Indonesian House’s Speaker, His
Excellency Marzuki Alie has opened
the Council Meeting yesterday. In his
remarks, he welcomed all delegation in
the city of Palembang and appreciated
all contribution they provided to the
meeting. He hoped that this meeting
should have fruitful deliberation and
produce constructive output.
The Council has accepted the
membership request from People’s
Majlis of the Republic of Maldives, as
Maldives is full member at OIC since
1976.The request for Observer Status
is also granted to Moro National
Liberation Front, SESRIC (Statistical,
Economic and Social Research and
Training Centre for Islamic Countries),
and also Parliamentary Assembly Union
of Belarus and Russia.
This Council meeting is scheduled to
be held until 29 January 2012 and shall
be followed by PUIC Conference which
shall be opened by the President of
Republic Indonesia, H.E. Susilo Bambang
Yudhoyono.

Le Président de la Chambre des
Représentants de l’Indonésie, Son
Excellence, M. Marzuki Alie a ouvert
la Réunion du Conseil de l’UPCI hier.
Dans son discours, il a accueilli toute
délégation à la ville de Palembang et a
apprécié leur contribution fournie à la
réunion. Il a espèré que cette réunion
devrait avoir la délibération fructueuse
et produire un résultat constructif.
Le Conseil a accepté la demande
d’adhésion du Majlis du Peuple de la
République des Maldives, car Maldives
est un membre de plein droit à l’OCI
depuis 1976. La demande de statut
d’observateur est également accordée
pour Le Front National de la Libération
de Moro, SESRIC (le Centre de
statistique, d’économie et de reserche
social et de formation pour les pays
islamiques), et l’Union Parlementaire
de l’Assemblée de la Biélorussie et la
Russie.
Cette réunion du Conseil qui se tiendra
jusqu’au 29 Janvier 2012 sera suivie
par la Conférence de l’UPCI, ouverte
par le Président de la République de
l’Indonésie, S.E. M. Susilo Bambang
Yudhoyono.

For decades,the PUIC Member States and Parliaments have developed good relations among one another.
However, we cannot deny that in this globalized world, we are facing even more multi-dimensional
threats that affect all aspects of our socio-political and economic condition, such as poverty, violation
of human rights, foreign military occupation, poor health condition of the people in poor economies,
environmental degradation, violation of the right of migrant workers and many others that burden the
process of sustainable development.To be able to overcome the global situation, the most effective
strategy is to firstly strengthen mutual cooperation among PUIC Members States and Parliaments.
Concern with the recent challenges, the House of Representatives of the Republic of Indonesia has the
objectives of supporting the establishment of democratic institution and governmental system in each
PUIC Member States and encouraging the governments and other stakeholders to fully accommodating
the aspirations of the Ummah.We shall acknowledge that democracy is aligned with the noble teachings
of Islamic precepts.Along with the effort to encourage democratization, we are also highlighting the
importance to strengthen the role of women in all development aspects, including in politics and most
importantly, to formally involve women in the strategic decision making process.
Pendant des décennies,les États Membres de l’UPCI et les parlements ont développés des bonnes
relations entre eux. Cependant, nous ne pouvons pas nier qu’à l’époque de la globalisation, nous
sommes confrontés par plus de menaces multi-dimensionnelles qui touchent tous les aspects
de notre condition socio-politique et économique, comme la pauvreté, la violation des droits de
l’homme, l’occupation militaire étrangère, des gens en mauvais état de santé aux pays pauvres, la
dégradation de l'environnement, la violation du droit des travailleurs migrants, et bien d’autres
problèmes devenant l’obstacles dans le processus de développement durable. Pour ameliorer
cette situation mondiale, la stratégie la plus efficace est d’abord de renforcer la coopération
mutuelle entre les États Membres de l’UPCI et les parlements.
À propos des défis des dernières années, la Chambre des Représentants de la République
d’Indonésie a l’objective de soutenir la création des institutions démocratiques et le système
gouvernementales dans chacun des États membres et en encourageant les gouvernements inclut
dans l’UPCI et les autres parties-prenantes pour bien accommoder les aspirations du people
(Oummah). Nous reconnaissons que la démocratie est aligné avec les nobles enseignements des
préceptions islamiques.Avec l’effort d’encourager la démocratisation,nous soulignons également
l’importance de renforcer le rôle des femmes dans tous les aspects du développement,notamment
en politique et, surtout, officiellement impliquer les femmes dans le processus de la prise de
décisions stratégiques.

