3. Why Dak Nong and Son La ?
• Why not Dak Nong only ? (Oxfam- CIFOR’s scoping study)
• Institutional setting (rules of the games + M&E system + Capacity) is
not in place - PES is unlikely to be implemented in the next 2 years
• belongs to the 2nd
generation of PES but has not been able to tap into
lessons learnt of the 1st
generation
At the same time…..(CIFOR’s study in Son La since
2010)
• Son La is one of two Vietnam “PES celebrity” since 2008 (Rich
experience on institutional setting and capacity in place)
• Rules of the games have been up-taken by the central government
• CIFOR’s study site for the last 4 years and future research scheme
• Problems have been defined with clear precautious principle and
proactive solutions required
- Sustainability (Side by side; on-time problem solving and
proactive strategies)

6. How to do ?
• Step 1: Set up + Facilitate the regular exchange information and
coaching between Son La and Dak Nong
• Step 2: Understanding local perceptions on different options for
grievance handling system
• Step 3: Scoping study for multi-stakeholders/independent
supervision board
• Step 4: Design Detailed activities (SMS system, hot line, poster…)
• Step 5: Measure the no. of complain case + effectiveness of the
grievance handling system in small no. of pilot
• Step 6: Disseminate information and lessons learnt for Dak Nong
• Step 7: Improve the system before scaling up
Most of staffs are forester with lack of financial and management skills ( to prepare contracts, manage financial flows, distribute money etc…)
