Chapter 4: The Local Offer
What is the Local Offer?
“LAs must publish, in one place, information about
provision they expect to be available in their area for
children and young people from 0-25 who have SEN”

2 key purposes
• To provide clear, comprehensive and
accessible information about the support and
opportunities available
• To make provision more responsive to local
needs and aspirations by directly involving
children & young people with SEN, parents and
carers, and service providers in its development
and review

Not just a directory
The Local Offer should be:
• Engaging
• Accessible
• Transparent and comprehensive
It will follow a common framework which all Local
Authorities must develop, publish and review

What must be included?
• Education, health and care provision
• Arrangements for identifying and assessing children
and young people’s SEN
• Other education provision
• Training provision including apprenticeships
• Travel arrangements to/from early years settings,
schools and Post 16 providers
• Support to help children and young people’s transitions
between phases and for adulthood
• Sources of information, advice and support about SEN
in the area
• Arrangements for making complaints, mediation and
rights of appeal to the Tribunal

“Co-production” with children, young people and

• planning the content
• deciding how to publish
• providing feedback on services

Joint commissioning arrangements informed by:
• Needs identified via Health and Wellbeing Boards
• Agreed priorities of the Joint Health and Wellbeing
Strategy
Each Clinical Commissioning Group will determine what
services must be provided to meet the reasonable health
needs for the children and young people for whom they
are responsible
The LA must ensure co-operation
