ALPE (Archivio Licenze dei Periodici Elettronici / e-journals license database) is an Italian co-operative project aiming to improve the understanding of the issues raised by ILL clauses of electronic resources license agreements.
ALPE is designed to collect all clauses of the licence agreements subscribed by the participating universities and research institutes, with the purpose of building a national archive.
ALPE is integrated with NILDE - the Italian service for document exchange -, allows librarians to implement the correct policies for ILL services, leads to the explanation and clarification of the clauses, and at the same time guarantees publishers on the fulfilment of the subscribed agreements.

2. L’objet de la présentation porte sur :
• La politique documentaire d’acquisition des documents imprimés
(physiques et numériques) en complémentarité avec l’environnement
documentaire;
• Et non la politique de numérisation qui donne lieu à des partenariats
de numérisation partagée avec différentes bibliothèques : Cujas pour
les collections en sciences juridiques, l’Heure Joyeuse pour les
collections jeunesse, l’INHA pour périodiques en art, soit un partage
de la charge de travail, mais aussi des actions de complémentarité sur
des ensembles comme les portulans
• La BnF n’est pas partie prenante dans des programmes de
conservation partagée (sauf le CNLJ)
3. Une nouvelle orientation documentaire
• Le projet de Bibliothèque nationale de France, au début des années 1990, avec l’organisation
des collections d’imprimés et de périodiques en quatre départements thématiques, avait
pour objectif de renouer avec l’idéal encyclopédique :
– en couvrant tous les domaines du savoir
– en redonnant une place aux sciences exactes et aux sciences sociales
• Des budgets importants et des équipes nombreuses de chargés de collections pour les
acquisitions furent mis en place pour répondre à cet objectif d’excellence dans tous les
domaines pour les collections courantes.
• En 2015, en raison d’un contexte budgétaire moins favorable et de la faible consultation
d’une partie des collections acquises, cet idéal encyclopédique a été revu.
• Ces nouveaux principes ont été sanctionnés dans la nouvelle charte documentaire parue en
2015. Celle-ci aborde, à coté du papier, les ressources numériques de plus en plus présentes
dans les collections de la bibliothèque. Elle affiche aussi clairement une nouvelle orientation
prise par l’établissement, qui est celle d’une complémentarité avec l’environnement
documentaire.
4. Quelques chiffres
• Entre 2010 et 2015, une baisse de 27,5% du nombre de monographies commandées
(magasins et libre accès)

