Open Data ist ein Bestandteil von Open Government der eine Vorraussetzung für eine nachhaltige Öffnung von Staat und Verwaltung bildet. Der freie und ungehinderte Zugang der Allgemeinheit zu den Daten der öffentlichen Verwaltung ermöglicht es allen Teilen der Gesellschaft sich zu informieren und qualifizierte Entscheidungen zu treffen. Ein freier Zugang der Allgemeinheit zu diesen Daten schafft die Vorraussetzung für transparentes und effizientes Regierungs- und Verwaltungshandeln und ist so für mehr Rechenschaft, Vertrauen, Teilhabe und Zusammenarbeit.
Mehr und mehr wird auch das ökonomische Potential erkannt, das in der Öffnung der Daten der öffentlichen Verwaltung steckt. Bürger, Nichtregierungsorganisationen, Hochschulen und Firmen können diese Daten nutzen und sie veredeln und weiterverbreiten. So können neue Auswertungen und Analysen, Anwendungen, Dienstleistungen und Geschäftsmodelle entstehen.
Schon heute gibt es viele frei zugängliche Datenbestände des öffentlichen Sektors. Parlamente, Ministerien, Gerichte, Behörden und andere staatliche Stellen produzieren, pflegen und aktualisieren große Mengen an Daten. Zu diesen Daten zählen Umwelt- und Wetterdaten, Geodaten, Statistiken, Verkehrsdaten, Haushaltsdaten, Publikationen, Protokolle, Gesetze, Urteile und Verordnungen.
Diese Daten sind von öffentlichem Interesse und großer Bedeutung für Bürger, Wissenschaft und Wirtschaft. Bisher wird dieses Wissen der Verwaltungen aber kaum in strukturierten Formaten angeboten und über Datenkataloge gebündelt. Die Frage ist also: Wie können deutsche Behörden und andere staatlichen Stellen ihre Datenbestände öffnen und ihre Schätze der Öffentlichkeit zur Verfügung stellen?
Das Impulsreferat soll nach einer kurzen Einführung ins Thema rechtliche und technische Aspekte einer Öffnung von Daten der öffentlichen Verwaltung besprechen. Chancen und Risiken sollen gegenüber gestellt und konkrete Handlungsempfehlungen für die Praxis diskutiert werden.

Memoir monopoly
The problem
Tools for the rehabilitation of the elderly living with dementia in Taiwan are imported from overseas or initially designed for children. Most of them are not appropriate for aged users. Most paper-made rehabilitation tools have the drawbacks of inflexible designs and of limited ability to stimulate the user. Because individual information could not be included easily, caregivers need a more customized, interactive tool which can meet the elderly and their needs, better reflecting their personal experience in the past.
Description of solution
We designed a highly flexible ‘reminiscing’ and touchable rehabilitation game on an all-in-one computer, with the user tokens on the surface for physical indications and game interactions. The platform can help to collect each individual’s personal photos and preferences at home, and then upload to the cloud. The individual contents were pulled together by the hosting occupational therapist, and then responsively create a unique monopoly map for the participants with proper level of difficulty to suit their personal experiences, increasing their interests and encouraging their recall of the past. Various cognitive stimuli, including watching movie clips, listening to favorite songs, and touching interactive games, help participants to experience a sense of accomplishment and satisfaction in the rehab process. The record of the game process will be send to the cloud, and then analyzed the relevance between the materials that have been played. The result provides caregivers with recommended sources for future use in reminiscence activities for different groups.
Description of design process
We adapted the research-through-design paradigm and user-experience innovative design process to conduct the Memoir monopoly project. The process is the followings: First, user experience research (UXR) of the current tools used by the elderly living with dementia in rehabilitation revealed the need for a more interactive reminiscing game.
Second, based on UXR findings, we co-work with a software engineer to build working prototypes rapidly. By discussing with caregivers and therapists, we learn feedbacks from the users and move on to refine our design to meet their needs. After the iterative design process, we designed a highly flexible ‘reminiscing’ rehabilitation game on an all-in-one computer, which allows users to collect personal photos and preferences, and also allows them to create a customize game map for the elderly group with proper materials according to their own experiences.
Third, we conduct user experience test to examine our prototype. Memoir Monopoly was successfully brought into group rehab event at day care centers twice for a field test. Based on the observations and interviews of the therapist and caregivers, we found the elderly living with dementia in the test were more actively willing to share their stories, using their own
Abilis Foundation was established in 1998 in Finland. The Foundation supports the activities of persons with disabilities in developing countries, mainly with funds granted by Finland’s Ministry of Foreign Affairs. All Abilis funded projects are based on the need of disabled persons. They themselves play a vital role in the planning and implementation of the project, they are its owners as well as beneficiaries. The Foundation gives priority to projects which promote the Human Rights of persons with disabilities and/or improve the position of disabled women.

1. REGLEMENT
Art.1. L'association Comité d'organisation des Galopades organise le
vendredi 18 septembre 2015 la 7e
édition de la course pédestre
“les Galopades du Patrimoine”.
Art.2. Le parcours, d’une ou deux boucles selon le choix, se déroule
dans le centre-ville d'Alençon. Les participants s'engagent à accomplir
la distance pour laquelle ils se sont engagés, de la ligne de départ
jusqu'à la ligne d'arrivée. De même, ils s'engagent à ne pas anticiper le
départ. Dans le cas contraire, le Comité disqualifiera les concurrents
ne respectant pas les règles sportives.
