ALPE (Archivio Licenze dei Periodici Elettronici / e-journals license database) is an Italian co-operative project aiming to improve the understanding of the issues raised by ILL clauses of electronic resources license agreements.
ALPE is designed to collect all clauses of the licence agreements subscribed by the participating universities and research institutes, with the purpose of building a national archive.
ALPE is integrated with NILDE - the Italian service for document exchange -, allows librarians to implement the correct policies for ILL services, leads to the explanation and clarification of the clauses, and at the same time guarantees publishers on the fulfilment of the subscribed agreements.
The paper describes how database was conceived and organised, and details the improvements that it made possible in the ILL service. It also describes the ALPE-NILDE integration and presents the results of data analysis of license permitted uses.

The document summarizes the findings of a survey conducted on interlibrary loan and document delivery practices among academic and research libraries in the Philippines. Some key findings include:
- Many libraries provide ILL/DD for print materials but fewer for electronic resources due to licensing restrictions
- Respondents reported being only moderately familiar with ILL clauses in license agreements
- Entire e-books cannot be lent but chapters are allowed according to some publishers and vendors
- Common challenges include unclear licensing terms, the lack of a unified discovery tool, and the absence of cloud-based file sharing services.
This document describes an integrated interlibrary loan and document delivery system between libraries in Italy and France. The Italian National Library Service (SBN) allows over 6,100 libraries in Italy to share cataloging and engage in resource sharing through a common online catalog and interlibrary loan system called ILL-SBN. ILL-SBN is interoperable with other library systems that use international ISO ILL standards. The document outlines examples of how specific Italian and French university libraries are able to request and fulfill interlibrary loans and document deliveries between their integrated library management systems using the ILL-SBN interface. Benefits of the integrated system include easier tracking of requests, faster processing times, and improved statistics about international resource sharing

This survey examined international interlibrary loan (ILL) practices among NILDE libraries in Italy and Spain as well as other European libraries. 401 libraries responded to the survey, with the majority (69%) being university libraries. The survey found that international lending requests were higher than borrowing, with most requests (over 70%) occurring between libraries in Europe and North and South America. Payment by IFLA vouchers was most common. Respondents expressed a willingness for more free resource sharing cooperation but noted barriers like shipping costs and copyright restrictions. The results were similar to other international ILL surveys, but with a lower overall volume of international requests.

This document discusses resource sharing among art libraries in the United States and models for international resource sharing. It provides background on the Thomas J. Watson Library at the Metropolitan Museum of Art in New York and the Getty Research Library in Los Angeles, outlining their histories, collections, and roles in national and international interlibrary loan. The document notes that art libraries have unique users and materials, and that resource sharing is facilitated through OCLC and the SHARES consortium, which allows for efficient borrowing and lending among members, including preferential treatment for sharing between art institutions.

The document discusses elements that have impacted the success of cross-border resource sharing between SCUT ILL in China and libraries in the USA and Italy. It identifies problems such as different languages, copyright clearance processes, and payment methods that need to be addressed. The document proposes four steps and various paths to achieve international resource sharing at a wider scale, including copyright agreements, global resource catalog systems, and consortia. Key success elements include libraries willing to help others globally and new technologies like the Internet. Suggestions are made to promote common goals, motivate librarians, provide training, and advertise benefit cases.

The Caltech Library made several changes to improve resource sharing and fulfillment for its users. It canceled over 600 journal subscriptions and moved to an on-demand access model for articles. It also removed fees for interlibrary loan requests and document delivery from its own holdings. Additionally, it introduced a Rush article service for expedited delivery within an average of 22 minutes. These changes increased the Library's reliance on resource sharing through interlibrary loan borrowing and lending. While increasing the turnaround time for article requests, the changes also provided more flexibility in the Library's budget.

