Galway Statement on Atlantic Ocean Cooperation – Overarching Objectives • Improve ocean health and stewardship • Promote sustainable management of resources • Improved ecosystem assessments and forecasts and deeper understanding of vulnerabilities and risks, including climate change • Generate new tools to increase resilience, conserve rich biodiversity, manage risk and determine social, environmental, and economic priorities 3

All Atlantic Ocean Research Alliance Move towards a basin-wide cooperation from Antarctica to the Arctic, through enhanced cooperation with countries bordering the South Atlantic(Belém Statement 2017). Upscale cooperation along and across the Atlantic Ocean and the creation of long-term partnerships building on on-going initiatives such as the All Atlantic Ocean Research Alliance (Galway Statement 2013). Under Horizon 2020, the EU has already invested over 200 million Euro in Atlantic research across in over 20 projects, with 500 research teams working together on all sides of the Atlantic.

- Craig Talking Points on the Development of the Galway Statement on Ocean Cooperation “Alignment of the Political Stars"... “Oceans Exposure" In the EU: * President Barrosso - Portugal - Atlantic Strategy Started with Commissioner for Maritime Affairs Joe Borg (Malta) - motivated in part by experience of Portugal with Prestige oil spill… * Then Commissioner for Driectorate-General for Research and Innovation, Maire Geoghegan Quinn - from Galway west of Ireland & rooted in Atlantic coastal community - ideas of a trans-Atlantic Alliance dreamed up over a cup of coffee with Peter Heffernan & John Bell in Harvard Square in January 2012… * Then Commissioner for Directorate-General for Maritime Affairs and Fisheries, Maria Damanaki (Greece) was great friends with Maire Geoghegan Quinn and is steeped in maritime traditions... * Minister for Marine in Ireland, Simon Coveney deeply rooted in maritime tradition and a very accomplished sailor (sailed across the Atlantic with his siblings) ... is great supporter... * Prime Minister of Ireland Enda Kenny from Mayo, another Atlantic coastal county in Ireland...grandfather was a Lighthouse Keeper... played football against our colleague here, Peter Heffernan... was in the Presidency of EU & prioritized the Galway Statement & supported its endorsement by Council of Europe… * Commissioners Maire Geoghan Quinn & Maria Damanaki were authorized to sign the Galway Statement for the EU on May 2013 at Marine Institute in Galway... In Canada: * Then Ambassador to Ireland, Loyola Hearn had previously served as Canada's Minister for Fisheries and Oceans during same period as Commissioner for Maritime Affairs and Fisheries, Joe Borg... * Loyola Hearn was originally from south shore outside St Johns Newfoundland and of deep Irish heritage / lineage and with deep oceans traditions... * He facilitated high level political buy-in from Canada ... * Senator David Wells from St Johns Newfoundland signed the Galway Statement for Canada (on behalf of Minister of International Trade, Edward Fast)... In USA: * The President Obama administration was highly interested in climate change and recognizing importance of oceans... * Secretary of State, John Kerry is from Massachusetts and a former Naval Officer and also has deep maritime traditions - took ocean affairs very seriously... * USA was very receptive to reach out from EU Commissioner Maire Geoghegan Quinn… * Kerri Anne Jones, then Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs, also of Irish Heritage was the signatory for USA on the Galway Statement… * The rest, as they say, is history (in the making...even!)… PS: NOAA Administrator, Dr. Kathy Sullivan – has 4 Irish Grandparents, received a Certificate of Irish Heritage at the Irish Embassy on May 2nd 2012 (the same night that Dr. Peter Heffernan gave a talk which included ref to the possibility of a trans-Atlantic Ocean research alliance...

- EP and Council settles 5 areas for possible missions. The missions will be designed in the strategic planning process. The mission design will be spearheaded by the mission boards, one for each mission area. The mission boards, consisting of up to 15 members, will interact closely with Member States, Parliament and a wide range of stakeholders, in order to facilitate the co-design of missions. The mission boards will be set up through an open call for expression of interest in the summer 2019. Art. 7 – 2a in the HE FP: “During the first three years of the programme, a maximum of 10% of the annual budget of Pillar II shall be programmed through specific calls for implementing the missions. For the remaining part of the programme, and only after a positive assessment of the mission selection and management process, this percentage may be increased. The Commission shall communicate the total budgetary share of each work programme dedicated to missions”.
