The Politics of Accessibility in New York City

New York City is the most populous city in the United States, and one of the
biggest cities in the world. With a population of over 8,400,000 people distributed
over 300 square miles, New York City is a thriving and diverse melting pot of
people of all abilities. However, when it comes to accessibility, New York City
faces the same issues as even the smallest municipality: namely, accessibility is
a challenge to achieve. Whether it be the costs associated with widening doors in
skyscraper buildings, increasing the amount of accessible transportation
requiring bigger vehicles and more gas, or providing accommodations to
employees in the workplace, the challenges people with disabilities face are
multiplied in this bustling metropolis, especially when bureaucracy and competing
interests act as formidable obstacles to inclusiveness. Having served on the front
lines as the Commissioner and General Counsel of the New York City Mayor’s
Office for People With Disabilities for almost ten (10) years, Mr. Mischel has
gained the knowledge, expertise and experience in navigating New York City’s
accessibility obstacle course and was a critical component to the successes that
the city has achieved in improving the lives of residents of, and visitors to, the
“Big Apple”.
Mr. Mischel has gained extensive knowledge and experience in recognizing both
the problems and solutions that come with providing accessibility. His story is
one that other decision-makers can not only learn from, but can and should make
use of in their own jurisdictions in order to maximize accessibility for their own
constituents.

grandes villes au monde. Avec une population de plus de 8 400 000 habitants
répartis sur un territoire de 300 miles carrés, New York est un amalgame vibrant
et diversifié d’individus de tout acabit. Toutefois, lorsqu’il est question
d’accessibilité, New York fait face aux mêmes contraintes que les villes de
moindre importance et l’accessibilité pour tous est un défi difficile à relever. Qu’il
s’agisse des coûts associés aux travaux d’agrandissement des portes des gratte-
ciels, d’augmenter le nombre de véhicules accessibles ce qui implique aussi
d’acheter de plus gros véhicules qui consomment plus de carburant, ou
d’accommoder les employés d’une entreprise, les personnes vivant avec un
handicap doivent relever des défis de taille lorsqu’il est question d’accessibilité,
particulièrement en ce qui a trait à la bureaucratie et aux intérêts commerciaux
conflictuels. Après avoir siégé pendant presque 10 ans comme commissionnaire
et conseiller général dans les bureaux de la mairie de New York, M. Mischel a
acquis les connaissances, l’expertise et l’expérience nécessaire pour naviguer
parmi les obstacles de la « Grosse pomme » et son travail contribue fortement à
l’amélioration des conditions de vie des résidents de la ville et des visiteurs.
M. Mischel possède les connaissances et l’expérience nécessaires pour identifier
les problèmes en matière d’accessibilité et pour offrir des solutions durables. Son
récit est un exemple que tous les décideurs sont invités à suivre afin de favoriser
une meilleure accessibilité sur leurs propres territoires.
