Haas Magdalena - The graetest chellenges of environmental protection and management in Pomeranian Region
1. The graetest chellenges of
environmental protection and
management in Pomeranian Region
Magdalena Haas
Environmental Policy Section
the Department of Environment, Agriculture and Natural Resources
Gdańsk, 7th October 2010
2. Environmental Protection Programme
The strategy is first.
The time frame:
- 2007-2010
with the further perspective
of 2011-2014
Four perspective goals;
Twenty-two medium-term
goals;
3. Environmental Protection Programme
• Four perspective goals:
Environment for health → improvement of
environment quality and environmental safety
Improvement of environmental management
and a rise of environemtal awareness of
society
Nature conservation
Sustainable use of natural resources:
minerals, water and energy.
4. Chellenges according to different fields
• Water management → e.g. improvement of
sewage systems
• Air quality management → e.g. lowering of
traffic emissions
• Waste management → e.g. incineration plant
• Noise protection → e.g. changes in urban
planning
• Biodiversity conservation → e.g. new
investments vs. Natura 2000
• Energy production → e.g. 3 x 20 until 2020
5. Renewable Energy Sources
• Promotion and support of development of
energy production from renewable sources:
Good natural conditions: wind, biomass,
water and sun (less but still enough)
Regional and local policies
• Programme of power management development, with
a focus on renewable energy sources in Pomeranian
Region until 2025;
• The plans of supply of heat, electricity and gas fuels
in community – every community and municipality in
Pomeranian Region.
6. Renewable Energy Sources
• Why do we support RES?
To achieve lower emmisions: transport & building
heating systems → Air quality action plans
To produce ‘green energy’ in natural cycles and
due to natural conditions
To diversify of energy production → local level of
policy and action
7. Potential conflicts
• Reasonable investment project → proper
location, e.g. wind power plants
• Taking into account all environmental
restrictions, e.g. Natura 2000
• Taking into account social & economical
conditions, e.g. śuławy Subregion as high
class agricultural land
• Complex solutions

8. Good practice
• Poldanor S.A.
4 biogas plants
• Dzierzgoń
municipality
– solar projects
• ‘Benowo Nook’
– environmental education
centre for small community
of Benowo village
9. Good practice
• EC WybrzeŜe power
plants – co-combustion
of fossil fuel
and biomass
• Eko Dolina Landfill –
biogas instalation
(2 MW of electricity,
1,7 MW of heat)
