Numérique et nouvelles activités - Les propostions du MedefAdm Medef
Parce que le Medef souhaite faire de la transformation numérique une opportunité pour la France et pour toutes les entreprises, il convient de préciser les objectifs poursuivis dans ce débat. Car tout l’enjeu est de trouver une réponse aux problématiques soulevées par ces nouveaux modèles économiques, de résoudre les cas d’asymétrie de concurrence tout en permettant et facilitant le développement de cet important potentiel économique. Ainsi, si des mesures de régulation doivent être pensées, celles-ci ne doivent pas s’accompagner de contraintes supplémentaires. Si un déséquilibre (fiscal ou social) apparait sur un marché, l’option visant à alléger les contraintes et les normes doit être retenue. L’objectif étant de réformer vite, pour donner rapidement plus d’agilité aux acteurs économiques traditionnels, répondre à l’urgence de la situation et ainsi tirer pleinement profit de ces nouvelles opportunités économiques.
C’est en ce sens que le Medef souhaite faire des propositions et rappelle ainsi ses objectifs :
1. Favoriser l’émergence de la transformation numérique pour créer de l’activité et de la richesse
2. Accompagner les transformations du marché du travail, en créant les conditions d’un développement de tous les gisements d’emploi, au-delà du statut ;
3. Accompagner les nouvelles formes d’activité amenées à se développer quel qu’en soit le statut (salariat et hors salariat).
4. Introduire, là où cela s’avère nécessaire, certaines régulations, dès lors que des asymétries de concurrence sont identifiées, sans « brider» le potentiel d’activité de ces nouveaux modèles économiques.

FrenchWeb publie les résultats de l'indicateur FrenchWeb Invest pour l'ensemble de l'année 2016. Avec 2,262 milliards d'euros investis dans la Tech française, l'année 2016 marque une réelle accélération des investissements dans le secteur. En hausse de 35% par rapport à 2015, les montants investis dans le numérique atteignent en effet des niveaux records.
Des opérations d'envergure ont marqué l'année, à l'image des 250 millions d'euros levés par OVH en août, ou encore des 150 millions d'euros levés par Sigfox dans le courant du mois de novembre. Devialet et Deezer ont toutes deux fait parler d'elles à l'occasion de leurs levées de fonds respectives, d'un montant de 100 millions d'euros.

L'investissement dans la Tech française semble être entré dans une nouvelle phase. 1,16 milliard d'euros ont été investis dans des entreprises du secteur au premier semestre, en hausse de 39% par rapport à la même période en 2016, selon les résultats du FrenchWeb Invest.
En parallèle, le nombre d'opérations recensées, 290 au total, diminue légèrement, de 7%. Le ticket moyen investi dans la Tech augmente mécaniquement, pour atteindre les 4 millions d'euros, contre 2,7 millions d'euros il y a un an. Les entreprises qui lèvent des fonds sont donc moins nombreuses, mais elles lèvent chacune des montants plus importants.

The theme for this quarter is rearrangement. The loss, or potential loss, of Russian oil and gas supplies is forcing producers, refiners and traders to rethink the flow of crude oil and refined products from the wellhead to the gas pump in light of sanctions, potential sanctions and the risk of reputational damage. Countries, companies and consumers will all be searching for ways to adapt, and the outcome of the race to bring alternatives to market could alter the global energy landscape for years to come.
It is likely crude oil and LNG prices will remain elevated for some time. The process of diverting Russian oil through countries unwilling to sanction it will take time and there is little indication OPEC members are willing (or able) to increase production to make up for the loss of Russian crude. Spare capacity sat at 3.7 mbpd at the end of 2021, just above where it was in January 2020. Currently, sanctioned Venezuelan and Iranian production (about 3 mbpd below their peak) could fill the gap, but political and commercial obstacles remain. At today’s prices, US shale production is attractive, but the fastest the industry has been able to grow is between 1mbpd and 2mbpd per year. The LNG infrastructure was already stretched before the war in Ukraine and there is little prosect of finding new supplies soon.
As the largest buyer of Russian energy, Europe will be the epicenter. There is a deeply embedded bias there in favor for renewable energy, and the current crisis is certain to result in an all-out effort to accelerate the build-out of wind and solar power. The capacity to add new green energy is limited though by the project pipeline and supply chains for solar panels and wind turbines, and it is likely that much of the shortfall will be made up with the new LNG infrastructure.

