La marche triomphale de
M. Erdogan vers la présidence

Est-ce une pensée coupable pour
tout Arménien que de souhaiter voir la
Turquie rayée de la carte comme l’a
été l’Arménie. Bonne ou mauvaise pen-sée,
c’est peu probable dans l’ordre
mondial actuel, alors la Turquie prend
de l’ampleur grâce à son emplacement
stratégique et les politiques de ses
dirigeants.
Par conséquent, la Turquie est là, en
bordure de l’Arménie, et les Arméniens
auront à traiter avec elle, jusqu’à la fin
des temps.
Le Premier ministre Erdogan a
beaucoup à voir dans cette proémi-nence
acquise par la Turquie au cours
de la dernière décennie et actuelle-ment,
sa chance politique se déplace
triomphalement vers son but ultime, la
présidence de son pays. Jusqu’à
présent, le poste était une simple céré-monie,
mais après l’élection de M.
Erdogan, il est prévu de convertir cette
fonction en une puissance politique.
L’actuel président, Abdullah Gül, son
compatriote collaborateur au sein du
Parti AK, est destiné à le remplacer
comme Premier ministre très affaibli.
Malgré les fervents démentis quant à
l’existence d’un pacte de style Poutine-
Medvedev, le cours des évènements
indique le contraire.
L’élection présidentielle aura lieu le
10 août. Certains votes par correspon-dance
de Turcs expatriés en
Allemagne donne Erdogan gagnant, si
ce n’est au premier tour, sûrement au
deuxième.
Historiquement, les présidents de
Turquie ont été élus par le parlement;
pour une première fois, l’élection a lieu
par le vote populaire, ce qui donnera
un mandat plus puissant au président.
Un certain nombre de candidats
représentant différentes factions et
groupes d’intérêt s’opposent à
Erdogan. Les partis d’opposition sont
le plus souvent des partis de la ville et
se considèrent « modernistes »
autour du Parti républicain du peuple
(CHP), qui se distingue des national-istes
traditionnels qui soutiennent le
Parti du Mouvement Nationaliste
(MHP). Ces deux partis ont uni leurs
forces pour soutenir un seul candidat,
Ekmelettin Ihsanoglu.
Pour la première fois dans l’histoire
moderne de la Turquie (si on fait
abstraction des rumeurs d’ascendance
kurde d’Ismet Ununu), un Kurde est
candidat; ce Kurde est Selahattin
Demirtas, qui représente la gauche et
les socialistes. Malgré le soutien
exprimé par Demirtas pour le génocide
arménien au cours des dernières
années, on estime que la majorité des
Arméniens voteront pour M. Erdogan
pour deux raisons :
• Erdogan est lui-même dans les
bonnes grâces de la communauté
arménienne par des gestes symbol-iques
et en rendant à la communauté
quelques biens immobiliers confisqués
par les administrations précédentes ;
• Le pendule politique peut changer
à tout moment en Turquie comme il l’a
fait dans les années 1960 et 1980, et
toute personne prise en flagrant délit
de vote pour les socialistes ou la
gauche peut se retrouver en prison.
Le politologue Etyen Mahcupian dis-crédite,
dans un commentaire du 2
août dernier, dans le quotidien Sabah,
les idéologies du groupe d’opposition
qui serait incapable à exercer le pou-voir
judiciaire et exécutif, un
chroniqueur de Today’s Zaman, Dogu
Ergil, qualifie sans ambages la nou-velle
administration d’autoritaire, bien
sûr, se référant au passé de M.
Erdogan : « la séparation des pou-voirs
sera réduite à un simple principe
et disparaîtra pour céder la place à une
union des pouvoirs sous le couvert
d’une « unité administrative ». Le légis-latif
sera incapable de vérifier et cor-riger
les excès et les déviations de
l’exécutif. L’exécutif sera représenté
par le président, qui s’est déjà déclaré
le seul décideur. »
En dépit de ces analyses, la popular-ité
d’Erdogan n’a pas été ébranlée. Il a
survécu, au contraire, à de nombreux
revers. En mai 2013, le président
Obama a réprimandé Erdogan et son
chef des services secrets Hakan Fidan
pour avoir soutenu les « mauvaises
insurgés » en Syrie. En juin 2013, la
brutalité policière contre les manifes-tants
du Parc Gezi a, à peine, meurtri
sa popularité, malgré les condamna-tions
internationales. En juillet 2013, le
compagnon spirituel du parti islamiste
AK en Egypte, les Frères musulmans,
est tombé, et son président élu,
Mohammed Morsi, a été emprisonné.
Dans une chasse aux sorcières mas-sive
en Turquie, des milliers de
policiers et de juges ont été remplacés
ou licenciés, et à un moment donné,
l’arrogance d’Erdogan a dépassé les
imites alors qu’il menaçait d’expulser
l’ambassadeur américain en Turquie,
Francis Ricciardone, pour son implica-tion
présumée dans l’enquête sur la
corruption de sa famille et ses
acolytes.
Il a également utilisé cette occasion
pour neutraliser les sympathisants de
Fethullah Gülen.
La politique palestinienne de M.
Erdogan comprend plusieurs strates;
ses attaques virulentes contre Israël,
allant jusqu’à invoquer Hitler et
accuser les Forces de défense israéli-ennes
(FDI) de génocide, ont rapporté
d’importants dividendes dans le pays.
D’autre part, il n’a pas suspendu sa
coopération militaire avec l’Etat juif et
son fils y poursuit ses activités. Alors
qu’Israël se bat dans la bande de Gaza,
une source en Iran a révélé qu’Ankara
expédiait du kérosène à l’armée israéli-enne.
Un journaliste turc a fait remarquer
que d’une part, le déchaînement anti-israélien
de M. Erdogan a contribué à
sa popularité dans le monde musul-man,
et que d’autre part, il constitue
une aubaine pour le Premier ministre
Netanyahu indiquant ainsi que les sen-timents
antisémites étaient à la hausse
et qu’Israël avait besoin d’assistance
supplémentaire. La véracité de cette
déclaration a été prouvée par le Sénat

