48. Le rôle de l’Etat La phase de décollage de l’économie japonaise est marquée par l’unité entre le personnel politique et les dirigeants de l’économie. 49. La recherche-développement au Japon Avec environ 3 % de son PNB consacré à la recherche-développement, le Japon occupe la première place parmi les pays développés. Il y consacre 350 milliards de francs par an, quatre fois plus que la France. En 1990, on comptait au Japon plus de 300000 chercheurs et ingénieurs de recherche contre 60000 en France. Plus de 80 % de cette recherche-développement est effectuée par les entreprises, alors qu’aux Etats-Unis et en France, l’Etat en finance la moitié ou plus. En outre, la recherche japonaise se délocalise pour utiliser les meilleures compétences là où elles se trouvent.