The Conference of Women
Parliamentarians was opened by H.E. the
Speaker of the House of Representatives
of the Republic of Indonesia, Dr. Marzuki
Alie and Chaired by Hon. Dr. Nurhayati
Ali Assegaf, M.Si. as the President of the
Conference of Women Parliamentarians
of the PUIC. The elected Members of
Bureau are Hon. Ms. Khadija Zoumi from
the Moroccan Parliament as the Vice
President from the Arab Group, Hon.
Ms. Mansoura Hamid Nouri from Chad
Parliament as theVice President from the
African Group, and Hon. Dr. Susaningtyas
N.H. Kertopati from the Indonesian
Parliament as Rapporteur.
The Conference had a productive and
constructive deliberation,which delivered
by each Member Participants. Several
issues have been discussed, among
others: Participation of Muslim Women;
Gender Equality;Education for Girl Child;
Protecting the Rights of the Palestinian
Women and Reducing the Suffering of the
Children of Palestine, and so forth.
It has also been decided that the

Conference of Muslim Women
Parliamentarians will be held in Sudan
during the next Session of PUIC
Conference. The Preliminary Meeting
of the Conference of Muslim Women
Parliamentarians will be held in Morocco.
TheConferencehasadoptedaDeclaration
of Muslim Women Parliamentarians of
the PUIC.The Declaration stated several
important issues. Among others, is to
amend the PUIC Statute to recognize
the Conference of Muslim Women
Parliamentarians as an annual meeting on
the sideline of the PUIC Conference.

La Conférence avait une délibération
productiveetconstructive,quiaétécontribué
par chaque membre de participant.Plusieurs
questions ont été discutées, parmi d’autres:
la Participation des Femmes Musulmanes;
l’Égalité des Sexes, l’Éducation pour les
Petites Filles; la Protéction des Droits des
Femmes Palestiniènnes et la Réduction de
la Souffrance des Enfants Palestiniens, et
caetera.
Il a également été décidé que la 2ème
Conférence des Femmes Parlementaires
Musulmanes aura lieu au Soudan en
même temps avec la prochaine session
de la Conférence de l’UPCI. La réunion
préliminaire de la Conférence des Femmes
Parlementaires Musulmanes se tiendra au
Maroc.
La Conférence a adopté une Déclaration
des Femmes Parlementaires Musulmanes de
l’UPCI. Elle a souligné plusieurs questions
importantes. Parmi d’autres est le plan
pour modifier le Statut de l’UPCI pour
qu’il reconnaît la Conférence des Femmes
Parlementaires Musulmanes comme
une réunion annuelle dans le cadre de la
Conférence de l’UPCI.

Hier, les délégués ont visité à l’école coranique “Al Ihsaniyah” à Gandus, Palembang. Ils ont
été chaleureusement accueillis par les élèves avec des acclamations et des sholawat. Dans
cette école on peut trouver le plus grand Coran sculpté en bois. Il avait besoin de 50 mètres
carrés de kayu besi (bois de fer) et se compose de 630 pages.
Les délégués ont exprimé leur satisfaction et ont apprecié cette oeuvre d’art très mag-
nifique et ils sont très heureux de l’avoir témoigné.
Yesterday,some delegates visited theAl Ihsaniyah Islamic boarding school in Gandus,Palembang.
The delegates were warmly welcomed by the students with sholawat and loud cheering.The
school keep the largest wood carvedAl Qur’an.The process took 50 square meter iron wood
and consists of 630 pages.
The delegates expressed their appreciation and admitted that this piece of art is very admirable
and they feel grateful to be able to witness the carvings.

Palembang is located in the island of Sumatera,in the west part of Indonesia.It is the
capital city of South Sumatera Province, one of 33 provinces across the archipelagic
nation of Indonesia. Palembang is the second-largest city in the island of Sumatera
with a population of around 1.4 million, an area of 400.61 square kilometres, and
located between 8 to 27 meters above sea level.
The city of Palembang was once the capital of the ancient maritime kingdom of
Srivijaya that controlled most part of Indonesia, Malaysia and Southern Thailand.
A historical record of Kedukan Hill inscription which dated 682 AD shows that
Palembang is the oldest city across the Indonesian archipelago. Since the ancient
time, Palembang is also an important port serving as trade hub between India and
China. Render it as one of the most important city in Indonesian and Malay history.
Palembang was once the base of the Sriwijaya empire that dominated much of
the western Indonesian archipelago. For more than 500 years it was a center of
both trade and learning (especially Buddhist scholarship) and a vital midway point
between China and India.
Modern-day Palembang may not be quite so dominant in regional terms. However,
the southern Sumatran city — the island’s second largest with a population of more
than 1.5 million — is currently experiencing a mini-boom,with lots of malls,housing
estates and industrial centers popping up. Slowly but steadily, the city is emerging
onto the national stage after decades of relative obscurity.
