 LEAGUE OF PROVINCES OF THE PHILIPPINES
 LPP - GA RESOLUTION 2004-003
 RESOLUTION URGING THE NATIONAL GOVERNMENT TO
SUPPORT LOAN APPLICATIONS OF LOCAL
GOVERNMENT UNITS (LGUs) BY EXTENDING ITS
GUARANTEE WHEN NECESSARY, AND THE PUSH FOR
REFORMS IN THE BANKING SYSTEM TO DISPENSE WITH
THIS GUARANTEE FOR LGUs TO SECURE FINANCING
PROGRAMS
 Whereas, local government units (LGUs) can tap local and
foreign funding institutions to implement major infrastructure
and development projects necessary for service delivery;
 Whereas, loans and other financial schemes would lessen the
dependency of LGUs on the internal revenue allotment (IRA) to
implement development projects;
 Whereas, these lending agencies require the guarantee of the
national government in order to extend loans to LGUs, and
without thuse guarantee, LGUs may not be able to funds large-
scale initiatives;
 Whereas, the national guarantee increases the exposure of the
national government and affect the widening budget deficit;
 Whereas, the exposure of the national government will be
greatly reduced with reforms in the banking system dispensing
with this guarantee;
 Therefore, be it resolved in mass motion, as it is hereby
resolved, that the League of Provinces of the Philippines (LPP)
urges the national government (1) to support the loan
applications of LGUS by extending its guarantee when
necessary; and (2) to push for reforms in the banking system to
dispense with this guarantee for LGUs to secure financing
programs;
 Resolved further, that the League presents copies of this
Resolution to Her Excellency President Gloria Macapagal-
Arroyo, and the Department of Finance for their information and
appropriate action.
 Unanimously approved during the 2nd LPP General Assembly
held on 07 September 2004 at EDSA Shangri-La Plaza Hotel,
Mandaluyong City.

APPROVING AND ADOPTING THE OFFICIAL CONCEPTS AND DEFINITIONS FOR
STATISTICAL PURPOSES OF THE SELECTED SECTORS: PRICES, POPULATION,
HOUSING, AND TOURISM
WHEREAS, Executive Order No. 121 mandated the NSCB to prescribe standard concepts and definitions
to ensure harmonization and comparability in the generation of official statistics in the country for national
and subnational development planning;
WHEREAS, the prescription of standard concepts and definitions for statistical purposes would allow for
comparability of statistics across national and international boundaries;
WHEREAS, the NSCB Technical Staff in consultation with the different interagency/technical
committees, developed the official concepts and definitions for statistical purposes based on the following
criteria: (1) the term is basically statistical and those referring to statistical indicators; (2) used in major
surveys and administrative records in EO 352 and those that come out in the PSS publications; and (3)
based on official UN concepts and definitions, and legal documents;
WHEREAS, after a thorough review, the Inter-Agency Committee (IAC) and Technical Committee on
Price Statistics, Population and Housing Statistics, and Development of Satellite Account on Tourism
recommended for the approval of the attached list (Annex-BR-11-2003-01) of official concepts and
definitions of the following sectors: Prices, Population, Housing, and Tourism;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Board approve the
attached list (Annex-BR-11-2003-01) of official concepts and definitions for statistical purposes of the
following selected sectors: Prices, Population, Housing and Tourism for adoption by all concerned
government agencies.

  • 39.  LEAGUE OF PROVINCES OF THE PHILIPPINES  LPP - GA RESOLUTION 2004-003  RESOLUTION URGING THE NATIONAL GOVERNMENT TO SUPPORT LOAN APPLICATIONS OF LOCAL GOVERNMENT UNITS (LGUs) BY EXTENDING ITS GUARANTEE WHEN NECESSARY, AND THE PUSH FOR REFORMS IN THE BANKING SYSTEM TO DISPENSE WITH THIS GUARANTEE FOR LGUs TO SECURE FINANCING PROGRAMS  Whereas, local government units (LGUs) can tap local and foreign funding institutions to implement major infrastructure and development projects necessary for service delivery;  Whereas, loans and other financial schemes would lessen the dependency of LGUs on the internal revenue allotment (IRA) to implement development projects;  Whereas, these lending agencies require the guarantee of the national government in order to extend loans to LGUs, and without thuse guarantee, LGUs may not be able to funds large- scale initiatives;
