The document discusses how various elements of education, including assessments, professional development, data, curriculum/content, and technology are interconnected and influence each other, like objects floating on a waterbed. It provides examples of several major initiatives focused on creating common standards and interoperability for sharing assessment, student, and other education-related data between different systems. The document recommends developing a long-term vision and roadmap for interoperability, addressing privacy/security concerns, and involving vendors in discussions of standards.

13. Major Initiatives
Name of Initiative Description
Assessment Interoperability
Framework (AIF)
AIF provides a common structure to allow for the transfer of any data associated with assessment
systems; including student and teacher information, learning standards, assessment items, results and
related data across systems.
Common Education Data
Standards (CEDS)
CEDS provides a common vocabulary and reference structure through a data dictionary and logical data
model for data that needs to be shared across education organizations.
Digital Passport Digital Passport is a tool that brokers the exchange of student data between states or districts to enable
electronic record transfer as students move from one school to another.
Ed-Fi Solution Ed-Fi Solution is a data model combined with a tool suite that streamlines the sharing of student data and
also provides the elements of dashboards for use by educators to improve the academic outcomes of
students.
Experience API (xAPI) xAPI is a protocol and simple data format for sharing learning activity streams among systems to track
student activities and securely expose data to other learning systems.
Granular Identifiers and
Metadata for the Common
Core State Standards (GIM-
CCSS)
GIM-CCSS applies fine-granulated identifiers to the Common Core standards to enable them to be aligned
to education resources, for use by digital content creators to align their materials to specific standards
IMS Global Learning
Consortium Specifications
IMS content, application, and data standards enable teachers to mix and match educational content and
software from different sources into the same learning platforms.
14.
15. Recommendations
• Develop a consensus-based long-term vision
and roadmap for interoperability.
• Address concerns regarding privacy and
security of student and educator data.
• Address standards and interoperability with
vendors during the procurement process.

Textbooks
18. Why Textbooks Matter
• ACCESS: For 50+ years, represented best technology to
provide standards-aligned instructional materials to
students and teachers
• INSTRUCTION: Treated as primary tool for instruction -
strongly influencing curricular scope, sequence, and
pedagogy
• INNOVATION & IMPROVEMENT: Given rise to
law, regulation and practice that defines the limits of
instructional innovation and improvement efforts
• COST: Represent a significant cost category in state and
local education budgets

Factors Driving Reimagination
of K-12 Textbook
I started to make a few slides about why the current textbooks have this effect on students but I think we all know. They’re produced by large committees to be adopted by large committees and designed to have as little conflict or timely material as possible so they can last the 6-10 years they’re likely to be in service. It’s not so much that they’re dated as soon as they’re published but rather they contain so little that might become dated that they’re
