Your Excellencies, Ladies and Gentlemen,
Thank you for your time and for joining this session on Global Capacity Building,
organized by the European Parliament and Intelligence in Science.
It is a great honor and privilege for me to represent my country - Kazakhstan and
share my views on Global Challenges and Collaboration.
I will be speaking today on behalf of the Eurasian Economic Club, an organization
which supports scientists and experts of Kazakhstan and around the world – the
main organizer of Astana Economic Forum and The First World anti-crisis
conference under the support of the General Assembly of the United Nations.
Here in this slide, I took most of challenges from scientific, economic and social
view points.
I believe that science and innovations are the main factors for global capacity
building, to be created and implemented not only by scientists or inventors,
governments or businesses but in teamwork of global professional society from
different fields and on regional and global levels.
In fact, there are too many challenges global community should focus. A step, as
we can see and discuss right now from the activities, in the right track and
directions. Many countries, regions and organizations build and implement their
strategic programs. These programs, in order to be effective and long-lasting,
need facilitation of an open public dialogue and exchange among world business,
government leaders, social-service representatives, media and etc. For example,
Kazakhstan recently announced 2050 strategic program of development to
overcome its regional and global challenges. It was adopted after achieving well in
advance its previous master plan 2030 to enter the list of 50 most competitive
countries.
2. The country achieved the goals of Master Plan 2030 in 16 years instead of 33. So
there is a lot of room for the exchange on different levels between Kazakhstan
and other countries for global capacity building and sharing with peculiarities of
Kazakhstan`s experience.
During days of attending the conference and summarizing ideas, I made key
points for myself I would like to share them with you today.
Firstly, international collaboration for global capacity building should start on a
local level, from changing core principles of government and business
responsibilities.
Secondly, science is creative work but it needs calculations of budgets and
funding of brilliant minds. On a global scale, countries cannot implement
collaborative scientific projects without global fund raising institutions. As
example, the creation of an institution for space innovation and research is
offered by Dr. Aldrin in Gala Dinner yesterday. The second man, who stepped on
the Moon, has a really ambitious plan to bring a global space organization.
Thirdly, global challenges as never before bring countries for effective
management of resources and collaboration in science. Finding and exploration of
solutions for new and existing problems should be in parallel line. In most of the
countries, prioritizing new fields and industries starts with ignoring core fields of
social stability and development, for example, medicine and education, science
and technology.
To facilitate there should be some independent global capacity building
institution, which can generate and evaluate the realization of capacity building
projects. This is an idea for representatives of the Intelligence in Science, EU
Parliament who brilliantly organized this event and for Governments around the
world.
As a practical tool for capacity building in our country with global participation,
let me briefly introduce our activity in scientific collaboration of our
organization in the frame of preparation to the annual Astana Economic Forum.
We have built a strong an active platform and dialogue with more than 40 project
initiators in the country and internationally.
We assist innovators and new projects from one side, partners and investors from
another. During 4 years our platform attracted more than 6 billion USD dollars in
3. FDI and Mid-to-Short Term Credits for new organizations and businesses,
including for innovative and research projects.
Taking an opportunity let me brief on our organization - Eurasian Economic
Club.
The Club members include international, scientific, academic, financial and public
organizations, scientists-economists and practitioners right now from around 110
countries.
Our organization focuses on: Research Projects, for example, we provide industry
research projects for preparation of Recommendations for G-20,
Recommendations for International Organizations, A World Anti-crisis Plan of the
UN– as our new direction toward the world economic stability and etc;
We focus on organization of Forums and Exhibitions, for example: Astana
Economic Forum, World Anti-crisis Conference, participation in organization of
World Expo 2017 in Kazakhstan, round tables and seminars and etc. We are in the
process of creation of Astana Economic School as core activity in the future using
potential of our global members and scientists to develop practitioners and
politicians with global thinking in the country and the region;
Thirdly, we focus on promoting of Global Initiatives of the world leaders and
scientists on national and regional level, for example: G-Global Initiative, Astana
Nobel Club, «Green Bridge» Initiative, Free from Nuclear Initiative, proposed by
President of Kazakhstan Nursultan Nazarbayev to match global collaboration and
capacity building.
In conclusion, taking a chance I would like to invite you to VI Astana Economic
Forum, which will be held in May 22-24 in Astana, Kazakhstan. All relevant
