7. L’investissement dans l’irrigation ne suffira pas à éviter
une crise alimentaire et une crise de l’eau.
Il faudra aussi un investissement significatif pour:
Accroître fortement la productivité de l’agriculture pluviale
Accroître (doubler) l’efficience de l’irrigation
Développer le commerce intra-africain
La solution à la crise de l’eau agricole se situe en grande
partie en dehors du secteur de l’eau :

Les grandes infrastructures hydrauliques ont
souvent une dimension transfrontalière, en amont
comme en aval
Les OBT jouent donc un rôle fondamental aux
côté des CER, comme l’énonce le PIDA

Impacts des changements climatiques : barrages
de rétention comme solution en zone aride
Infrastructures vertes : les services rendus par les
écosystèmes multiplient les bénéfices reçus des
infrastructures grises
Les infrastructures grises et vertes sont
complémentaires et doivent être gérées
conjointement
La participation des populations est indispensable
dès l’identification du projet : compensations,
réinstallation…
