In this presentation, we discuss ambitious solutions for fighting climate change and present the first results of the Katabata project. The goal of this project was to install weather stations in very windy parts of Greenland, as a first step to harvest wind energy there.

Current global environmental challenges require vigorous and diverse actions in the energy sector. One solution that has recently attracted interest consists in harnessing high-quality variable renewable energy resources in remote locations, while using transmission links to transport the power to end users. In this context, a comparison of western European and Greenland wind regimes is proposed. By leveraging a regional atmospheric model specically designed to accurately capture polar phenomena, local climatic features of southern Greenland are identied to be particularly conducive to extensive renewable electricity generation from wind. A methodology to assess how connecting remote locations to major demand centres would benet the latter from a resource availability standpoint is introduced and applied to the aforementioned Europe-Greenland case study, showing superior and complementary wind generation potential in the considered region of Greenland with respect to selected European sites.

1. Projet de décret « GRD »: quelques remarques du Prof. Damien ERNST
Commission de l'énergie du Parlement de Wallonie
2. Ma lecture du décret: On impose aux Gestionnaires des Réseaux de
Distribution (GRD) de devenir des « entités isolées », limitées à leur seul
rôle de GRD (pure player) et qui ont l’obligation d’être une personne
morale de droit public.
Conséquences:
1. Pas de possibilité d’investissement en dehors du périmètre strict de
leur réseau de distribution, y compris dans d’autres réseaux de
distribution.
2. Plus de conflits d’intérêts possibles avec des activités non régulées.
3. RESA devrait sortir de Nethys (conséquence directe du statut
juridique GRD) mais pourrait quand même rester sous la coupole
Publifin.
3. Le modèle ELIA serait rendu impossible avec
un tel décret
• ELIA, le gestionnaire du réseau de transport, a diversifié depuis sa
création ses activités
• Il a pu investir dans des réseaux de transport étrangers, dont 50 Hertz
en Allemagne et plusieurs startups (EGI, Ampacimon, etc)
• Compagnie dont les bénéfices sont en croissance et une majorité de
l’actionnariat est public.
• Considéré comme une vraie réussite économique.
4. Le modèle FLUXYS serait rendu impossible avec un
tel décret transposé aux gestionnaires des réseaux
de gaz
5. • State Grid Corporation of China
(SGCC) est une société publique
chinoise qui est le plus grand
gestionnaire de réseau, transporteur
et distributeur d'électricité au monde
en nombre d'employés (1,564,000)
• L'entreprise compte investir de 30 à
50 milliards de dollars à l'étranger d'ici
2020. Investissements ciblés: réseaux
de transport et de distribution
d’électricité.
6. Un décret beaucoup plus restrictif que la
législation européenne pour éviter les conflits
d’intérêts ? (seul problème juridique à ce cadre)
Que dit la législation européenne : « Lorsque le gestionnaire de réseau
de distribution fait partie d’une entreprise verticalement intégrée, les
États membres veillent à ce que ses ac vités soient surveillées par les
autorités de régulation afin que le gestionnaire de réseau de
distribution ne puisse pas tirer profit de son intégration verticale pour
fausser la concurrence.» (pas d’unbundling de propriété nécessaire).
7. • Enedis (ex-ERDF) est propriété d’EDF. Pas d’unbundling de propriété
pour la France.
• Ce décret va appliquer un cadre plus restrictif aux GRDs wallons que
l’on applique à ELIA le GRT, alors que la législation européenne est
plus restrictive vis-à-vis des GRTs. Elle impose pour eux l’unbundling
de propriété.
8. Conséquence de la sortie de RESA de Nethys
• Fragilisation financière du groupe Nethys – accès aux capitaux plus chers –
difficulté de monter des gros projets (e.g., parc offshore de plusieurs centaines de
millions d’euro)
• Problème ressources humaines – un groupe avec des possibilités de mobilité
interne limitées intéresse moins de jeunes talentueux.
• Disparition de synergies (informatique, gestion du personnel, etc) qui sont
possibles même avec un unbundling managerial, juridique ou comptable et donc
coûts plus élevés pour la distribution d’électricité chez RESA (un des GRDs les
moins chers à l’heure actuelle)
• Coûts spécifiques liés à la sortie de RESA de Nethys répercutés sur le
consommateur. Plus perte de temps.
9. Solution : ne pas aller plus loin que la directive
européenne
Cela peut être fait en introduisant un nouveau cadre règlementaire :
• interdisant les membres de tout organe décisionnel du GRD de siéger
dans aucun organe décisionnel d’un producteur ou fournisseur
d’électricité (unbundling managerial),
• permettant un contrôle accru de la CWaPE relatif à un certain nombre
d’éléments qui attestent de l’herméticité entre le GRD et le producteur,
fournisseur ou intermédiaire en électricité.
