The U.S. government adopted an e-procurement solution called DoD-SCOMS to standardize and streamline the process of procuring marine fuel for its vessels. DoD-SCOMS is a web-based system that allows authorized officers to order fuel online from pre-negotiated contracts or multiple merchants. It electronically captures all transaction details to expedite processing, payment, and create an auditable trail. A pilot program showed it could efficiently capture contract transaction data, and it was later expanded and used to procure over 77% of non-contract fuel at below standard prices with zero fraud. The system reduced processing time by 47 days and received an innovation award.
