Low cost and improving network connectivity has driven rapid growth in cloud services among businesses, despite some concerns over security and network and application performance. Three types of cloud services have emerged: Software-, platform- and infrastructure-as-a-service. The supply chain for these service can be complex, with multiple layers of retail and wholesale delivery possible, and services to manage multiple clouds also emerging as markets in their own right.Telecom network operators are well positioned to deliver all kinds of cloud services, and many are already doing so ' particularly in North America and Europe. They may also be able to act as trusted providers of management for multiple clouds ' or 'cloud service brokers'. We expect telcos to take around 11% of total global enterprise and public sector spend on cloud services by 2015: this will amount to USD4.2 billion from a total market of USD37.2 billion. Europe will be the biggest market, but Asia will grow fastest.Many cloud services are priced in a simple way and do not necessarily require telco-style billing systems. However, there is a trend ' as there was in telecom billing systems some 20 years ago ' to move from in-house-developed billing to solutions provided by specialists. Cloud services can be billed using a simple, cloud-based billing-as-a-service solution, but as cloud services become more complex, become bundled with other services, and are delivered to more ' and more demanding ' customers, the billing systems they require will need to keep up. Cloud providers are likely to have a spectrum of billing requirements.Many telcos offering cloud services are likely to bill cloud services using telco billing systems ' this may require investment in new billing systems, in particular those able to charge flexibly for multiple services in real-time, and in some cases to have true multi-tenant capabilities in order to meet the requirements of customers requiring 'pass through' billing capabilities. We expect global telco spend on billing systems capable of billing for cloud services to reach just over USD1 billion by 2015.Some billing-as-a-cloud providers will be successful at selling services to telcos to bill both cloud and traditional telco services: the cost savings that can be achieved mean that this option will be considered by some telcos. However, issues remain as to the capability of cloud-based billing solutions to meet all the requirements telcos have. We expect global telco spend on cloud-based billing solutions (BaaS, managed services and private-cloud-based solutions) to grow steadily to reach USD1.5 billion by 2015. BaaS providers will take around 11% of this market by value by 2015.Telecom billing specialists will focus on more powerful billing systems designed for the needs of telcos ' able to bill for cloud services bundled together with other enterprise services; BaaS providers will develop solutions aimed at a broader market, and for billing simpler services.
