4. Philosophy
The overall purpose of the Coalition is to operate on a non-profit basis for the promotion of social
welfare by developing, maintaining and improving a balanced system of lifelong learning.
Programs
Tech Prep – legislation for nation’s community colleges that allows students to earn high school and
college credits at the same time for successful completion of Career and Technical Education courses
in high school.
Federal Literacy Programs – a program designed to fight against elimination federal literacy
programs.
Work Keys – skills assessment test designed for those who are interested in or currently working for
employers that place emphasis on National Career Readiness Certificate (NCRC).

The organization has envisioned a more humane world made contingent by the diverse practices of its
members in assisting adults obtain the knowledge, skills and beliefs needed to lead productive and
fulfilling lives.

The mission statement for the Council of Adult and Experiential Learning (CAEL) is to advocate and
innovate on behalf of all adult learners, regardless of their socio-economic circumstances, to
enhance their economic and educational opportunities (Council for Adult Experiential Learning,
2017).

• Prior Learning Assessment Certification Program
• Faculty Assessor Training Workshop
• Career Education and Advising Certification
The workshops and certification programs are offered in person and online.
Population
Employers, adult learners, university faculty and staff, low-income students, unemployed and
students with prior military experience.
Needs Addressed
• Improving access for underserved adults.
• Increasing opportunities for adults to earn meaningful credentials based on knowledge and
capabilities.
• Assisting post secondary institutions to improve student enrolment, retention, and completion.
