The document discusses integrating the Unique Identification (UID) program with India's Public Distribution System (PDS). UID aims to provide identification to all residents while PDS provides subsidized food to the poor. Integrating the two could help reduce fraud, increase transparency, and improve targeting of benefits through use of biometric authentication. Key challenges include ensuring UID enrollment does not exclude the needy, dependence on UID's success, and the infrastructure upgrades required across PDS's large network of fair price shops. Overall, the integration aims to enhance food security and welfare delivery through increased accuracy and monitoring of the PDS system.

4. UID Synopsis
• Single source of identity verification
• Elimination of frauds
• Prevention of creating duplicate Identity and eliminate the existing ones
Why UID ? • Accuracy of data
• Effective monitoring of government projects and schemes
• Possible both with and without proper documentation
• Based on biometrics to avoid duplication
Enrolment • Different strategies for rural and urban India
• Focused efforts to enroll marginalized groups
• Process audits for verification of data
• Regular updating of UID data
• Enrollment of maximum population under UID
• Integrating UID with other NeGP’s (National E- Governance programs)

5. Public Distribution System In India
PDS: The Indian Public Distribution System (PDS) is a national food security system
that distributes subsidized food to India's poor
Key Objectives
• Providing food grains and other essential items to vulnerable sections of the societyat reasonable
prices
• To put Indirect check on open market prices
Operations
• Controlled and managed by Ministry of consumer affairs for procurement and State goverments for
distribution
• Network of 478K fair price shops across India
• Largest Distribution network of its kind
Challenges
• PDS Leakages (Bogus ration cards, pilfrages, red-tape, Insufficient and inaccurate data etc. )
• Scale and quality Issue
• System Tranceparency and Accountability
• Ensuring food security
6. Integrating UID and PDS
As per UIDAI, Implementing authentication at every exchange point using UID would enable governments to track
the movement of food entitlements across the PDS chain, and identify bottlenecks and diversions in
real-time. In the case of centralized procurement, such authentication would begin at the FCI warehouses through
State and District FCS and to the Fair Price Shops(FPS)

7. Benefits of incorporating UID into PDS
Higher penetration: It will be a win-win situation for both UID and PDS program, sharing each
1 others database and reaching the maximum population
Data Updating: UID data can be updated regularly with the help of changes and updating in
2 the PDS data(which is a continuous process) and vice versa
Transparency in the system: Better Identification of individuals through UID will lead to better
3
targeting and transparency into the PDS system
Improved Infrastructure: Integration with UID will lead to up gradation and computerization of
4 PDS system,
Better It infrastructure will help in controling pilfreges, and better management of food

Elimination of duplicate and bogus ration cards

8. Key Challenges in Incorporating UID into PDS
Since UID is an optional card, making it compulsory for PDS may keep
1
away the needy people from PDS benefits
For successful integration of UID into PDS, the success of UID is very
2 important
Huge expansion in infrastructure is required for making more than 478K fair price shops and
