The acute skills shortage seen in Australia and
Canada has begun to spread around the world,
with major projects in Indonesia, Mongolia, Brazil,
Chile, Peru and Mozambique all plagued by critical
skills shortages in Engineering related trades.
This issue is compounded by the fact that 25% of
workers in Engineering related trades are older
than 55 and 50% of workers are older than 45.

The Healthcare and Community Services sectors
globally represent more than 10% of GDP in OECD
countries and this is expected to grow to above
15% by 2040. The United States of America spend
almost 16% of their GDP on healthcare today, and
if historical trends continue this could be nearly a
quarter of their GDP in 2040.
Despite experiencing a current nurse shortage,
America reports a ratio of 773 nurses to 100,000
population. This is a stark contrast to Uganda, for
example, who report a ratio of approximately 6
nurses per 100,000 population. Clearly, the issue
of defining, measuring and addressing nursing
shortages has to take into account the huge
disparity in the current availability of nursing skills
in different countries, sectors and regions.
Furthermore, the lack of access to healthcare in
many countries is likely to encourage a growing
number of established pharmaceutical, healthcare
and medical technology companies to open
clinics in the developing world.

skills development to local workers in preparation for
the $1 billion Hides Gas Conditioning Plant in Papua
New Guinea.
The Hides Gas Conditioning Plant is a part of the
massive Papua New Guinea Liquefied Natural Gas
(PNG LNG) project which is an integrated development
incorporating gas production and processing facilities
in the Southern Highlands and Western Provinces and
storage facilities in the northwest of Port Moresby.
Careers Australia provides PNG nationals with
health and safety, resource and infrastructure and
construction skills, awarding graduates with a formal
qualification which is globally recognised through the
Australian Quality Training Framework.

MINING AND RESOURCES
Careers Australia works with some of the largest
mining companies in the world, including Rio Tinto who
has a market capitalisation of around $134 billion.
Companies like Rio Tinto are world leaders in the
production of many commodities including aluminium,
iron ore, copper, uranium, coal, and diamonds.
Although primarily focused on extraction of minerals,

particularly for refining bauxite and iron ore. The

Careers Australia offers Australian Student Tuition
Assurance (ASTAS) to protect the upfront fees paid
by Australian students or foreign students studying in
Australia. ASTAS ensures that any Australian student
displaced from a course, due to our inability to
continue the course, will be relocated efficiently and
with minimal disruption to a comparable course with
another approved provider.

The AQF provides a comprehensive, nationally
consistent framework for all qualifications in postcompulsory education and training in Australia. In

APPRENTICESHIP /
TRAINEESHIP
A structured training arrangement
for a person employed under
an Apprenticeship / Traineeship
training contract. It usually involves
the person receiving training
gradually and being assessed both
on and off the job over a number
of years.

COURSE
A Course is a complete body of
prescribed studies constituting
a curriculum, which results in
the issuing of a Qualification or
Statement of Attainment. We have
simplified the way courses are
described in this document, for
people who are unfamiliar with the
Australian Qualifications Framework.

SHORT COURSE
Short Courses typically only contain
one or two Units of Competency to
deliver highly specific and granular
skills or knowledge. These can be
delivered in a few hours or over a
number of days.

FOUNDATION COURSE

QUALIFICATION

Foundation Courses equip
participants with basic
functional skills and knowledge
to commence entry level roles.
Under the Australian Qualifications
Framework these courses are

Careers Australia offers Australian Student Tuition Assurance (ASTAS) to protect the upfront fees paid by Australian students or foreign students studying in Australia. ASTAS ensures that any Australian student displaced from a course, due to our inability to continue the course, will be relocated efficiently and with minimal disruption to a comparable course with another approved provider. The AQF provides a comprehensive, nationally consistent framework for all qualifications in postcompulsory education and training in Australia. In the vocational education and training sector it assists national consistency for all trainees, learners, employers and providers by enabling national recognition of qualifications and Statements of Attainment.   • 43. glossary OUR APPRENTICESHIP / TRAINEESHIP A structured training arrangement for a person employed under an Apprenticeship / Traineeship training contract. It usually involves the person receiving training gradually and being assessed both on and off the job over a number of years. COURSE A Course is a complete body of prescribed studies constituting a curriculum, which results in the issuing of a Qualification or Statement of Attainment. We have simplified the way courses are described in this document, for people who are unfamiliar with the Australian Qualifications Framework. SHORT COURSE Short Courses typically only contain one or two Units of Competency to deliver highly specific and granular skills or knowledge. These can be delivered in a few hours or over a number of days. FOUNDATION COURSE QUALIFICATION Foundation Courses equip participants with basic functional skills and knowledge to commence entry level roles. Under the Australian Qualifications Framework these courses are described as Certificate I or Certificate II. A Qualification is the result of an accredited complete program of learning that leads to formal certification. INTERMEDIATE COURSE Intermediate Courses equip participants with theoretical and practical knowledge suitable for skilled roles. Under the Australian Qualifications Framework these courses are described as Certificate III or Certificate IV which include Trade and Traineeships. ADVANCED COURSE Advanced Courses equip participants with specialised knowledge and skills for highly skilled or paraprofessional roles and further academic focused learning. Under the Australian Qualifications Framework these courses are described as Diploma or Advanced Diploma. STATEMENT OF ATTAINMENT A Statement of Attainment provides a complete record of Units of Competency that have been undertaken by a student, which includes the final result for each respective unit. UNIT OF COMPETENCY A Unit of Competency is a single component of a qualification, or a stand-alone unit, that has been accredited by the same process as for a whole Course.
