Not all vendors in the China market are actually licensed to host and deliver web content in Mainland China.

acceptable (i.e., the Great Firewall). Companies must do their due diligence when
deciding on their Content Delivery Network (CDN) solution and be sure to choose a
provider with a CDN license in China. Not all vendors in the China market are
actually licensed to host and deliver web content in Mainland China.
3. CDNs are regulated and licensed by the MIIT (Ministry of Industry and Information
Technology) of China. As of this writing, even some of the so-called “global CDNs”
like Akamai and Edgecast are not recognized as licensed China CDN providers. In this
case, I believe the content providers who use these CDNs are unfortunate victims of a
licensing enforcement issue when doing business in China.
This begs the question of whether a CDN solution provider in China can quickly
become recognized to receive a license in China from the MIIT. If it were that easy, I
believe other vendors would have done so by now since China represents a
significant proportion of the global economy. Having a recognized corporate entity in-
country, knowing the regulations, having the right relationships with network ISPs
and the MIIT are all challenges to doing business as a CDN in China. All of which can
take years to develop.
4. Some CDNs have developed a reseller relationship with CDNs that are recognized
operators in China to circumvent the aforementioned challenges with being a
recognized CDN in China. Expedient customer support triage between CDN
providers; possible performance degradation with multiple hops between providers;
and dealing with a single network provider which limits access to all of mainland
China all present significant challenges that can be burdensome and add frustration
for customers that use CDNs that use another CDN to provide China access.

5. When it comes to having a web presence in China, it’s always best to use a registered
and licensed China CDN provider CDN provider with its own network to provide
access to the entire country. There is no other viable alternative to doing business
beyond the Great Firewall.