As the last quarter of the second pandemic year draws to a close, we continue to see heightened contrast
between the medical and economic points of view. While COVID-19 cases are close to their all-time highs, so
are equity prices, and a leading investment bank declared (on 2 December, 2021 after the Omicron outbreak in South Africa) that it was “optimistic about the possibility of a vibrant 2022.” When news of the variant hit in
late November, the markets were rocked by the prospect of yet another round of local mobility restrictions and
an interrupted return to normal international travel patterns, on top of the Biden Administration’s announced
release of 50 million barrels of crude from the US Strategic Petroleum Reserve. So far though, with OPEC
standing by its planned gradual return to normal production, oil prices have stabilized, albeit below where they
were in mid-November. Henry Hub prices, always at the mercy of the weather, responded predictably to a
warmer-than-normal early winter in the US, falling from US$6.60/MMBtu in early October to below
US$4.00/MMBtu by mid-December. In Europe and Asia, following a short reprieve at the start of the quarter,
piped natural gas prices have spiked again on concerns triggered by Russian troop buildups on the Ukraine
border and uncertainties surrounding the Nordstream 2 pipeline. Looking forward, OPEC and the U.S. Energy
Information Administration (EIA) in their last forecasts of the year both projected that 2022 oil demand would
be above what we saw in 2019. Although time will tell if those forecasts are realized and other events could
intervene, the response to new virus outbreaks is well-practiced and the trade-off between public health and
economic reality has tipped toward a cautiously optimistic view.

The theme for this quarter is governed. Apparent market balance at prices that could be sustainable is the product of calculated choices by market leaders and the cooperation of those who follow them. Economics played their customary role as well, with capital scarcity in North America taking about 2 million barrels per day out of the market, about half of the remaining gap in demand. While inventories are close to their pre-COVID-19 levels, there is still uncertainty. The resolution of the pandemic is in sight, but timing is unclear. Vaccine distribution in the US is having an impact but Europe is struggling to contain a third wave of infections. The taps have opened on economic stimulus, but it remains to be seen if policymakers have done enough or if they have overshot the mark.
The shape of the crude oil forward curve has fundamentally changed since the end of the last quarter. In late December of last year, the Brent forward curve was gradually increasing while today, the curve is backwardated. This is a clear sign that the market sees a short-term dynamic that is disconnected from the medium-to-long-term fundamentals. The lasting impact of the COVID-19 pandemic remains to be seen. While many have opined that COVID-19 marks a turning point in energy transition, the IEA recently released a five-year forecast of oil demand that shows steady growth, albeit at rates that are below historical expectations.
Gas markets are a paradox. At the Henry Hub and at LNG destinations, demand grows, investment lags and prices will occasionally attract attention. Traders, so far though, are unconvinced and futures prices don’t indicate imminent scarcity at any link in the value chain.

We enter 2021 on a note of cautious optimism for global health, the world economy, and the oil and gas markets. The first weeks of December brought approval in the US and the UK of the first of several COVID-19 vaccines. The speed with which vaccine development occurred is unprecedented, but certainly welcome. In the weeks following the early November announcement of 90+% effectiveness by the manufacturer of the first approved vaccine, the price of WTI crude oil increased by US$10/bbl to US$48/bbl, the highest level since early March. Sustainability hasn’t returned yet, and whatever time it takes to get the world to normal, it will take even longer for normalization within the oil and gas markets. Inventories remain at historically high levels and, optimistically, it will take until April before inventory returns to levels observed in the preceding five years. That’s an estimate, and there has obviously been some difficulty properly calibrating the expectations of how balance will return and how long it will take. In late November, OPEC met to adjust its output plans because of the anemic rebound in demand. In mid-December, the IEA lowered its demand forecast for 2021 due mostly to continued sluggishness in aviation fuel demand.
A mild winter has interrupted a recovery in North American natural gas prices after a run-up motivated by curtailed capital expenditures, upstream activity and production. After an initial meltdown, with cargo cancellations and dramatic price reversal, LNG markets have made a remarkable comeback, and the spread between Asia and Henry Hub has reached a level we haven’t seen in almost three years. It may be the case that interruption in FIDs has brought us to the cusp of a balance that can support reliable returns.

Oil and gas prices have recovered steadily from their lows and are relatively stable, but that stability is supported by the combination of purposeful withholding of production by oil-producing countries and economic stress on upstream independents. Oil prices closed the quarter roughly where they started it, while refining spreads were down slightly. LNG spreads were substantially higher at the end of Q3 than they were at the beginning of the quarter but are still roughly half of what is generally thought of as sustainable.
Going forward, the market will be looking closely at how the economy and demand respond to new developments with respect to a potential COVID-19 vaccine and the US election.

