Les organisations volontaires doivent essayer d’être présentes dans la conscience de la société civique. Elles doivent se faire entendre; mais le poids de leur voix augmente sensiblement, si elles ont droit légal à des recours devant les tribunaux. Ainsi les médias deviennent tout naturellement intéressés par les prises de positions, par leurs contenus et les raisons profondes qui les dirigent. Cependant, au droit de recours est attachée une grande responsabilité. Comment oeuvrer pour obtenir et conserver ce droit, comment l’exercer avec efficacité?