Qui s’organise autour de deux axes forts :
- Stratégie de complémentarité
- Stratégie d’intégration
Qui porte sur l’imprimé et le numérique
• Des actions ciblées dans une logique de proximité (INHA, BULAC) ; A
signaler qu’en complément, de nombreuses relations documentaires
parfois soutenues existent mais non formalisées.
• Dans le domaine du numérique, une stratégie forte d’intégration avec
la participation au consortium COUPERIN et aux licences nationales
d’ISTEX .
6. Une logique de proximité :
Les expériences INHA et Bulac
• INHA (Institut national d’histoire de l’art)
Une convention de partenariat avec la BINHA et l’ENC a été signée en juillet 2011
pour constituer un ensemble cohérent dans les domaines de l’art, de l’archéologie
(INHA – Cadist dans ces disciplines)
Dans les disciplines propres à l’art peuvent être ainsi identifiés, côté BnF, des pôles
d’excellence pour :
- les arts graphiques (particulièrement la gravure, l’affiche)
- le dessin
- la photographie
L’objectif est que les collections d’imprimés puissent circuler un jour entre les
départements de collections d’imprimés et la bibliothèque de l’INHA (notion de
fongibilité des collections mentionnée dans le rapport J. Vistel en 2011)
7. Une logique de proximité (2)
• BULAC (Bibliothèque universitaire des
langues et civilisations )
• Une convention annuelle a été signée avec la BULAC en 2011, qui est en
attente de renouvellement . Le partage documentaire est appliqué à la BnF
depuis 2009.
• Les littératures en langues amérindiennes et océaniennes, albanais, bulgare,
persan, coréen, langues turciques d’Asie centrale, langues finno-ougriennes de
Russie, biélorusse, ukrainien ne sont plus acquises en langue originale par la
BnF
• Les postes correspondant au traitement de ces langues ne sont plus remplacés
8. Une prise en compte de l’environnement
documentaire en dehors du cadre des
conventions
En complément, d’autres incidences sur les acquisitions de collections en libre
accès :
• Ainsi, l’offre de taille importante en langues et littératures du monde, dont
l’Europe, a conduit la BnF à réactualiser son offre documentaire pour le Haut
de jardin en libre accès.
• A l’inverse, la disparition de bibliothèques privées ou étrangères à Paris
(bibliothèque de l’Institut polonais, bibliothèque de l’Institut néerlandais…) ou
la suppression de fonds dans des bibliothèques d’universités (suppression du
fonds russe et autres langues slaves à Paris 8 et à Nanterre) ont conduit à
d’autres types de rééquilibrage
9. Une politique documentaire qui tient compte des
usages documentaires des lecteurs
Deux constats principaux sur l’usage documentaire des lecteurs du Rez de
Jardin à l’issue de l’enquête effectuée pour la première fois en 2013 sur ce
thème:
• le poids de plus en plus important des sciences sociales, du droit et de
l’économie dans la consultation des collections, à côté des humanités qui
restent les disciplines les plus consultées
• l’absence de chercheurs en sciences, malgré une offre scientifique riche et
de grande qualité constituée au cours des 20 années précédentes,
notamment dans le domaine numérique. L’offre documentaire de la BnF
doit trouver sa spécificité dans ces domaines (histoire des sciences,
politique d’acquisition d’e-books et non plus de périodiques pointus)
• Un constat aussi sur la pratique multi-sites des lecteurs (70%)
10. Le besoin d’un cadre pour développer cette
politique de complémentarité
• Le dispositif des Pôles associés, qui assurait un partage des responsabilités
sur des secteurs précis d’acquisition en langues étrangères avec des
bibliothèques partenaires, a été réorienté à partir de 2009 vers la
numérisation partagée (avec soutien par subvention et par intégration
dans le marché de numérisation des imprimés pour 1/3 de la volumétrie
totale).
• Il n’existe plus de cadre dans lequel d’éventuels partenariats de partage
documentaire pourraient être formalisés .
• Or, l’absence de concrétisation contractuelle entraîne des risques de
lacune. Par exemple si le partenaire se défait de ses responsabilités à
l’occasion de changements organisationnels, politiques et budgétaires .
• La mise en place de CollEX comme réponse
11. • La BnF a intégré le consortium COUPERIN fin 2013 ainsi que le dispositif de
l’ISTEX pour les licences nationales
• La politique de la BnF a le double souci d’articuler :
• collections physiques et numériques au sein de la BnF (notamment dans le
domaine des sciences)
• et collections numériques de la BnF et offre documentaire électronique des
partenaires nationaux
Une stratégie d’intégration :
les ressources électroniques
12. Une enquête en cours sur l’offre numérique en
Ile de France
Une politique de complémentarité nécessite une connaissance de
l’environnement documentaire.
Ainsi est en cours à la BnF (AST/DCO et DSG) une étude sur la cartographie de
l’offre en ressources électroniques en Ile de France grâce aux données de
Couperin (enquête ERE 2015). Elle sera suivie sur une enquête sur les usages
au sein de la BnF .
La première partie de l’étude a déjà montré que sur 173 ressources
électroniques proposées par la BnF, 40 ne sont proposées par aucun autre
établissement du même type, et que 70 % des ressources proposées ne le
sont que dans moins de 5 établissements en Ile de France.
13. Le cas du dépôt légal à éditions multiples
A noter qu’un partage documentaire existe dans le cadre du dépôt légal pour les
grands titres de presse à éditions multiples ( entre 15 et 40 par titre)
Ceci concerne actuellement 62 titres dont les plus connus sont Ouest France, la Voix
du Nord ou la Dépêche du Midi.
• La BnF s’est engagée à conserver toutes les éditions principales de chacun des 62
titres a éditions multiples mais seulement les éditions multiples locales de 22
titres; la conservation complète des autres titres revient aux BDLI.
• Ces éditions sont conservées par la BnF sous forme de microfilm ou numérique via
le DL web, déployé en 2003 (PQR – Presse quotidienne régionale)
• La coopération avec les BDLI , chargées de la collecte du DL imprimeur, concerne
aussi la consultation des archives de l’internet par l’accès distant aux serveurs de
la BnF et optionnellement la participation du pôle associé à la sélection des sites
internet collectés par la BnF (action considérée comme une extension de la
responsabilité des BDLI pour la constitution d’une documentation régionale)
• L’accès au DL web a été déployé à ce jour dans 13 BDLI, métropolitaines et
ultramarines, sur les 26 existantes

• Nécessité d’un cadre pour une formalisation
des partages documentaires
• L’accès à distance des collections comme
nouveau paramètre
