Research Title: Development Orientation and Governance of

This study was conducted to assess the development orientation and governance
of the municipal and city government officials of Pangasinan. The different variables
contributing to development orientation are change orientation, action propensity,
commitment to economic development, concern for conflict avoidance, and selflessness
while the basic elements for manifestation of governance are accountability,
participation, predictability and transparency.
The descriptive-correlation method of research was used and a questionnaire was
used as the primary data gathering tool. The data were analyzed using descriptive
statistics such as frequency counts, percentages, means and average weighted means. The
Pearson Product Moment Correlation Coefficient and Multivariate Analysis of Variance
(MANOVA) were also used.
Majority of the government officials are 41 to 50 years of age, male, married, a
college graduate, have rendered service in the government for 10-18 years. The

8. respondents’ development orientation along change orientation, action propensity,
commitment to economic development and selflessness were rated very high while
concern for conflict avoidance was rated high by the respondents. Further, there was a
very much manifested rating by the municipal and city government officials on their
manifestation of governance in the areas of accountability, participation, predictability
and transparency.
The variables change orientation, action propensity, commitment to economic
development, concern for conflict avoidance and selflessness as development orientation
indicators are not significantly correlated to the manifestation of governance. However,
government officials’ commitment to economic development is a determinant on
manifestation on accountability, and concern for conflict avoidance could influence the
manifestation of transparency of the government officials.
Municipal and city government officials’ development orientation and
manifestation of governance are not significantly different across their personal
characteristics. However, it is interesting to note that only gender of the personal
characteristics has significant difference in the manifestation of governance of the
respondents.
The three most common problems being encountered by the government officials
that affect their manifestation of governance are low compensation was first in ranked,
second was the non performance of work, and absence of recognition of civil society
contribution to government ranked as number three.
It is recommended that further studies using other factors should be undertaken.