Les membres du Comité sont habilités à disqualifier tout concurrent
présentant un esprit anti-sportif et ne respectant pas les consignes du
Comité d'organisation. Tout coureur ne laissant pas apparaître son dos-
sard dans son intégralité sera disqualifié. Les noms des concurrents
disqualifiés figureront dans une rubrique spécifique à la fin du classe-
ment officiel.
Art.3. Le Comité d'organisation a la possibilité, pour des raisons de
sécurité, de modifier le parcours, partiellement ou totalement, au der-
nier moment sans que les participants n'aient pu être avertis aupara-
vant.
Art.4. En cas de force majeure, de catastrophe naturelle ou de toute
autre circonstance mettant en danger la sécurité des concurrents, le
Comité d'organisation se réserve le droit d'annuler l'épreuve sans que
les concurrents puissent prétendre à un quelconque remboursement.
Art.5. CERTIFICATS MEDICAUX.
La réglementation modifiée par la F.F.A. en septembre 2007 s'applique
de droit tant aux organisateurs qu'aux coureurs qui souhaitent partici-
per à une manifestation sportive.
Dans le cadre de la mise en place des règles de sécurité, l'organisa-
teur s'assurera, au regard de l'article L. 231-3 du Code du Sport, que
les participants sont :
• titulaires d'une Licence en cours de validité FFA Athlé Compétition,
d'une Licence Athlé Santé Loisir option Running, Athlé Découverte ou
Athlé Santé Loisir, option Santé ou titulaires d'une Licence délivrée par
la FSCF, la FSGT, l'UFOLEP, la FFSU, l'UNSS, l'UGSEL ou la FF
Triathlon. Dans ce cas, la mention de non contre-indication à la prati-
que de l'athlétisme en compétition ou de la course à pied en compéti-
tion doit apparaître de façon précise, par tous les moyens, sur la carte
Licence;
• ou, pour les autres participants, titulaires d'un certificat médical de
non contre-indication à la pratique de l'Athlétisme de la course à pied
en compétition datant de moins d'un an au 18 septembre 2015 ou sa
photocopie.
Ce document sera conservé en original ou en copie par l'organisateur
en tant que justificatif en cas d'accident. Aucun autre document ne peut
être accepté pour attester de la présentation du certificat médical.
Coureurs étrangers : l'obligation de présenter une licence en cours de
validité ou un certificat médical de non contre-indication s'applique
également à tous les coureurs étrangers, y compris ceux engagés par
un représentant d'athlète agréé par la fédération nationale concernée.
Art. 6. Les concurrents ont connaissance par ce bulletin de la grille de
prix proposée par le Comité d'organisation qui est seul décideur de la
répartition des récompenses.
Art. 7. Des contrôles anti-dopage peuvent être effectués sur les
concurrents désignés par le médecin habilité par les autorités de
tutelle (FFA ou Ministère de la Jeunesse et Sports).
Art. 8. Le départ est fixé Cours Clemenceau en face de la Halle aux
Toiles. Les concurrents peuvent avoir accès à une zone d'attente située
derrière la ligne de départ.
Art. 9. Un poste de ravitaillement sera disposé sur le parcours.
Art. 10. En application du règlement de la CNCHS, tout accompagna-
teur, notamment à bicyclette ou en roller, est interdit sur le parcours,
sous peine de disqualification du concurrent.
Art. 11. Une assistance médicale sera assurée conformément à l'arrêté
préfectoral qui autorise cette compétition.
Art. 12. Le Comité d'organisation est couvert par une assurance res-
ponsabilité civile auprès d’Axa. Les licenciés bénéficient des garanties
accordées par l'assurance liée à leur licence. Il incombe aux autres
concurrents de s'assurer personnellement.
Art. 13. Seuls les concurrents présents à la remise de prix pourront
prétendre aux récompenses. Les primes de la grille de prix sont ver-
sées uniquement en chèques ou en bons d’achat.
Art. 14. Les engagements seront pris au plus tard lundi 14 septembre
2015.
Art. 15. Les engagements sont de 7 € jusqu’au 8 septembre, 10 €
jusqu’au 14 septembre 2015 pour les participants aux courses 1 et 2.
Art. 16. Le retrait des dossards se fera au secrétariat qui sera mis en
place dans le hall d'accueil de la Halle aux Toiles, Cours Clemenceau,
le vendredi 18 septembre 2015 à partir de 17 heures.
Art. 17. Classement : il n’y aura qu’un classement scratch femmes et
hommes pour les courses 1 et 2.
Art. 18. La course «jeunes» sera ouverte aux jeunes nés entre 2000 et
2005 avec engagement gratuit sur présentation d’une licence ou d’un
certificat médical selon les mêmes dispositions décrites dans l’article
5. Il n’y aura aucun classement.
Art 19. Tout coureur engagé sur une distance se doit, le départ
donné, de l’accomplir dans sa totalité sous peine de disqualification.
Art 20. Droit d’image : du fait de son inscription, le concurrent donne
à l’organisateur un pouvoir tacite pour utiliser toute photo ou image
concernant l’événement pour la promotion de celui-ci.
Art. 21. Tout concurrent reconnaît avoir pris connaissance du présent
règlement et en accepte toutes les clauses.
