2. Education:
education is a human right , a powerful driver of development
and one of the strongest instruments for reducing poverty and
improving health ,gender equality, peace and stability
What is Education System?
The system of education includes all institutions that are involved
in delivering formal education and their faculties, students, physical
infrastructure, resources and rules. The rules and regulations that guide
the individual and institutional interactions within the set up are also part
of the education system.
Education in Pakistan:
• It is written in constitution to provide free and compulsory education
to all children between the ages of 5-16 years.
• The 18th constitutional amendment in 2010 education sector was given to
individual provinces.
• According to a UNESCO report, literacy rate in Pakistan 2018 is 58%.
• Literacy rate of males is 70 percent.
• Literacy rate of female is 48 percent.
4. Definition of being literate:
According to Population and Housing census 2017:
“Ability to read and understand simple text
in any language from a newspaper or
magazine, write a simple letter and perform
basic mathematical calculation (i.e. counting
and addition/subtraction).”
6. The Millennium Development Goals and Pakistan:
• An Idea of UN to address the issues of poverty, education and health.
• Implemented in Pakistan in 2000.
Two goals have been laid down in education sector
Goal 1: To achieve Universal Primary Education (UPE), children
everywhere, boys and girls alike, will be able to complete a full course
of primary schooling
Enrolment rates:
• Punjab – 62%
• Sindh – 52%
• KPK – 54%
• Baluchistan – 45%
Goal 2: The goal 2 of MDGs is Promoting Gender Equality and Women
Empowerment. It is aimed at eliminating gender disparity in primary
and secondary education
Despite spending Rs4.06 trillion since 2012-13, Pakistan has
failed to achieve the Millennium Development Goals (MDGs) in health,
education, social welfare and other areas
7. Sustainable Development Growth 2015-2030:
• On 25th September, 2015, all UN member states gathered at
Sustainable Development Summit to adopt the agenda for 2030
• Goal 4 of SDG emphasizes on quality education
Goal 4 Quality education:
• This goal has seven targets and three means for implementation,
covering all levels of education
• The NHDR report 2017 predicts that at the current net enrollment
growth rate of the country of 0.92% it will take another 60 years to
reach the target of zero out-of-school children.
Education for All (EFA) Commitment:
• The EFA goals focus on early childhood care and education to youth
• The primary gross enrolment rate stands at 85.9% while Pakistan
requires increasing it up to 100% to fulfill EFA goals
8. Allocation of Funds for education
The funds are very low about 1.5 to 2.0 %.It should be 7%

9. Technical Education
Sufficient attention has not been paid to the technical and vocational education in
Pakistan
War On Terror
The militants targeted schools and students; several educational institutions were
blown up, teachers and students were killed by them. This also frightened parents to
send their children to these institutions
10. . Cost of education:
The paradox is that private schools are better but not everywhere and government
schools ensure equitable access but do not provide quality education
Gender gap
Illiteracy of parents and parental concerns about safety and mobility of their
daughters. Society’s emphasis on girl’s modesty, protection and early marriages
may limit family’s willingness to send them to school
11. Uniform curriculum
Uniform curriculum can be introduced in
educational institutes of the country. This
will provide equal opportunity to the students

Govt. should provide scholarships for
higher education.
Career counseling:
There should be career counseling
of the pupils in schools so that they
have an understanding of job market
and they can develop their skills
accordingly.
13. The reforms required in the education system
of Pakistan cannot be done by the
government alone, as a citizen of Pakistan,
we are also responsible to help the govt. in
improving the Education system in Pakistan.
Only then, we will be able to pull out our
beloved country from illiteracy.
Similarly, vocational and technical training
should be paid attention to make skilled
youth as an asset of Pakistan.
