N°3 : LI ZHANSHU (栗战书)
LE FIDELE CADRE
Né en 1950 dans la commune de Pingshan dans le Hebei, Li Zhanshu
peut aligner un pedigree impeccable de « petit prince » rouge, avec
un grand-oncle Li Zaiwen vice-gouverneur du Shandong torturé à
mort pendant la Révolution Culturelle, un père Li Zhengxiu membre
du Parti dès les années 1930 et ayant servi comme messager
clandestin dans les années ’40. Au total, 27 membres de sa famille
ont rejoint les rangs du Parti dès la première heure.
Assidu aux études, le jeune Li voit ses rêves d’université torpillés par
la « Révolution culturelle », qui le renvoie à l’hiver 1968 au village
de ses pères comme « jeune instruit », pour s’y faire « rééduquer »
par le travail manuel. En dépit des conditions précaires, il parvint à étudier « à moments perdus » et à se faire
nommer comptable. Grâce au soutien du secrétaire du Parti du village, il obtint en 1971 une place d’étude à
l’Institut du Commerce de Shijiazhuang, capitale du Hebei. En 1972, il intégra le Bureau du Commerce de la
ville. Il entra au Parti en 1975 et commença sa carrière dans un bureau économique. Le soir, il suivait des cours
de sciences politiques à l’Université Normale du Hebei, obtenant bientôt une licence. En 1982, une lettre au
Secrétaire général du PCC Hu Yaobang, pour soutenir un chant réformateur, « le socialisme est bon », lui valut
un an plus tard son premier poste important, comme Secrétaire du Parti à Wuji (Hebei). Son homologue du
district voisin, de Zhengding, n’était autre que Xi Jinping ! Les deux travaillèrent côte à côte trois ans,
développant une amitié qui devait s’avérer payante sur le tard.
En 1987, il est Secrétaire de la section provinciale de la Ligue de la jeunesse, puis en 1990, commissaire
politique à Chengde (Hebei). Il entra au gouvernement provincial, pour se retrouver en conflit avec le Secrétaire,
un fidèle de Jiang Zemin qui le démit de ses fonctions. Humilié, Li dut quitter pour le Shaanxi en 1998, en quasi-
exil. D’abord patron à l’organisation locale du Parti, il passa Secrétaire de Xi’an, poste qu’il conserva jusqu’en
2003, prétendant alors porter la ville au rang de « plus prospère métropole de l’intérieur ». Mais Jiang Zemin
n’appréciait guère les hommes de la Ligue. Ainsi, au lieu d’une province côtière qu’il guignait, le voilà envoyé
au Heilongjiang, à son grand dépit, ce qu’il exprimera dans un poème (Li se pique de littérature). Bon
administrateur, il s’efforce d’améliorer les rendements de ce « grenier à blé » par la création ou réhabilitation
systématique de projets d’irrigation, et d’attirer les capitaux hongkongais. Sous sa gouvernance, la province
nordique voit sa croissance bondir.
Il se familiarise avec le monde à part qu’est l’armée, lançant plusieurs initiatives pour améliorer les
salaires et pensions de l’homme du rang. Il monte aussi à Pékin, invité d’un talk-show où il se fait remarquer
par un franc-parler et l’audace d’évoquer sa vie personnelle (rare en Chine).
En 2010, à 60 ans, il prend enfin la direction d’une province, le Guizhou. Retroussant ses manches, il
obtient des crédits massifs d’infrastructures dans les années 2010-2012, induisant ainsi une forte hausse de
croissance, et une hausse de 36% du revenu rural.

Enfin en 2012, il est l’homme du compromis entre Hu Jintao, Président sortant et Xi Jinping, nouveau
maître du pays. Ceci lui permet de décrocher un siège au Bureau Politique et le poste-clé de directeur du Bureau
Général du Comité Central qui gère l’emploi du temps des hauts dirigeants, remplaçant ainsi Ling Jihua (ex-bras
droit de Hu), déchu pour corruption.
Preuve de la confiance de Xi a en lui, Li se voit confier depuis 2015 des missions diplomatiques de
première importance, rencontrant des leaders étrangers : Barack Obama en 2013 et 2016, Vladimir Poutine en
2015 et 2017, Ma Ying-jeou (Président de Taiwan) en 2015, Donald Trump et Carrie Lam (Hong Kong) en 2017.
Une confiance bien placée, car Li se montre un exécutant fidèle des missions. Sans état d’âme, il intime à
l’ensemble du Parti de se « soumettre » à l’autorité de Xi.
Aujourd’hui, lors du 19. Congrès, Li monte au Comité Permanent à 67 ans, et prend la place de Zhang
Dejiang (n°3) à la présidence de l’Assemblée Nationale Populaire, sans doute aussi en charge des affaires
hongkongaises.

