Founding Director of the Center for Applied Psychophysiology and Biofeedback (2011).
Responsible for directing all activities at the Center including grant submissions, budget
management, fund raising, student advising, equipment purchase, training and
maintenance, providing supervising biofeedback training services for Wounded Warriors
and community members, teaching beginning and advanced biofeedback labs,
collaborating on research studies involving psychophysiology methods and
measurements, conducting research, publishing a bi-yearly newsletter, facilitating
meetings with constituents including those on the Center advisory board, the Department
of Defense, the US Navy and Marine Corps regarding ongoing research and services at
Camp Lejeune, hiring and training graduate students and staff, submitting administrative
reports, monitoring and measuring quality assurance goals for the Center and the
biofeedback certificate and assisting students obtain grants and produce scholarly
research.

Biography
Dr. Russoniello has more than thirty years of experience as a therapist/counselor
educator and researcher. He is currently Professor and Director of East Carolina
University’s Center for Applied Psychophysiology and its Wounded Warrior training
program. Dr. Russoniello has been the principal investigator on several Department of
Defense grants developing physiological measuring and biofeedback products for
improving Wounded Warrior and Warfighter functioning. His work for DoD included the
development of a mobile telehealth system based on heart rate variability analysis and
intervention and a game based neurocognitive assessment. The development of these
products resulted in 7 invention disclosures. Dr. Russoniello is a licensed professional
counselor and senior fellow in both biofeedback and neurofeedback. He is a past-
president of the Association for Applied Psychophysiology and the American Therapeutic
Recreation Association. Dr. Russoniello’s research has been published in a broad
spectrum of professional journals including, Behavioral Medicine, Military Behavioral
Health, Military Psychology, Journal of Applied Psychophysiology and Biofeedback,
Cyberpsychology, Behavior and Social Networking, and Games for Health. His work has
been featured in ArsTechnica, CNN, BBC, New York Times, Washington Post, Web MD,
Wired Magazine and in a TED talk. In 2015 Dr. Russoniello received the Governor James
E. Holshauser Award for Public Service, the University of North Carolina’s highest public
service award.

Service to the Community
2018
Joint Recovery Team Mission: Saipan (July, 2018).
A program to assist in the recovery of missing US Service Members lost in wars
and conflicts. Partners include East Carolina University’s Maritime Studies
Program (ECU MSP) and the Center for Applied Psychophysiology (CAP), Task
Force Dagger Foundation (TFD), Department of Defense, Defense POW/MIA
Accounting Agency (DOD DPAA), and Florida Public Archaeology Network
(FPAN).
Purpose
Establishing a greater purpose to our severely wounded, ill, or injured Special
Operations Forces (SOF) personnel to participate in the recovery and repatriation
of our Missing US Personnel. The goal is to train in archaeological and historical
techniques to empower our SOF personnel to discover through this mission that
they can do more and be more.
CAP will be remotely recording and analyzing physiological data of the Wounded
Warriors during the Mission.
2008-
Wounded Warrior Program.
The center continues its longstanding program with USMC Wounded Warrior
Battalion East at Camp Lejeune. The program provides biofeedback and
neurofeedback services as well as therapeutic trips i.e. fly fishing and kayaking to
ameliorate symptoms of PTSD and TBI and to facilitate transitioning into civilian
life.
2010
United States of America Freedom Award
presented to East Carolina University by the United States Department of Defense.
The award, in its 15th year, is the highest recognition given by the U.S.
Government to employers for their outstanding support of their associates who
serve in the National Guard and Reserves. My contribution to this award was

summarized in Chancellor Ballard’s comments in a personal letter. “This
outstanding university recognition was made possible through the excellent efforts
of a number of highly involved academic leaders on campus. “Your work with the
Wounded Warriors was such an effort and we proudly highlighted your efforts as a
critical part of the nomination package”…..
Community Biofeedback Services
CAP continues to provide biofeedback and neurofeedback services to community
members in need on a sliding fee basis.
2009-2010
Pathways Behavioral Health Program: CAP provided biofeedback services to children
in need.
1999-2001
Pattillo A+ Elementary School Disaster Relief Project.
Conducted a 2 year program for 4th and 5th grade students after Hurricane Floyd.
Established the prevalence of PTSD in 4th grade Cohort and implemented
successful symptom reduction program.

