Remove burden of infrastructure operation & management from service provider;
provide the necessary support - the service provider can focus on service provision
What is an Open
Access Network ?
An open-access network refers to a horizontally layered network architecture in
telecommunications, and the business model that separates the physical access to
the network from the delivery of services.
Reduce TCO for
backhaul & access
connections
Shared infrastructure reduces capex & opex for transmission costs; further
improvements to other financial metrics
Reduce operational
burden for service
provider
Enable fast
expansion
With singular focus on infrastructure, CSquared deploys on large scale, on time,
and with quality; hence, can reduce time to connect base stations, and support any
future expansion plans of service providers

Enlargement of focus from only creating an asset to delivery of a service, including
maintenance of the infrastructure asset during its operating lifetime.
What is a
Public-Private
Partnership ?
A public–private partnership is an arrangement between two or more public and
private sectors of a long-term nature.
The PPP typical
structure
Typically, it involves private capital financing government projects and services
up-front, and then drawing profits from taxpayers and/or users over the course of
the PPP contract.
Advantages

CSquared Case Studies

Liberia
What we have done:
USAID partnered with CSquared to invest
in broadband infrastructure in Monrovia.
Why it has worked:
Due to the lack of communication
infrastructure, the citizens and
Government institutions of Liberia could
not effectively and efficiently
communicate during the Ebola epidemic
leading to a national crisis.
Results achieved:
Build metro fibre infrastructure
connecting key govt, educational, health
institutions & private organisations &
converting Monrovia into a modern city
Togo
What we have done:
Formed a JV with SIN to realize
ambitions of the Togolese Gov’t - to
digitalize the Togo economy.
Why it has worked:
PPP advantages - 3 phased: Landing of
Google’s Equiano Cable [CLS];
Commercialization of the eGouv Metro
Fiber network; Operation of the CEB
OPGW & OPPC Fiber backbones.
Results to be achieved:
37,000 jobs creation. Regionally
creating an enhanced position for
interfacing OTTs (Facebook, Google,
Amazon, Microsoft.) & Data Centers
providers (PAIX, Icolo, Raxio)
Ghana
What we have done:
Entered a 15yr Partnership with National
Power Company - GridCo, 858 km
Backbone fiber [#ConnectingGhana]
Why it has worked:
CSquared builds open access wholesale
broadband networks allowing anyone to
utilise the infrastructure. As a neutral
player, we help MNOs & ISPs further
expand their networks & create more
affordable connections for end users
Results achieved:
This broadens the national broadband
coverage, making high quality internet
more accessible at an affordable cost to
a great portion of the population.
Our ability work with Govts in PPPs helps commercialise & provide sustainable growth for existing networks built within the continent on power grids, water
utilities etc. Ours is an ecosystem & leveraging on the entire value chain helps us deliver on our mandate while providing a balance to other stakeholders in
the growth of the broadband infrastructure.

The Recommendation
Key ingredients or requirements for digital growth are ‘Policy’ & ‘Money’:
Policy makers & Regulators, & Private investors’ capital have to work together to accelerate growth & the digital transformation
in Africa. Digital inclusion enables online payments, e-governance, e-health & e-education; and those pillars cannot be achieved
without the required capacity to enable the implementation of these initiatives. Innovation & Digital Economies will have a huge
boost once these are done. Public Private Partnerships (PPPs) should be encouraged.
The time to act is now - To date, private initiatives have been the ones that have had the biggest influence on digital economic
growth & growth rate.
For collaboration to improve there needs to be a review of certain policies and regulations for a number of countries. Especially
those where there is a monopoly for the deployment and ownership of fiber infrastructure. This change will speed up the
expansion of internet / fiber deployment as well as reduce the costs associated with internet accessibility. Hence will make the
internet more accessible to a wider range of audience.
In addition to policy and money, there should be a ‘neutral open-access player’ to facilitate collaboration.
