This presentation by Piotr Grygier describes the Baltic Landscape Project with its goals, the new integrated landscape planning, the role of tourism, water management and conclusions derived from considering and managing all these different factors.

2. ASSUMPTIONS
Landscape management faces new challenges caused by globalization, climate
changes, demands of more intensive use of natural resources and enhanced
protection.
These demands often cause conflicts among stakeholders.
Today´s system of landscape management is not efficient enough to provide answers
for these challenges and demands.
Current governance in the landscape should be
substantially improved.

4. Baltic Landscape Project Goal
Long-term goal for 2012-2025 is to foster good governance in
forested landscape in the Baltic Sea region
Objectives for 2012-2014
1.To establish a network of „landscapes” in Baltic Sea Region which can
serve, over longer period, as polygons for development of better planning
and management as well as examples of sustainable development.
2.To identify and analyze main problems occurring in the landscape and
develop first proposals on how the situation can be improved.

6. Polish example: Baltic Landscape „Warta” Site
The BL „Warta” is based mainly on existing Promotional Forest Complex
„Noteć Primeval Forest” and some other State Forests areas located in
Wielkopolska Region.

8. WP4 – New approach to integrated landscape planning
as exemplified by Natura 2000 sites
Using the Model Forest concept an attempt was made to unite various communities in
the Welna River Valley in order to give institutional planning an integrated character.
The focus was on management of natural resources in Natura 2000 area.
Rivers are a big source of different conflicts on nature management.
As a result of undertaken activities the following documents have been done or are in preparation:
1. „Analysis of Barriers to Implementation and Management of the Natura 2000 Network and
to Implementation of the European Landscape Convention in Poland” - completed. The document
constitutes a synthesis of the present knowledge on implementation of the Natura 2000 network
and the Landscape Convention in Poland.
2. „Diagnosis of the State of Natural Environment in the Welna Valley Natura 2000 Site and
Preparation of Guidelines for Practical Actions” – in preparation.
3. A paper on the Flinta River - in preparation. It will specify the river hydromorthological parameters
and indicate directions for management of the river catchment area, that will help solve
existing problems.
Common agreement is a success guarantee.

12. Some conclusions
1.Limited participation of interested local parties and top-down,
bureaucratic approach is a common problem of sectorial planning.
The BL Project is gradually building local partnership and developing proposals
for integrated approach to landscape planning.
2.The BL Project is analyzing roots of selected problems and developing
proposal of solutions. On the Baltic Sea Region level the project is
summarizing local experiences and developing proposals for regional and
national policy as well as proposals of local implementation tools. The new or
improved procedures are needed to utilize local initiatives during the regional
and sub regional spatial planning in the landscape.
3.The Baltic Landscapes are using existing example of the Model Forest
formula and Network. The BL Project has established the network of
landscapes around Baltic Sea, which can develop necessary tools to implement
on the ground innovative proposals addressing current challenges.
