Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. 3- La DirectionGénérale de la ProtectionCivile
Article 83: La Direction Générale de la Protection Civile est chargée :
- des études tendant à prévenir les phénomènes ou événements de nature à
mettre en péril les populations ou leurs biens ;
- de la mise en œuvre des moyens propres à prévenir ces phénomènes ou
événements et à en atténuer les effets ;
- de la coordination des efforts des opérateurs publics ou privés concourant à la
protection civile ;
- du suivi de l’instruction et de l’utilisation des personnels de la protection
civile.
Elle est dirigée par un Directeur Général assisté d’un Directeur Général Adjoint,
nommés par décret. Ce dernier assure l’intérim du Directeur Général en cas
d’absence ou d’empêchement.
La Direction Générale de la Protection Civile comprend, outre le Secrétariat
rattaché au Directeur Général, des inspecteurs et quatre directions :
- la Direction de la Prévention et du Contrôle ;
- la Direction de la Planification et de la coordination des Secours ;
- la Direction de la Logistique et des Infrastructures ;
- la Direction des Moyens Généraux et des Relations Extérieures.
Elle comprend en outre :
- la Compagnie spécialisée : composée d’unités spéciales d’intervention
notamment pour le sauvetage, le déblaiement, la lutte anti-pollution, la
décontamination et le déminage;
- des Directions régionales implantées dans les Chefs-lieux de wilaya.
Le Commandant de la compagnie et les Directeurs régionaux de la Protection
Civile sont nommés par arrêté du Ministre chargé de l’Intérieur, sur proposition
du Directeur Général de la Protection Civile.
3.1 La Direction de la de la Prévention et du Contrôle
Article 84 : La Direction de la Prévention et du Contrôle est chargée :
- de l’élaboration des textes législatifs et réglementaires en matière de
prévention contre les risques d’incendie et de panique dans les établissements
recevant du public, les établissements classés, les immeubles de grande
hauteur et autres établissements spécialisés ;
- du suivi et le contrôle des normes de sécurité applicables aux établissements
ci-dessus énumérés ;
2. - de la tenue du fichier national des établissements recevant du public et des
établissements classés ;
- de l’octroi du visa requis pour les permis de construire et les plans de
construction ;
- de la planification et du contrôle des services de prévention ;
- de la validation des procès verbaux de visite technique de contrôle ;
- du suivi des décisions de la Commission Nationale de sécurité pour les
établissements recevant du public ;
- de l’information et de la sensibilisation des populations sur les différents
risques et les comportements recommandés face à ceux-ci.
La Direction de la Prévention et du Contrôle est dirigée par un directeur. Elle
comprend trois services :
- le Service de la Prévention et du Contrôle ;
- le Service des Risques majeurs ;
- le Service des Statistiques et de l’Information.
Article 85 : Le Service de la Prévention et du Contrôle est chargé :
- de l’élaboration des textes législatifs et réglementaires en matière de
prévention contre les risques d’incendie et de panique dans les établissements
recevant du public, les établissements classés, les immeubles de grande
hauteur et autres établissements spécialisés ;

3. 3.2 La Direction de la Planification et de la Coordination des Secours
Article 88: La Direction de la Planification et de la Coordination des Secours
est chargée :
- de la mise en œuvre des moyens nationaux et de la coordination de la
politique de défense civile ;
- de l’établissement des schémas de risques et de la mise en place de
programmes de prévention et de l’élaboration des plans de secours
(ORSEC) ;
- de la conception de l’ensemble des méthodes et techniques de protection à
mettre en œuvre au niveau des centres de secours ;
- de l’étude et la planification des exercices et manœuvres au niveau des
centres de secours à l’échelle nationale ;
- du développement du secours médical ;
- de la communication et des liaisons opérationnelles ;
La Direction de la Planification et de la Coordination des Secours est dirigée par
un directeur. Elle comprend quatre Services:
- le Service de la Coordination ;
- le Service de la Planification ;
- le Service de Secours Médical ;
- le Service de la Communication et des Liaisons Opérationnelles.
Article 89 : Le Service de la Coordination est chargé de la mise en œuvre des
moyens nationaux et de la coordination de la politique de défense civile.
Article 90: Le Service de la Planification est chargé de :
- l’établissement des schémas de risques et de la mise en place de programmes
de prévention et de l’élaboration des plans de secours (ORSEC) ;
- la conception de l’ensemble des méthodes et techniques de protection à
mettre en œuvre au niveau des centres de secours.
Article 91 : Le Service de Secours Médical est chargé :
- de l’étude et la planification des exercices et manœuvres au niveau des
centres de secours à l’échelle nationale ;
- du développement du secours médical.
Article 92 : Le Service de la Communication et des Liaisons Opérationnelles est
chargé de la communication et des liaisons opérationnelles.
3.3 La Direction de la Logistique et des Infrastructures
Article 93 : La Direction de la Logistique et des Infrastructures est chargée de :
4. - la gestion des ateliers, des garages et du matériel de transmission ;
- la gestion des stocks ;
- la gestion des opérations de maintenance du patrimoine mobilier et
immobilier ;
- l’élaboration des études et programmes d’équipements.
La Direction de la Logistique et des Infrastructures est dirigée par un directeur.
Elle comprend deux services :
- le Service des Infrastructures ;
- le Service de la Logistique.
Article 94 : Le Service des Infrastructures est chargé de :
- la gestion des opérations de maintenance du patrimoine mobilier et
immobilier ;
- l’élaboration des études et programmes d’équipements ;
Article 95 : Le Service de la Logistique est chargé de :
- la gestion des ateliers, des garages et du matériel de transmission ;
- la gestion des stocks.
3.4 La Direction des Moyens Généraux et des Relations Extérieures
Article 96: La Direction des Moyens Généraux et des Relations Extérieures est
chargée de:
- la gestion administrative du personnel ;
- la formation du personnel de la Protection civile et des agents de sécurité des
établissements publics et privés ;
- l’élaboration du budget ;
- la préparation et le suivi des marchés ;
- les relations extérieures.
La Direction Moyens Généraux et des Relations Extérieures est dirigée par un
directeur. Elle comprend quatre Services :
- le Service du Personnel et de la Formation ;
- le Service du Budget et des Marchés Publics ;
- le Service du Suivi et de la Coordination des services régionaux ;
- le Service des Relations Extérieures.
Article 97: Le Service du Personnel et de la Formation est chargé de :
- la gestion administrative du personnel ;
- la formation du personnel de la Protection Civile et des agents de sécurité des
établissements publics et privés ;
5. Article 98: Le Service du Budget et des Marchés publics est chargé de
l’élaboration du budget, de la préparation et du suivi des marchés.
Article 99 : Le Service du Suivi et de la Coordination des services régionaux est
chargé de coordonner l’activité de l’ensemble des services régionaux relevant de
la direction générale de la protection civile.
Article 100 : Le Service des Relations Extérieures est chargé du suivi des
activités de la Direction Générale de la Protection Civile en matière de relations
extérieures.