As we close the second quarter of 2020, in most of Europe and Asia, the first (and hopefully last) wave of the COVID-19 crisis appears to be abating. In the parts of the US where the virus hit early, the profile has largely matched Europe’s, while in other parts, the urge to reopen businesses has trumped the desire to contain the virus and uncertainty looms. In the developing world, the crisis has just begun, but without the economic headroom and resources necessary to contain it. As the crisis unfolded, the effect on oil and gas demand has been predictable but difficult to gauge precisely and therefore difficult to manage.
Oil prices have crept up steadily as production has been curtailed through coordinated action (OPEC+) and because of economic reality (unconventional oil in North America). That trend has been subject to momentary spasms when bad news hit the market. It would be understandable if traders were nervous, and it seems that they are. Although nowhere near where it was at the peak of the crisis, option implied volatility is still at historically high levels. Gas markets, without the benefit of coordination on the supply side, continue to deal with the market implications of storage at or near capacity. Interfuel competition in power generation has always provided something of a floor, but those lows have been, and will continue to be, tested.

L’accélération des investissements se poursuit! Confirmant les
résultats prometteurs du 1er semestre, les montants levés en 2016
ont atteint 2,2 milliards d’euros pour un total de 574 opérations, un
nouveau record. Ces résultats sont d’autant plus remarquables que
les Etats-Unis et l’Asie, leaders du capital-risque au niveau mondial,
ont connu un ralentissement sensible des investissements sur la
période – quand la France, elle, enregistrait une hausse de 22%.
Cette trajectoire atypique confirme la montée en puissance d’un
écosystème et d’une expertise reconnus par les plus grands
classements internationaux: sacrée 3e pays d’innovation devant
l’Allemagne¹ et forte de 10 entreprises classées dans le TOP 100
Global Innovators au niveau mondial², la France s’impose chaque
année davantage en Europe et sur la scène internationale. Elle
cumule ainsi cette année 20% des montants levés en Europe, contre
13% en 2015, la plaçant à égalité avec l’Allemagne (20%).
Si les secteurs des Services internet, Logiciels et Technologie font
toujours la course en tête, à la fois en matière de montants levés
et de nombre d’opérations, le secteur des Sciences de la vie
conserve la 4e place, notamment grâce à la levée prometteuse
d’Yposkesi (37,5 millions d’euros), et les cleantech reviennent
dans le top 5 des investissements par secteur.
Cependant, les plus gros tickets ont principalement été réunis par
les entreprises du secteur Technologie. Après une levée de fonds
de 100 millions d’euros en 2015 qui laissait présager un fort
développement, Sigfox, spécialisé dans les objets connectés,
prend la tête du palmarès en réalisant un second tour de table
exceptionnel de 150 millions d’euros. Autre levée réussie, celle de
Devialet, société spécialisée dans l’ingénierie acoustique et les
enceintes connectées pour un montant de 100 millions d’euros.
Enfin, l’année 2016 a marqué le début d’une nouvelle étape pour
Deezer, site d’écoute de musique à la demande, grâce à une
nouvelle levée de 100 millions d’euros.
Au-delà des chiffres bruts, la répartition des
investissements par tour de table et par région– nouveauté
cette année dans le baromètre – sont deux points
intéressants à relever. L’année 2016 a en effet été
fortement marquée par un recul du 3e tour (-7% en nombre
et en valeur) très largement compensé par l’explosion des
investissements consentis lors des 1er et 2e tours (+27%
en nombre et + 45 en valeur) représentant à eux seuls 59%
des montants levés, contre 49% l’an passé. Notons
toutefois que les tickets supérieurs à 10 M€ ont concentré
56% des montants levés en France en 2016, contre 59%
l’année dernière.
Pour la première fois, nous analysons les montants investis
par région. Sans surprise, l’Île-de-France arrive en tête
avec 68% des investissements, suivie de très loin par les
régions Occitanie (9,5%) et Auvergne-Rhône-Alpes (8%).
Au cours des deux dernières années, la France a vu un
véritable renforcement de son écosystème et de
l’investissement en faveur des start-up, contribuant mois
après mois à l’émergence de nouveaux acteurs. Le principal
enjeu dans les prochaines années sera donc d’être en
capacité de pousser ces scale-up à devenir des leaders
mondiaux dans les secteurs d’avenir (Digital, NBIC³, etc.).
Car si chaque révolution industrielle est potentiellement
destructrice d’emplois, ce sont ces futurs champions qui
nous permettront de prendre notre destin en main et de
créer les emplois de demain.