Certificate Director, Biofeedback: Developed the biofeedback curriculum and
implemented a 12 credit hour graduate certificate in biofeedback in 2008. I have
been the director of this certificate since this time.
Advanced Biofeedback Supervision: I developed the curriculum and have directed
the Advanced Biofeedback Lab since 2006. The Lab involves students working
with community residents using biofeedback as an intervention. The direction
includes coordination and implementation of all aspects of the student experience
and biofeedback services.

  • 3. 3 Biography Dr. Russoniello has more than thirty years of experience as a therapist/counselor educator and researcher. He is currently Professor and Director of East Carolina University’s Center for Applied Psychophysiology and its Wounded Warrior training program. Dr. Russoniello has been the principal investigator on several Department of Defense grants developing physiological measuring and biofeedback products for improving Wounded Warrior and Warfighter functioning. His work for DoD included the development of a mobile telehealth system based on heart rate variability analysis and intervention and a game based neurocognitive assessment. The development of these products resulted in 7 invention disclosures. Dr. Russoniello is a licensed professional counselor and senior fellow in both biofeedback and neurofeedback. He is a past- president of the Association for Applied Psychophysiology and the American Therapeutic Recreation Association. Dr. Russoniello’s research has been published in a broad spectrum of professional journals including, Behavioral Medicine, Military Behavioral Health, Military Psychology, Journal of Applied Psychophysiology and Biofeedback, Cyberpsychology, Behavior and Social Networking, and Games for Health. His work has been featured in ArsTechnica, CNN, BBC, New York Times, Washington Post, Web MD, Wired Magazine and in a TED talk. In 2015 Dr. Russoniello received the Governor James E. Service to the Community 2018 Joint Recovery Team Mission: Saipan (July, 2018). A program to assist in the recovery of missing US Service Members lost in wars and conflicts. Partners include East Carolina University’s Maritime Studies Program (ECU MSP) and the Center for Applied Psychophysiology (CAP), Task Force Dagger Foundation (TFD), Department of Defense, Defense POW/MIA Accounting Agency (DOD DPAA), and Florida Public Archaeology Network (FPAN). Purpose Establishing a greater purpose to our severely wounded, ill, or injured Special Operations Forces (SOF) personnel to participate in the recovery and repatriation of our Missing US Personnel. The goal is to train in archaeological and historical techniques to empower our SOF personnel to discover through this mission that they can do more and be more. CAP will be remotely recording and analyzing physiological data of the Wounded Warriors during the Mission. 2008- Wounded Warrior Program. The center continues its longstanding program with USMC Wounded Warrior Battalion East at Camp Lejeune. The program provides biofeedback and neurofeedback services as well as therapeutic trips i.e. fly fishing and kayaking to ameliorate symptoms of PTSD and TBI and to facilitate transitioning into civilian life. 2010 United States of America Freedom Award presented to East Carolina University by the United States Department of Defense. The award, in its 15th year, is the highest recognition given by the U.S. Government to employers for their outstanding support of their associates who serve in the National Guard and Reserves. Community Biofeedback Services CAP continues to provide biofeedback and neurofeedback services to community members in need on a sliding fee basis. 2009-2010 Pathways Behavioral Health Program: CAP provided biofeedback services to children in need. 1999-2001 Pattillo A+ Elementary School Disaster Relief Project. Conducted a 2 year program for 4th and 5th grade students after Hurricane Floyd. Established the prevalence of PTSD in 4th grade Cohort and implemented successful symptom reduction program. Other Activities 2008- Certificate Director, Biofeedback: Developed the biofeedback curriculum and implemented a 12 credit hour graduate certificate in biofeedback in 2008. I have been the director of this certificate since this time. Advanced Biofeedback Supervision: I developed the curriculum and have directed the Advanced Biofeedback Lab since 2006. The Lab involves students working with community residents using biofeedback as an intervention. The direction includes coordination and implementation of all aspects of the student experience and biofeedback services.
