The document summarizes integrated climate change strategies implemented by UNDP since 2008. It discusses several main areas of work, including mainstreaming climate change adaptation, developing national adaptation plans, building capacity on climate resilience, and establishing financing mechanisms. Over $2 billion has been invested across 64 countries through projects supporting livelihoods, food security, ecosystem protection, water resources, urban resilience, and early warning systems. Millions of people and large areas of land have benefitted from these initiatives.

The landscape of climate planning instruments available to countries under the UNFCCC process includes National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs) and Long Term Strategies (LTS). These instruments have emerged at different milestones such as the Cancun Adaptation Framework and the Paris Agreement and have specific characteristics and objectives which can contribute to and reinforce each other if leveraged effectively. Despite their very distinctive nature, these national instruments can be harnessed to scale up climate change adaptation by fostering linkages depending upon country context.
Addressing climate resilience in sectors and across sectors is a vital part of climate planning. Adaptation in agriculture is a crucial component of building resilient economies and societies and is national priority for a significant number of countries. It is well established that agricultural sectors are amongst the most climate sensitive. Over 90 percent of developing countries’ NDCs refer to agriculture as a major priority.
The juxtaposition of the range of climate planning instruments on one hand, and the sensitivity of agriculture on the other requires that all instruments be linked, sequenced and aligned appropriately by countries to best fit their national circumstances.
The webinar will draw upon country-level experiences from NAP-Ag partner countries to highlight entry points for alignment and strategies to trigger this conversation.

The purpose of this publication is to detail lessons learned from UNDP’s Climate Change Adaptation work and achievements in the Arab region on achieving sustainable and lasting results. Some lessons include building local capacity at all levels to ensure a project’s long-term viability, decentralizing infrastructure management, implicating community-based organizations, and promoting resilience of vulnerable populations through livelihood diversification. Providing populations with access to adapted financial services such as Weather Index Insurances (WII) linked with microfinance services was found to support rural populations to become more resilient to climate induced damages. The immediate objective of this publication is not only to share experiences with a wider audience, but also to inform future CCA programming. The publication furthermore acts as a call to action to facilitate a long-term coordinated approach to increasing the resilience of countries most vulnerable to climate change in the region.

In Malawi, they have completed the first step of the NAP process and some of step two, including developing a NAP roadmap and stocktaking report. Key milestones include launching the process in 2014 and establishing structures for development. Civil society has played an important role by providing resources, expertise, and advocating for vulnerable groups. However, challenges remain around inadequate financing and technical capacity.

UNDP-FAO Integrating Agriculture in National Adaptation Plans HighlightsUNDP Climate
The joint United Nations Development Programme (UNDP) and Food and Agriculture Organization of the United Nations (FAO) Integrating Agriculture in National Adaptation Plans – Programme (NAP– Ag) is a multi–year initiative (2015–2018) funded by the International Climate Initiative of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). The NAP–Ag Programme is supporting countries in Africa, Asia and Latin America to identify and integrate climate change adaptation measures into relevant national planning and budgeting processes. This integration will help enhance institutional capacities and processes for operationalization of climate response strategies in the agriculture sectors as well as the facilitation of stronger partnerships between ministries of agriculture, environment, planning and finance, and other national partners. NAP–Ag provides support to countries for accessing climate finance through international mechanisms, such as the Green Climate Fund (GCF), bilateral and multilateral funding mechanisms, as well as national financing. The Programme contributes to NAPs and the achievement of targets laid out in partner countries’ Nationally Determined Contributions (NDC) and the Sustainable Development Goals (SDG), in particular SDG–2 “Zero Hunger” and SDG –13 “Climate Action” , by strengthening resilience and adaptive capacity to climate–related hazards and natural disasters.

The FAO-UNDP Integrating Agriculture in National Adaptation Plans programme (NAP-Ag) is a multi-year initiative funded by the Government of Germany. As a country driven process, it supports partner countries to identify and integrate climate adaptation measures for the agricultural sector into relevant national planning and budgeting processes. While the focus of the programme is mainly on the agricultural sectors, the results and process used are highly relevant in providing information to other sectors on how to integrate adaptation needs into national planning and budgeting. Thailand, 27-28 November 2017 - UNDP and GIZ partnered with the Thailand Office of Agriculture Economics (OAE) to launch a workshop designed to connect vital stakeholders to build an effective National Adaptation Plan.
The two-day workshop at the Rama Garden Hotel had 20 participants from each department under the Ministry of Agriculture and Cooperatives (MOAC). The workshop was designed to build capacity of planning officers to formulate better projects and budget submissions as well as potential climate finance proposal using cost-benefit analysis and ecosystem-based analysis appraisal tools.

