bill that mandated employers to provide theiremployees with health insurance (Barbaresco,
Courtemanche,& Qi, 2015). However,the plan did not go forward as some legislators were
concerned with provision foremployers to provide health insurance. The Clinton
administration was however able tosecure a compromise with the enactment of State
Children’s Health Insurance Programin 1997.In 2006 the state of Massachusetts was the
first state in the US to enact a statue thatimplemented an insurance exchange and individual
