A library operates in a complex dynamic everchanging and uncertain environment.Alibrary being a social organization has to takecare of increasing government regulationsunion activities and increasing communityinterest.A library is a growing organizationand with passage of time, some of thelibraries grow into large and complexorganizations.
Planning is considered as the basicmanagerial function. It is one of the mostimportant and crucial function ofmanagement. It is an essential aspect ofmanagement process at all executive levels.Planning status how the goal and/orobjectives of an organization are to beaccomplished.Thus it gives direction andmeaning to its operations.
Before actual planning, one should becomeaware of opportunities/problem in the light ofexisting situation and future possibilities.Library being a service organization, oneshould attempt to understand therequirement and expectations of the users.One should try to understand the presentstrengths and weaknesses of the library in thelight of where it stands.

Planning objectives should be established forthe entire organization library and then foreach subordinate unit (department or sectionof a library). Planning objectives specifyingthe results expected indicate the end pointsof what is to be done, where the primaryemphasizes is to be placed.And what is to beaccomplished by the network of strategies,policies, procedures rules, and budget andprogrammed.

In such asituation planning helps to combat theuncertainties of the future and environmentalchanges. It provides directions for caring out dayto day operations of a library.