La coordination est l'un des services les plus fondamentaux que les institutions peuvent fournir aux PNA, en aidant les décideurs à dialoguer avec tous les acteurs clés pour les tâches critiques, tels que la priorisation et l'affectation budgétaire. Le fait d’arriver rapidement à un consensus sur ce qui compte vraiment est fondamental car cela détermine le niveau de l'appropriation du processus PNA par les différentes parties à l'avenir. La réalisation de ce consensus sera dépendante d’une sorte de mécanisme institutionnel, comme un comité intersectoriel soutenu par des groupes de travail techniques, peut-être dirigé par le ministère du Plan ou bien le ministère de l’Environnement et du Changement Climatique. Idéalement les fonctions de coordination au niveau national pour l'adaptation seraient abordées au niveau sous-national, les arrangements spécifiques variant selon la taille et le niveau de l'autonomie administrative et financière de l’autorité en question.
A titre d’exemple, là où les processus de planification et de décision d’un pays prévoient déjà des dispositions pour la participation d’acteurs non étatiques, alors la coordination et le partage de connaissances pour les PNA sont susceptibles d'avoir une base plus large, plus inclusive et qui reflète les besoins de tous les groupes d'intérêt.

Lequel des facteurs propices énumérés ci-dessus est à votre avis le plus important pour votre pays, et pourquoi?
Le partage d'informations et de connaissances est une autre fonction clé des institutions PNA. Une planification de l’adaptation est aussi bonne que la qualité des informations disponibles sur les risques liés au changement climatique, les vulnérabilités et les impacts. Dans de nombreux pays, une bonne partie de ces informations sont déjà disponibles mais tendent à être dispersées entre plusieurs organisations, souvent avec quelques incitations en place pour que ces informations soient partagées. Les institutions nationales de recherche et de formation peuvent jouer un rôle clé ici - en aidant à transformer l'information en produits «de la connaissance» à plus haute valeur ajoutée, par exemple en établissant des centres d'information qui synthétisent et traduisent l'état actuel de la science du climat sur les risques, les impacts et les options d'adaptation en connaissances pertinentes applicables aux secteurs politiques spécifiques.
Parmi les facteurs institutionnels permettant une coordination efficace des PNA et un partage des connaissances figurent probablement les niveaux de leadership, le degré d'inclusion, et les particularités des structures de gouvernance et de planifications nationales en place (le «facteur de localisation»). L'interaction entre ces trois facteurs influe sur le sentiment général « d’appropriation » qui peut être attribué aux PNA, comme cela est indiqué au Schéma.

Un dialogue approfondi avec les parties prenantes à plusieurs niveaux fournit un point de départ essentiel pour le processus PNA, assurant ainsi une appropriation du processus qui est bien nécessaire à la fois au niveau politique, de la bureaucratie et des acteurs non étatiques importants. Le Schéma B montre la façon dont les différents groupes de parties prenantes s’engagent dans différents secteurs et niveaux de gouvernement. L'analogie avec le Rubik’s cube est une analogie précise reflétant l'interaction dynamique et en constante évolution entre ses trois principaux axes. Les trois groupes d'intervenants indiqués fonctionnent en fait à tous les niveaux de gouvernement et dans tous les secteurs pertinents.

Qu’est-ce qui manque dans ce diagramme?
Une fois qu'un pays décide de se lancer dans un processus de PNA, il sera important d'expliquer comment le processus en question sera conduit et qui devrait être impliqué. Les PNA sont susceptibles d'inclure des structures politiques de haut niveau (tels que les comités parlementaires), des organes exécutifs (tels que les conseils nationaux sur le changement climatique) et de la bureaucratie (comme les secteurs et les organismes sous-nationaux), comme cela est illustré dans le Schéma . Des groupes d’experts et organes consultatifs peuvent apporter les points de vue des organisations non-gouvernementales, du monde universitaire et du secteur privé. Les Lignes Directrices Techniques PNA (2012) fournissent un exemple de processus PNA avec les principales institutions et les intervenants énumérés dans la colonne de gauche.

