education programs.
Notes de l'éditeur
This is a success story due to the collaborative efforts of many organizations and individuals.
True team project.
This slide defines nutrient management.
Goals are to balance nutrient applications with crop need and to minimize losses to the environment.
Various UW players (UWEX / NPM Program / UWEX NM Team / Discovery Farms & WASI) as well as others (agencies, tech colleges, etc.)
Under DNR and DATCP (ATCP 50) rules, all farmers who mechanically apply manure or commercial fertilizer to cropland (not just livestock operators) must have a nutrient management plan.
A NM plan is required when: • A producer voluntarily accepts, or is offered, government cost-share dollars. • Cost-share dollars for the installation of manure storage. • FPP • County manure storage or livestock siting ordinance. • (WPDES)
NM enforcement can take effect everywhere in Wisconsin after January 1, 2008.
However, NM enforcement is limited by the availability of cost-share funds - 70% cost sharing or $28/ac to cover 4 years, is offered. Additional cost sharing is not required to continue
this practice.
Proposal coordinated by Program Leader and later Dean Rick Klemme.
~$519K in 2009 and 2010.
Proposed $544K for c/s in 2011.
Although this c/s has withered, the current need is huge due to Working Lands/FPP.
Various UW players (UWEX / NPM Program / UWEX NM Team / Discovery Farms / Soils / ERC) as well as others (agencies, tech colleges, etc.)
-MALWEG funds co-mingled/leveraged from numerous sources: DATCP, NRCS, federal earmarks.
-Many more MALWEG grant request were received and reviewed, but could not be funded.
-15 MALWEG grant contracts covering 18 counties (listed below) to provide support and other costs that will ensure farmer participation and completion of nutrient management training. Provided coordination and administrative assistance to recipients of these grants. Covered the 2008 – 2009 MALWEG grant cycle
-In 2009, developed and conducted a request for proposals (RFP) and awarded 11 additional MALWEG grant contracts covering 14 counties (listed below) to provide support and other costs that will ensure farmer participation and completion of training. Twenty-five proposals totaling over $250,000 were reviewed from a total of 28 counties.
-Broader = state-wide, watershed, etc.; larger scale = farmer behavioral / practice changes.
2008 charge to agents at the Oct. ANRE conference.
Goal is state-wide coverage.
To develop meaningful NM plans (plans that could be implemented rather than ignored).
To teach producers basic nutrient management principles and practices for protecting water quality and farm profits.
To involve farmers in the development of their own NM plans.
To assist farmers in complying with regulatory NM plan requirements (provide a mechanism for NM plan delivery).
2009 – 84% increase over 2008 & 94% increase over 5-yr ave.
2010 – 47% increase over 2008 & 56% increase over 5-yr ave.
Table 1. Comparison of nutrient management farmer education workshop accomplishments from 2009 to 2008 and to the five-year annual average in terms of participating Wisconsin counties, producers, and farmed acres.1
1 Time periods are from the winter months of 2008/09 (labeled 2009), 2007/08 (labeled 2008), 2006/07, 2005/06, 2004/05, 2003/04. The Nutrient Management Farmer Education Curriculum is typically taught between growing seasons
2009 – 288% increase over 2008 & 213% increase over 5-yr ave.
2010 – 139% increase over 2008 & 93% increase over 5-yr ave.
2009 – 194% increase over 2008 & 203% increase over 5-yr ave.
2010 – 64% increase over 2008 & 69% increase over 5-yr ave.
Cumulative accomplishments numbers from 2000 to 2009 show that as a result of local delivery of the NMFE curriculum, over 2,900 producers farming approximately 889,000 acres in 53 counties have received in-depth education on NM planning.
* NOTE: Many more plans written by private sector agronomists and crop consultants.
Note: The rise in the number of farmer-written plans since 1999. Although vast majority are still written by private sector.
TNMP workshop numbers since 2000. 10 workshops and ~700 participants.
TNT: ~10 formal workshops since 2000 – many more county-based, local delivery.
Other: Managing nutrients on Wis. Soils, local programs, reference to Erb’s program and talk.
Ed. Support: 50% of Amber Raditz in SW Wis. (region chosen by sponsor); Percentages ranging from 7 to 50% of seven other staff (DF & NPM).
Although this c/s has withered, the current need is huge due to Working Lands/FPP.