This document provides an overview of academic library consortia in China. It discusses the two major consortia, CALIS and CASHL. CALIS was established in 1998 and has over 1500 member libraries, while CASHL was established in 2003 and has over 800 member libraries. Both operate on a three-tier structure with national, regional, and local centers. They provide interlibrary loan and document delivery services to their members. The document also discusses quality control measures like service standards and assessments. Challenges facing the consortia include limited funding, uneven development between eastern and western libraries, and competition between the consortia.

This document summarizes a presentation about resource sharing and collection strategies at the Claremont Colleges Library. It discusses how the library expanded its resource sharing services and began collaborating with acquisitions on ebook requests and purchase-on-demand of physical books. It then describes a Teagle grant project that brought faculty together to improve how the library builds collections. Through focus groups, faculty tested a new combined request form and provided feedback on opportunities to better engage faculty in the process. Next steps included adding an ISBN search and further communication and assessment with faculty.

The document summarizes research analyzing trends in interlibrary loan/document delivery (ILL/DD), open access, and piracy and their impact on academic library services. The researchers analyzed citation data from 2015-2016 university publications, the library's journal collection, ILL/DD requests, institutional repository, and Sci-Hub data to understand availability of cited articles through different sources. While most articles were available through library collections or open access, a portion were only available through piracy or their availability was unknown. The analysis found availability of cited articles increased slightly from 2015 to 2016 but a usage decrease of e-journals in 2016 was unexplained. More research is needed to fully understand scholar information behaviors and needs.

This document discusses diminishing unauthorized or "black" open access sharing. It begins with an overview of open access models and levels of black open access from oblivious offenders to hijackers. It then discusses discovery tools like OAB and Unpaywall and a library action plan focusing on improved discovery and delivery integration, educating users, and collection strategies emphasizing open access. The goal is to steer users towards legal options while understanding motivations for unauthorized sharing and how libraries can help meet user needs.

Joe Mcarthur presented on tools from the Open Access Button that help integrate open access options into interlibrary loan workflows. This includes DeliverOA which checks for open access versions when processing ILL requests, EmbedOA which adds an OA search bar to library webpages, and OAsheet which checks a list of articles for open access availability. Mcarthur discussed Imperial College London's experience piloting these tools, finding potential to reduce delivery times by 16% by providing open access and paid content more directly. Challenges include explaining different article versions and lack of funding, but improvements and new tools are in development.

The document discusses the potential for the OCLC ILL Cost Calculator to serve as a new platform for the interlending community to share and analyze cost data. It describes lessons learned from other data projects like the IFLA Library Map of the World and Google Street View. While gathering comprehensive usage and cost data presents challenges given data sensitivity and availability issues, starting with a basic calculator and allowing for incremental contributions could help address these obstacles. The goal is to help users understand their own costs over time and compare to peers to inform resource sharing strategies.

This document summarizes a presentation on international resource sharing and cooperative collection development. It discusses ongoing discussions around these topics from several reports and strategies. It then outlines factors shaping these discussions, including local constituencies, consortial agreements, and trends in publishing and preservation. The presentation examines five years of lending data from the University of Illinois, analyzing borrowing patterns by institution type, region, language and subject area. It finds area studies materials benefit institutions beyond research universities. More rare materials see similar use as widely-held materials. The data supports potential for lower-used collections to serve broader communities through resource sharing and collective collections.

ISO 18626 is an international standard that defines interoperability for interlibrary loan systems through common XML-based request and response messages, allowing libraries to more easily share resources across systems. An update to the standard in 2017 added additional request subtypes to support options like patron requests and booking requests. OCLC is working to implement the updated standard across its resource sharing products and may release the code as open source. Ex Libris has also committed to implementing ISO 18626 for two Danish research libraries.

This document discusses the changing role of custodianship at the British Library in a digital world. It provides two case studies: 1) How the library has transformed its newspaper collections from print to digital by partnering with Find My Past to make the content available online; and 2) How the library's Boston Spa location could serve as a national print hub through partnerships with other memory institutions and higher education to preserve low-use print collections and realize cost savings. The vision is for Boston Spa to become a collaborative print storage repository with public and private funding that provides access and additional services like digitization and conservation.