Qu’est-ce qui fait de la société civile un acteur important dans les processus PNA?
Il y a un nombre croissant de connaissances relatives à la façon de surmonter ces défis, en particulier en renforçant les incitations pour la sensibilisation intergouvernementale, le partage d'informations et la coordination. L’expérience du Partenariat « One UN Climate Change Learning » des Nations Unies (UNCC: Learn) propose quatre exemples spécifiques tels que présentés au Schéma et détaillés ci-dessous.
Problématique 1 - Mandat fragmenté - Malawi
Au Malawi, le projet UNCC: Learn offre un exemple concret de coordination institutionnelle pour lesquels les facteurs de succès ont été:
Le fait d’avoir établi un organisme chef de file au sein du gouvernement le plus tôt possible;
Le fait de veiller à ce que cette entité chef de file dispose de la capacité d'être inclusive (du niveau national vers le niveau local, entre secteurs et entre les pouvoirs publics et d'autres parties prenantes);
Le fait de capitaliser autant que possible sur les mécanismes institutionnels de coordination existants (tels que les comités nationaux, des groupes techniques ou des arrangements de financement) afin d'éviter toute fragmentation des mandats sur le changement climatique;
Le fait de mettre en place de forte fonctions de secrétariat au sein de l’entité chef de file chargée du changement climatique, notamment en termes de gestion de projet, de sorte que les plans de travail fassent l’objet de convention, de réalisation et de rapports systématiques- certains pays sous-traitent cette tâche à des consultants et il y a des avantages et des inconvénients à le faire.
Problématique 2 - Allocation des ressources - République dominicaine
A travers le Projet UNCC: Learn, la République dominicaine a adopté une approche stratégique et axée sur les résultats de l’apprentissage du changement climatique. Le processus a été défendu par le Vice-président qui a apporté de la visibilité nationale, et ceci a contribué de manière fondamentale à une décision du ministère de l'Éducation d’allouer des ressources budgétaires nationales pour soutenir le rôle d'un programme de formation des enseignants au changement climatique à travers l’ensemble des provinces. Les facteurs de réussite ont été:
• Un haut niveau de visibilité et de soutien au niveau politique;
• La création d’espaces inclusifs et participatifs de dialogue multisectoriel;
• L’utilisation des mécanismes de coordination existants;
• L’alignement des programmes et ressources des ministères et départements en vue de lever des financements supplémentaires.
Problématique 3 - Connaissances biaisées - Bénin
Le Bénin offre un exemple de la façon de renforcer les compétences individuelles et les capacités institutionnelles pour favoriser un développement vert, à faibles émissions et résilient au changement climatique:
• Travailler avec un partenaire international (en l’occurrence la Frankfurt School of Finance and Management) pour une première livraison d'un programme de formation qui pourra être assuré plus tard par une institution nationale de formation;
• Développer des compétences pour comprendre la «grande image » en ce qui concerne les sources de financement du climat (publiques, privées, internes et externes) et la meilleure façon de les aligner et de les combiner;
• Identifier les opportunités pour les secteurs de collaboration et les niveaux de gouvernance de formuler des propositions d’accès au financement climatique ;
• Concevoir des incitations pour s’assurer que la connaissance soit appliquée après la formation (c'est-à-dire de petits prix / récompenses octroyés aux cinq meilleurs concepts de sorte qu'ils puissent être transformés en propositions complètes).
Problématique 4 - Dialogue limité - Indonésie
L'Indonésie a entrepris l’élaboration d'une stratégie nationale sur les changements climatiques apprentissage en 2012. Le gouvernement indonésien a favorisé avec succès la participation et le dialogue des acteurs gouvernementaux et non gouvernementaux clés autour de cinq priorités domaines et secteurs transversaux: sylviculture et tourbe, agriculture, énergie et transports, industrie et déchets. La coopération et le partage des connaissances entre les parties prenantes ont abouti à une vision, une stratégie et un plan d’action pour renforcer les capacités individuelles et institutionnelles à travers l'éducation et la formation dans les domaines prioritaires de l'adaptation et de l'atténuation. Le Gouvernement indonésien a dirigé le processus des manières suivantes:
• Création d’un espace inclusif à la discussion, en gardant les intervenants au courant tout au long du processus d'élaboration de la Stratégie;
• Assurer la transparence et l'équité au long du processus de prise de décision;
• Identification des priorités thématiques Stratégiques d'engager un éventail de secteurs et les intervenants qui ont des intérêts différents;
• Implication des partenaires au développement tôt dans le processus;
• Démarrage de discussions sur le financement et les sources de financement pour maintenir les différentes parties prenantes impliquées.

La Commission du Mékong est une organisation intergouvernementale comprenant le Cambodge, le Laos, la Thaïlande et le Vietnam, qui met actuellement au point une stratégie régionale d'adaptation au changement climatique afin de promouvoir un partage accru d'informations et la coopération.
