I. RIC INTRODUCTION
 Center for Research on Initiatives of Communities development
(RIC) established in 2009 under the license of Vietnam Union of
Science and Technology (VUSTA)
 RIC focuses on mobilizing participation of communities, especially
vulnerable groups, in: (i) National target programs; (ii) Land and
natural resources governance
 With support of MRLG, RIC successfully piloted a participatory land
reallocation process in Hoa Binh province, Vietnam

common consensus of all local
relevant stakeholders: 129 ha of
land reallocated to 209 small farmer
households (48% households are
poor households)
 A sample to write land use plan
developed with support of
provincial DONRE
 Network of key actors who can
share experiences, facilitate
communities to implement land
reallocation process
 Handbook on returned land
reallocation process

VI. ACTION PLAN
 Support to issue land use right certificate for small
households in communes which have developed land use
plan in Hoa Binh;
 Apply process in other districts of Hoa Binh province/ other
typical provinces which also had returned land in Vietnam;
 Advocacy the process in central level to replicate in the
whole country;
