2. SIDS Accelerated Modalities of Action
(S.A.M.O.A) Pathway
• Outcome of the Third International Conference on Small Island
Developing States (SIDS Conference), 1-4 September 2014, Samoa.
• Mandate of FAO – Paragraph 61
"We recognize the call, in the outcome of the interregional
preparatory meeting for the third International Conference on Small
Island Developing States, adopted in Bridgetown on 28 August
2013, to facilitate a meeting on food and nutrition security in small
island developing States in order to develop an action programme
to address food and nutrition challenges facing those States, and
we invite the Food and Agriculture Organization of the United
Nations to facilitate this biennial forum."
3. S.A.M.O.A Pathway Follow-Up
• The Ministerial Meeting on Food Security and Climate
Adaptation in SIDS in the margins of EXPO 2015 (Milan, Italy 14 –
16 October 2015)
• H.E. Mr. Paolo Gentiloni, Minister of Foreign Affairs and
International Cooperation, Italy announced USD 2.0 Million
dollars as voluntary contribution to the recently launched FAO’s
Climate Change Trust Fund for Small Islands Developing States.
• An indicative road map has been prepared towards fulfilling
paragraph 61 of the S.A.M.O.A Pathway.
• It proposes consultative processes based on the FAO regional
conference that will culminate on the final outcome presented at
the margins of FAO conference in 2017.
4. Road Map towards fulfilling Paragraph 61 of the S.A.M.O.A Pathway
S.A.M.O.A Pathway is the outcome document of the Third International Conference on Small Island Developing States (SIDS Conference), 1-4 September 2014, Samoa.
Paragraph 61 of the SAMOA Pathway calls for FAO to facilitate a process to develop an action programme to address food and nutrition challenges in SIDS.
To meet this mandate, FAO has worked in consultation with DESA and OHRLLS and the Ministerial Meeting on food security and climate adaptation was organized jointly by the Government of Italy, the UN Department for Economic and Social Affairs (DESA) and FAO. The Ministerial meeting was attended by over 25 ministers and provided an opportunity to exchange experiences in the areas of food security and nutrition, particularly in light of the challenges facing SIDS with the adverse impacts of climate change.
H.E. Mr. Paolo Gentiloni, Minister of Foreign Affairs and International Cooperation, Italy announced USD 2.0 Million dollars as voluntary contribution to the recently launched FAO’s Climate Change Trust Fund for Small Islands Developing States.
The Meetings Declaration recognized the importance towards FAO fulfilling the mandate given in paragraph 61 of the SAMOA Pathway related to an action programme to address the challenges of food security and nutrition.
The action programme will include sustainability, promoting open and efficient markets, international cooperation, increasing rural income and jobs with a focus on family farmers and women, ending malnutrition in all its forms, enhancing resilience of agriculture (including crops, livestock forestry, fisheries and aquaculture), and maintaining natural ecological processes.
Following the meeting, a Road Map has been prepared towards fulfilling paragraph 61 of the S.A.M.O.A Pathway and is presented in the next slide.
The Road Map builds on existing processes, including the consultation meetings such as the FAO Regional Conferences and the UN Regional Economic Fora on Sustainable Development.
It recognizes existing food and nutrition security policies and actions plans.
It calls for a close collaboration and consultation with SIDS member States, the UN System, regional inter-governmental bodies, development partners and non-state actors, including non-governmental and civil society institutions and the private sector.
The Road Map is divided into 3 phases:
1) Preparatory meetings, including the one that is taking place today
2) Development and Review, which widens participation of multi-stakeholders (through regional consultation meetings, e-consultations, and questionnaire to be sent out to SIDS governments and other partners) throughout the development of the action programme, and the last one which is the
3) Approval phase, where the revised Action Programme will be presented at an interregional forum that could take place either at the AOSIS Ministerial meeting [to be held in the region] or here in NY during the General Assembly depending on the interests of the Member Countries.
To conclude, the idea is to present the final version of the Action Programme to address food and nutrition challenges in SIDS in 2017 at the Biennial Forum in SIDS. We propose that this could be done at the FAO Conference in Rome in July 2017 and at the High-Level Political Forum in NY also in July 2017.
The Road Map seeks support of all SIDS members to prepare the action programme and seek support of all our members and contributions to the Climate Change Trust Fund created by FAO.
