Remarkable Achievement - Rural:
Eastern 8 Community Development Corporation, Johnson City
The mission of Eastern Eight Community Development Corporation is to fulfill housing
needs for low to moderate income families, making homeownership a reality for a multitude
of people while serving Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi, and
Washington Counties. During 2011, Eastern Eight has put together mortgage packages for 11
families, 7 of whom were very low income. To date, they have sold more than 150 homes
throughout the Northeast Tennessee region, adding an estimated $11.9 million to the region’s
property tax base. Eastern Eight provides homebuyer education and down payment assistance
also, working with a range of partners such as USDA Rural Development, the Federation of
Appalachian Housing Enterprises, the Kingsport Housing and Redevelopment Authority,
THDA, the Federal Home Loan Bank, the Appalachian Regional Commission on
Homelessness and many others. Their contribution to housing those in need of assistance in
the northeastern region of Tennessee is unsurpassed.

Project Design

providers, horse stables, walking paths, target range area
• Developed in phases
Project Design
 Project Site is adjacent/connects to an 8,600-acre tract
comprising the Doe Mountain Nature Conservancy; purchased in
2013 by the State of Tennessee and managed by a local governing
board appointed by the Governor. Homeowners will be within
walking distance of numerous amenities such as horseback
riding, hiking trails, mountain biking, all-terrain vehicle trails, etc.
as the site is developed.


Remarkable Achievement - Rural: Eastern 8 Community Development Corporation, Johnson City The mission of Eastern Eight Community Development Corporation is to fulfill housing needs for low to moderate income families, making homeownership a reality for a multitude of people while serving Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi, and Washington Counties. During 2011, Eastern Eight has put together mortgage packages for 11 families, 7 of whom were very low income. To date, they have sold more than 150 homes throughout the Northeast Tennessee region, adding an estimated $11.9 million to the region’s property tax base. Eastern Eight provides homebuyer education and down payment assistance also, working with a range of partners such as USDA Rural Development, the Federation of Appalachian Housing Enterprises, the Kingsport Housing and Redevelopment Authority, THDA, the Federal Home Loan Bank, the Appalachian Regional Commission on Homelessness and many others. Their contribution to housing those in need of assistance in the northeastern region of Tennessee is unsurpassed.

Problems encountered  BUILD program turned down our application down “Who wants to move to Mountain City?” “Who would pay $25,000 for a lot in Mountain City?” “Don’t you know the housing market is tanked right now? – should be pursuing rental projects right now”  HOME program was not opened for applications in 2012 or 2013 “we are waiting on the final rule”  Delays in funding acquisition lost local project momentum “I thought that project was dead” “I wondered what happened to that project”

Funding Commitments • First in: HAC - SHOP/RLF combination for $637,0000 – $337,000 for land acquisition costs – $300,000 for infrastructure costs • Home Depot Foundation – $150,000 for unit construction costs ($25,000 x 6 units) • THDA CHDO round HOME award – $262,000 for unit construction costs – utilized E8CDC HOME program funds to assist with closing costs ($1,000-$14,999) • Local Lenders – FAHE, 1st Bank & Trust – $2,100,000 secured line of credit

Project Design  Project Site is adjacent/connects to an 8,600-acre tract comprising the Doe Mountain Nature Conservancy; purchased in 2013 by the State of Tennessee and managed by a local governing board appointed by the Governor. Homeowners will be within walking distance of numerous amenities such as horseback riding, hiking trails, mountain biking, all-terrain vehicle trails, etc. as the site is developed. 
