ANGLAIS - SITUATION D’EXECUTION DES MARCHES PUBLICS A FIN SEPTEMBRE 2015
PUBLIC PROCUREMENT IMPLEMENTATION AS OF LATE SEPTEMBER 2015

As of late September 2015: 3,454 headings eligible for public procurement have been registered, including 42.8%
related to central administration, 29.7% to territorial bodies, 16.9% to national public bodies and 10.6% to State-
owned companies. Those headings amount to a consolidated total of 2,361 billion. Comparison with 2014 shows
a 3.8% drop in number but a 30.9% increase in value over the same period. The rate of headings planning
improved from 52.2% in 2014 to 76% in 2015.
I. Global status of public procurement implementation
 As of late September 2015: 3,454 headings are eligible for public procurement , for a consolidated
total of 2,361 billion;
 1933 tender dossiers (DAO) have been reviewed and validated by DMP by late September 2015, a
26.8% increase versus the same period in 2014 (1,525) ;
 31 follow-up letters were sent to 19 ministries and managed entities that were late with regard to
awarding deadlines during quarter 3 of 2015;
 The average awarding time for all tenders approved as of late September 2015 dropped to 110.6 days
versus 112.1 days by late September 2014 ;
 Total awarded tenders amount to 679.7 billion, up 40% versus 2014, thanks to various measures
taken to quicken the attribution process ;
 Competitive tenders : 59.1% in value and 64.7% in number awarded:
o Open tenders : 34.9% in value and 52.6% in number versus 74.1% et 48.3%, respectively, by
late September 2014;
o Closed tenders: 24.2% in value and 12.1% in number versus 12.1% in value and 11.2% in
number in 2014.
 Non-competitive tenders : 40.9% in value and 35.3% in number :
o Over the counter : 30.5% in value versus 6.8% in 2014 and 51.8% in 2013 ;
o Endorsement : 1.6% in value and 6.7% in number versus respectively 0.9% and 5% in 2014 ;
o Agreement : 3.1% in value and 2.2% in number in 2015 versus 2.7% and 2.5% in 2014 ;
o Order letter valid as contract award (purchase of rolling stock): 5.7% in value and 18.2% in
number versus respectively 3.4% and 27.5% in 2014.
II. Special operations
 Emergency Presidential Program (PPU)
 130 contracts approved for a total of 59.8 billion as of quarter 3, amounting to 8.8% of the value of
total contracts awarded, versus 7% by late September 2014, for a volume of 35 billion ;
 PPU’s over the counter awarding rate is 15.1% ;
 Debt Reduction and Development Contract (C2D)
 138 contracts awarded for a total of 31.3 billion as of late 2015, amounting to 4.6% of total approved
contracts versus 15% by late September 2014;
 The C2D’s over the counter awarding rate is 1,3% ;
III. Strengthening of public procurement’s regulatory framework
New measures were introduced to the regulatory framework of public procurement to facilitate access for
SME:
 higher tolerance levels for the awarding, validation and approval of public contracts ;
 introduction of a quota system to keep certain contracts to SME ;
 simplified requirements and documentation validity ;
 introduction of a preference quota for local suppliers ;
 lowering of the temporary bonding fees.
Conclusion
As of late September 2015, budget implementation shows a 30.5% increase in value of public procurement
spending, versus 19.7% as of late June 2015.
The average awarding lead-time by late September 2015 was 110.6 days versus 95.9 days in the second
quarter and 112.1 days as of late September 2014.
This performance must be improved, especially through better communication of the new regulatory
framework, the use of management tools and sustained efforts to raise stakeholders’ capabilities.
Together, those efforts should further ease the public procurement process, improve adherence to approved
lead-times, and reduce the number of over-the-counter contracts.

Global status of public procurement implementation  As of late September 2015: 3,454 headings are eligible for public procurement , for a consolidated total of 2,361 billion;  1933 tender dossiers (DAO) have been reviewed and validated by DMP by late September 2015, a 26.8% increase versus the same period in 2014 (1,525) ;  31 follow-up letters were sent to 19 ministries and managed entities that were late with regard to awarding deadlines during quarter 3 of 2015;  The average awarding time for all tenders approved as of late September 2015 dropped to 110.6 days versus 112.1 days by late September 2014 ;  Total awarded tenders amount to 679.7 billion, up 40% versus 2014, thanks to various measures taken to quicken the attribution process ;  Competitive tenders : 59.1% in value and 64.7% in number awarded: o Open tenders : 34.9% in value and 52.6% in number versus 74.1% et 48.3%, respectively, by late September 2014; o Closed tenders: 24.2% in value and 12.1% in number versus 12.1% in value and 11.2% in number in 2014.  Non-competitive tenders : 40.9% in value and 35.3% in number : o Over the counter : 30.5% in value versus 6.8% in 2014 and 51.8% in 2013 ; o Endorsement : 1.6% in value and 6.7% in number versus respectively 0.9% and 5% in 2014 ; o Agreement : 3.1% in value and 2.2% in number in 2015 versus 2.7% and 2.5% in 2014 ; o Order letter valid as contract award (purchase of rolling stock): 5.7% in value and 18.2% in number versus respectively 3.4% and 27.5% in 2014. II. Special operations  Emergency Presidential Program (PPU)  130 contracts approved for a total of 59.8 billion as of quarter 3, amounting to 8.8% of the value of total contracts awarded, versus 7% by late September 2014, for a volume of 35 billion ;  PPU’s over the counter awarding rate is 15.1% ;  Debt Reduction and Development Contract (C2D)  138 contracts awarded for a total of 31.3 billion as of late 2015, amounting to 4.6% of total approved contracts versus 15% by late September 2014;  The C2D’s over the counter awarding rate is 1,3% ; III. Strengthening of public procurement’s regulatory framework New measures were introduced to the regulatory framework of public procurement to facilitate access for SME:  higher tolerance levels for the awarding, validation and approval of public contracts ;  introduction of a quota system to keep certain contracts to SME ;  simplified requirements and documentation validity ;  introduction of a preference quota for local suppliers ;  lowering of the temporary bonding fees. Conclusion As of late September 2015, budget implementation shows a 30.5% increase in value of public procurement spending, versus 19.7% as of late June 2015. The average awarding lead-time by late September 2015 was 110.6 days versus 95.9 days in the second quarter and 112.1 days as of late September 2014. This performance must be improved, especially through better communication of the new regulatory framework, the use of management tools and sustained efforts to raise stakeholders’ capabilities. Together, those efforts should further ease the public procurement process, improve adherence to approved lead-times, and reduce the number of over-the-counter contracts.