Créée en 2007, Devialet est une société spécialisée dans l’ingénierie acoustique. Le fabricant français des enceintes connectées haut de
gamme vient de boucler en novembre dernier une levée de fonds de 100 millions d’euros auprès de Ginko Ventures, Foxconn, Koreya Capital,
Naver, CM-CIC Investissement, Future French Champions, Renault, Sharp, Playground Global, Roc Nation et Bpifrance. Retour sur l’une des
plus belles levées de fonds de l’année 2016.
Votre levée de 100 M€ est l’une des levées les plus importantes de l’année, comment s’est-elle passée ?
Conformément à nos souhaits ! Jusqu’à présent nous avions levé 55 M€ auprès d’entrepreneurs (Bernard
Arnault, Xavier Niel, Marc Simoncini et Jacques-Antoine Granjon) sans avoir eu recours à un cabinet de
conseil. Pour cette levée de fonds, nous avions pour objectif de lever 100 M€, nous avons donc décidé d’être
accompagnés par une banque de conseil. A la fois très internationale et diversifiée, cette levée de fonds
reflète parfaitement les ambitions que nous avons pour Devialet !
Comment avez-vous choisi vos investisseurs ?
Nous souhaitions que notre levée de fonds ait une dimension à la fois industrielle, business et technologique.
Nous avons donc cherché parmi les meilleurs acteurs de l’High-tech intéressés par le hardware, ceux qui
pouvaient nous aider à conquérir de nouveaux marchés et changer d’échelle. Nos nouveaux investisseurs,
Renault-Nissan, Sharp, Foxconn, vont par exemple nous aider à déployer nos technologies dans l’industrie
automobile, la télévision, etc. et à accélérer notre développement au niveau mondial. Mais nous avons
également recherché l’accompagnement d’autres profils d’investisseurs, clairement financiers, mais prêts à
s’engager dans une logique industrielle semblable à la nôtre : Future French Champion, Bpifrance, ou CM CIC
investissement.

(Suite interview) Quelles sont vos ambitions aujourd’hui, après avoir levé une telle somme ?
Aujourd’hui, le marché de l’audio (enceintes connectées, barres de son, chaînes Hi-Fi, etc.), représente 100
millions de produits par an. Mais ces 100 millions de produits ne représentent que 3% du marché potentiel
pour les technologies de son puisque 3 milliards de produits (automobiles, télévisions, ordinateurs,
smartphones, etc.) embarquent chaque année des fonctions de son très importantes. Il est donc fondamental
que nos technologies partent à l’assaut des 97% du marché restant, dans la télévision, l’automobile, etc.
Parallèlement, nous souhaitons faire grandir et déployer la marque Devialet en ouvrant plus d’une centaine
de points de vente dans 30 des plus grandes métropoles mondiales réparties dans 3 zones géographiques,
l’Europe, l’Amérique et l’Asie. Avec l’objectif de doubler notre chiffre d’affaires chaque année.
Quel est votre avis sur l’écosystème français de l’innovation dans cette période post CES ?
L’esprit d’entreprendre n’a jamais été aussi vivace en France. Je suis entrepreneur depuis près de 30 ans, et
je trouve réjouissant de voir que l’image de l’entrepreneur a évolué de manière positive au fil des années :
aujourd’hui, il n’est plus vu comme une personne dont la motivation première est de gagner de l’argent, mais
comme un individu habité par un projet, voulant créer de la valeur et agir en faveur de la société. Les
initiatives lancées par la FrenchTech ont sans doute largement contribué à ce changement. On s’étonne
moins d’apprendre qu’une société de haute technologie puisse être française, et ça c’est une très bonne
nouvelle. La France a de vrais atouts en matière d’innovation : arrêtons de nous sentir complexés par
rapport au reste du monde !

phase de création ou durant les premières années d’existence, en date d’opération du 1er janvier au 31 décembre 2016 et
publiées avant le 20 janvier 2017.
Les données françaises présentées dans ce baromètre sont basées sur les données Dow Jones VentureSource, CFNEWS,
Capital Finance et CB Insights. Les données européennes sont basées sur les données CB Insights.
Le traitement de ces données et l’analyse sont issus de la méthodologie EY et réalisés par Ernst & Young et Associés.
Nous prenons en compte dans cette étude uniquement les opérations dont le montant est communiqué publiquement.
Le secteur des services Internet regroupe des activités telles que l’e-commerce, le marketing à la performance (lead,
référencement), le géomarketing ou les applications mobiles.
Le secteur des Life Sciences regroupe les secteurs biotech et medtech.
Le secteur des Fintech regroupe les start-up qui utilisent la technologie pour repenser les services financiers et bancaires
