Since the September 11 terrorist attack in New York, USA, the spread of terrorism is a marked challenge to many governments especially in the developing world. As a follow up to its hegemonic agenda the US pressed on exporting a democratic agenda using several different tools of implementation and the war on terror was a unique tool. This agenda has led to a multiplication of terror groups rather than diminish them...as a result most countries in Africa who already had problems of good governance, under develoment and insecurity have been caught up with increasing wars of identity and fragmentation of states. In west Africa, Central Africa and East Africa national unity constructed after theese countries gained independence on ethno/cultural and religious balance are fading on the basis of identity politics and fanned by foreign legion. Betrayal has become a watch word on local community leaders against regimes in place and former colonial authorities like France. The UN has resorted to implementing the principle of Responsibility to protect (R2P) those they classify as vulnerable.

Dr Daniel Ekongwe is Director with the Pan African Institute for Development and Associate Professor of Peace, Development and Security studies and visiting with UPEACE Africa program, He holds a degree in Laws (LLB), Master in Political Sociology from the University of Ca Foscari Venice, Italy an MPhil in International studies from De Montfort Unicersity Leicester UK and a PhD in History from the University of Buea Cameroon. His job as an international civil servant and diplomat with the Pan African Institute for Development as a principal adviser to the Secretary General and President of the Governing Council. He has served as Director of cabinet to the SG and continues research as part of his academic responsibility. As an academic my area of expertise includes peace, development and security with a psecial focus on international security and post cold war world order, globalization and development, project management and humanitarian management, terrorism and conflicts as well as international migration and African history.

International Migration is a critical issue of our time creating its own dynamics in terms of security, development, health and education. The Management opportunities and challenges open to African countries and the wide world is a matter of urgent concern as each country is either a departure, transit of receiving country. The spread and Post-cold war cross border security challenges the impact of HTAs and remittances as emerging and sustainable sources of cultural development finance transnational, HIV/AIDS transmissions and multi-cultural education calls for an African international conference where policy, research dialogue and innovative management practices can be discussed to guide policy and research innovation
Multi-Culturalism and Banner Nationalism: Issues and Perspective
There are crisis of identity and politics of identity that is engulfing almost every independent state in the world. Across the literature it can be seen that in Europe the application of multiculturalism has been emphasized in Britain since 1968 to accommodate or facilitate immigrant communities and cultures and across Europe the political agenda has been similar even though with different modes of application. Across the US and Canada the concept of race, ethnicity and the politics of identity has affected every aspect of human endeavour; and this amplifies the difference in the application of the concept of multi-culturalism. In Africa the politics of identity, ethnicity and ‘tribalism’ affects every aspect of human activities and this is rather causing wars of identity and fragmentation of states. While African leaders have struggled to hold their societies together based on the spirit of nationalism, constitutionality of laws and manufactured ‘tribalism’ through administrative and political appointments, marginalization and favouritism has pushed less privileged communities to challenge the status quo. This has led to emerging lines of fragmentation based on ethno/cultural affiliations. In South Sudan, Cameroon, Central African Republic, Nigeria, Democratic Republic of Congo, Gabon, Zimbabwe and Kenya and Ethiopia, new political orientations and nationalism are emerging on new flag or what we describe here as banner nationalism. We suggest that it will take concerted sustainable development and inclusive politics to shut down the growth of politics of identity and a veritable application of a multicultural concept that accommodates different cultures into the whole infrastructure of societal reconstruction than one that is alarmist. We look at the different models and explain the intricacies of its application.
Safety, Security and Risk Management in Agro-industrial Organizations
Safety, security and risk management in agro-industrial organizations is about disaster risk management in organizations. The aim of the program was to develop a professional approach to the security sector within the CDC with emphases on the management of safty of personnel, security of the corporations resources and estates and anticipation, planning, expanding and rehabilitating the measures put in place since the creation of the corporation in 1949 to management the various risk in the different factoriy environment, offices, field and plants as well as equipements.

