13. NECO gets more allocation than WAEC (International &
Local)
The NUC receives more allocation than NBTE and NCCE
Allocation to the National Teachers’ Institute is considerably
one of the highest, surpassed only by Universal Basic
Education. This shows that there is concerted interest in the
training of Teachers
Allocation to the National Library of Nigeria is the third
highest, this implies that our schools ought to be equipped
with necessary books. Also, the Liberian Registration
Council of Nigeria is equally well funded, together, these
two receives the second highest allocation. The implication
of this means there supposed to be adequate supply of
books and proper management of information in the
Education Sector

A total of 21 Colleges of Education are being funded by the FG
Alvan Ikoku College of Education and College of Education, Zaria are
the two most funded institutions; while COE, Zaria experienced a
minimal allocation growth, Alvan Ikoku receives better allocation
growth rate.
20. Clearly, the Government is spending a larger percentage of the
Sector’s allocation on Universities, nevertheless this has not brought
much of the required chances. While it is clear that there exist a
funding gap, I posit to say that beside funding other pertinent issues
would need to be looked at, and in the words of former Minister of
Education – Oby Ezekwesili – Education Governance would be the
proper way to go.
The multiplicity of Agencies; where there exist very thin lines between
the works of two Government Agencies is another issue; for instance,
the NUC, NBTE, NCCE, are 3 regulatory bodies in charge of Tertiary
institutions, the Steve Oronsanya report advised government to
merge these 3 Agencies as one body in order for government to
maximize the available resources.
Also, a gap exist between Budget Allocation and Budget
Implementation; a control measure such that each Head of Agency
gives reports on their budget implementation effort will be a crucial
step for proper accountability.