N°3 : LI ZHANSHU (栗战书)
THE LOYAL CADRE
Born in 1950, in the commune of Pingshan in Hebei, Li
Zhanshu, has the perfect pedigree of a “princeling”, with his
great uncle, Li Zaiwen, vice-governor of Shandong, who was
tortured to death during the Cultural Revolution, and his
father, Li Zhengxiu, member of the Party for years, who was
a secret messenger in the 1940s. In total, 27 members of his
family have joined the ranks of the Party since its foundation.
A diligent student, the young Zhanshu saw his dreams of
university blown out of the water by the Cultural Revolution.
In the winter of 1968, he was sent to his parents’ village as a 'rusticated youth' to be 're-educated' through
manual labour. Despite tough work and a hard life, he managed to study 'in his free time' and become an
accountant. Thanks to the support of the village's Party Secretary, in 1971, he received an offer to study in
Shijiazhuang (capital of Hebei) at the Shijiazhuang Institute of Commerce. In 1972, he joined the city's Centre
of Commerce. A man of integrity, he criticized the bureaucratic system, attracting the attention of his superiors.
Then in 1975, he joined the Party and started his political career in a position related to Economics. In the
evenings, he took courses in Political Science at Hebei Normal University, receiving a qualification. In 1982, a
letter to the General Secretary of the CCP Hu Yaobang, in support of reformative song "Socialism is Good",
earned him his first important position a year later, as Party Secretary of Wuji, Hubei. By a stroke of luck, his
counterpart in the neighbouring district, Zhengding, was none other than Xi Jinping! The two worked together
side-by-side for three years, developing a friendship which would prove to be fruitful later on.
Li rose through the ranks: Secretary of the Provincial Section of the Youth League in 1987, then Political
Commissar in Chengde in 1990. He joined the Provincial Government and found himself in conflict with the
Secretary, loyal to Jiang Zemin, who ultimately dismissed him. Humiliated, Li had to leave to Shaanxi in 1988,
in near exile. At first chief of the Party's local level Organization Department, he was then Secretary of Xi'an, a
position that he maintained until 2003, aiming to raise the city, through developmental initiatives, to the level
of "more prosperous interior metropolis". However, instead of the coastal province he was hoping for, he was
sent off to Heilongjiang, and expressed his disappointment in a poem. He went on to write many other poems
throughout his career. A good administrator, he endeavored to make the 'bread basket' more productive
through the creation of a rehabilitation system of irrigation projects, and attracting investors from Hong Kong.
Under his governance, the Northern province boomed.
He became familiar with the military world launching initiatives to improve the salary and pension of
officers. He went up to Beijing, invited by a talk show, making himself known to be a straight-talker and bold
enough to speak about his personal life (rare in China). In 2010, at the age of 60, he finally reached the highest
rank of a province, becoming Party Secretary of Guizhou. He bravely rolled up his sleeves, obtained credit for
massive structural investment in 2010-2012, bringing about a 49% increase in growth and a 36% increase in
rural revenue.

Finally, in 2012, for the outgoing President Hu Jintao and Xi Jinping, the new leader of the country, he
was the happy medium to replace the ousted Ling Jihua (Hu's former right-hand man). This allowed him to take
up a post at the Politburo and the key position of director of the General Office of the Central Committee which
is responsible for the scheduling of top leaders. Proof of the blind faith that Xi has in him, since 2015, Li has
been entrusted with diplomatic missions of the highest importance, meeting foreign leaders, with or without
his President, Barack Obama in 2013 and 2016, Vladimir Putin in 2015 and 2017, Ma Ying-jeou (President of
Taiwan) in 2015, Donald Trump and Carrie Lam (Chief Executive of Hong Kong) in 2017. This is a well-placed
trust, with Li proving himself to be a faithful executer of missions. Li instructs the Party, without qualms, to
"submit" to Xi Jinping's authority.
Today, at the 19th
Party Congress, Li rises to the Standing Committee at the age of 67. He was named
as successor of Zhang Dejiang (no. 3), President of the NPC, the National People’s Congress, and will perhaps
be in charge of Hong Kong affairs.