After the Pan African Institute for Development (PAID) received the mandate to mobilize over One hundred universities from sub Saharan Africa to attend the international Climate conference dubbed COP22, Marrakesh, 2016, there have been numerous calls at local and international level to do even more to save the climate and the COP 22 agreement and deal reached in France and prevent the risk of disaster that may affect humanity. However, the election of Donald Trump as the president to succeed Barrack Obama left many in doubt about his understanding and contribution to the global debate. While the rest of the world has approved the need to take sustainable action to curb the dangers of climate change, the US president has pulled his country out of the deal. Away from the political dimension there is increasing evidence of the link between climate change and conflict across the globe in the form of climate change and pastoralism affecting traditional coping mechanisms in farmer – herder relations and creating new forms of conflict. This document (working paper) attempts to expand the discourse by examining the debate in greater detail using the PAID approach to dealing with climate change and human security in Africa

In this article I expose on how the North Keaeans in its relationship with the particularly the US lives by that principle. I try to show that, and like the Russian president Vladimir Putin said, North Koreans will eat grass only if by that means they will acquire a nuclear weapon. In terms of international relations I explain that the North Koreans are aware of the dangerous nature of the international scene an anarchy that characterises international relations. To them its only the acquisition of nuclear technology that will allow them to to be recognized and taken seriously to sit on the high table of high politics. The Trump - Kim relations speaks for itself

The world ids facing long and unending wars and climate change and pastoralism have led to a new mechanism and dynamics in conflicts and human security. In the face of these natural and man-made disasters and conflicts there is a need to develop a professional humanitarian community especially in Africa where the impact of disater and is worse. The book is structured into eleven chapters that deal with different aspects of huamniatrain response and the experts profile include academics and practicising professionals of the field. It is hoped that through this manual guide, students, practitioners and prospective candidates willing to joind the humanitarian community wiill find this book useful.
Unity, Betrayal and Failed States in Modern Times
The politics of identity and wars of fragmentation of states stern from broken promises by political leaders and state authorities to respect the convenants reached by founding fathers of most modern states thereby leading to increasing ethno/cultural nationalism and wars of identity. We have seen these across the literature from former Yugoslavia and Czechoslovakia, Rwanda, Sudan, Cameroon, Togo, Ghana, Central African Republic, Zimbabwe, Nigeria and Ivory Coast.. The application of the Responsibility to Protect (R2P) in its pre UN non approval in Europe to the post application by UN in Lybia has given us the reason to believe that sustainable peace in each state must respect the foundation doctrine of which each country was created, else Africa in particular will continue to witnessed endless wars in age when drone technology and assymetric warfare has gained currency.
Management Approach to disaster risk and humanitarian response
This program is a continuation of the CDC/PAID-WA partnership in training, research and consultancy. The objective is to ensure the implementation, monitoring and evaluation of CDC personnel in order to develop a corporate security system and model for disaster risk management at the CDC Corporation and its estates spread across the national territory. The essence is about capacity building and professional training on ‘Emergency and Disaster Risk Management’ and will be focused on the risks that would occur in the environ of the organization and its community by examining the implementation of practical methods to reduce the effects of natural or man-made risk situations.

This paper relates the discourse of the new pan Africanism paradigm to the logic of civil society actions through professional training in disaster risk and humanitarian management. In doing so, the paper analysis the challenges and the root causes of conflict which has put the stability and resilience of development in Africa under strain with a particular focus on their relation to disaster risk management and humanitarian response by looking at recent risk factors affecting peace, security and development which most often results to strive and refugee movements.

The world is currently in the midst of several long wars and environmental hazards cross border challenges with conflicts of identity and fragmentation of states and unceasing flows of refugees as well as farmer-grazier conflicts and international migration that do not have any clear endpoint. For example, the conflicts in the Middle East continue to rage in Syria, Iraq, Yemen and Israel and Palestine. There are also emerging and continuous conflicts across Africa including terrorism in the Lake Chad basin involving Cameroon, Nigeria, Niger and Chad as well as conflicts in Central African Republic, Congo, Sudan, Libya and Mali. The search for pasture and water has led to brutal confrontation between agro-farmers and pastoralist leading to heavy loss of life and property across West and East Africa and setting in motion waves of migrants, refugees and internally displaced persons. Climate change and environmental hazards in Asia and parts of Africa and Latin America has affected and disrupted the life of many people. Migrant deaths across the Mediterranean and continuous flows of refugees from Latin America heading north to the US and Mexico border have raised the need and concern for humanitarian assistance. In all these challenges Africa needs to establish its own humanitarian services and community that would be able to easily operate on the bases of the specificity of the African reality using the total approach to disaster risk and humanitarian management; that is concerted and sustainable approach.
