work. Currently populated using School Leaver Destination follow up data
– intention to move to Annual Participation Measure by August 2017
• Shared dataset – allowing partners to identify what young people are
doing in ‘real time’ throughout their 16-19 journeys
• Improved service delivery and provide a more tailored offer – helping to
identify the right time to engage with customers
• Individuals must have a record on CSS and be aged between 16 and 19
on the 31st
March 2016

• 2nd
release of data on the participation of 16-19 year olds at national and
local authority level
• Introduction of the annual participation measure reporting methodology
• Annual measure takes account of all statuses for individuals over the
course of the year as opposed to focusing on an individuals status on a
single day, as adopted by the 2015 snapshot methodology
• Overall participation classification (participating, not participating and
unconfirmed) is based on the classification which has the highest sum of
days
