MoU has entered into force)
– Advise the donors on feasibility and evt. donor
partnership programmes in specific beneficiary
states
– Assess potential programme partners
– Clarify to what extent the institution might add
value to the proposed focus of the programme

• Phase II (Programme development stage,
between confirmation of the institution as a
DPP, but before the programme has been
approved by the donors)