Hovik Abrahamian a confirmé la
nomination d’Artyom Geghamian au
poste d’adjoint au ministre de la
Justice.
De 2008 à 2011, A. Geghamian
dirigé la division de liaison du min-istère
de la Cour européenne des
droits de la personne.
Artyom Geghamian est titulaire
d’une maîtrise en droit de l’Ecole de
droit de l’Université d’Erévan, et un
doctorat de l’Académie d’administra-tion
publique et d’intégration de
l’Union européenne. Il est également
titulaire d’une maîtrise en droit inter-national
de la Faculté de droit de
l’Université de l’Indiana.
Au cours de la dernière année, il a
été membre du Centre Carr pour la
politique des droits de la personne de
l’Université Harvard.
Le membre du Congrès des Etats-
Unis, Adam Schiff, démocrate de
Californie, a demandé la suspension de
l’aide militaire des Etats-Unis à
l’Azerbaïdjan. Le Congrès National
Arménien d’Amérique a publié la décla-ration
d’Adam Schiff concernant la
récente escalade à la frontière entre le
Karabagh et l’Azerbaïdjan.
« Depuis deux décennies, la popula-tion
du Haut-Karabagh a vécu avec des
menaces constantes et des tireurs
embusqués d’Azerbaïdjan, qui cherche
à reprendre le contrôle de ce territoire
à majorité arménienne. La semaine
dernière, les forces azéries ont à nou-veau
attaqué à travers la ligne de con-tact,
et fait des victimes des deux
côtés. Ce dernier recours à la violence doit être condamné dans les termes les
plus forts, et les Etats-Unis devraient demander au gouvernement azéri de retir-er
ses forces et de renoncer à l’utilisation de tireurs d’élite, en particulier contre
les civils, et toute l’assistance militaire des Etats-Unis devrait être suspendue
jusqu’à ce que l’Azerbaïdjan le fasse.
Le président arménien Serge Sargissian et le président azerbaïdjanais Ilham
Aliev ont prévu de se rencontrer, mais pour que leurs entretiens aient une
chance de porter fruits, le président Aliev doit adopter un ton nettement dif-férent,
alors qu’il a affirmé que l’Azerbaïdjan avait les moyens de détruire
« toute installation du Haut-Karabagh » et claironne toujours les prouesses
militaires de son pays.
Depuis qu’il s’est libéré d’un régime qui a encouragé la violence et des
pogroms contre ses citoyens chrétiens arméniens, la population du Haut-
Karabagh a cherché à construire la démocratie et une économie de marché.
Bakou a répondu avec un renforcement militaire financé grâce à l’essor pétroli-er,
une campagne de rhétorique belliqueuse sanglante contre les Arméniens, au
point qu’un capitaine de l’armée azérie a décapité un collègue arménien qui dor-mait
durant un exercice pour la Paix en partenariat avec l’OTAN et a été traité
comme un héros et promu major après son transfert d’une prison hongroise en
2012. Il est maintenant temps au groupe de Minsk de s’affirmer dans cette
longue et de plus en plus dangereuse bataille. Les habitants du Haut-Karabagh
ont le droit de déterminer leur propre avenir, sans menaces ni violences azéries,
et ils ont aussi le droit de vaquer à leurs occupations sans crainte de se faire
tirer dans le dos par un tireur d’élite. »

américain, qui dans une unanimité
inhabituelle (100-0), a approuvé un
cadeau de 350 millions de dollars à
Israël.
La politique kurde d’Erdogan s’est
également avérée être à de multiples
strates. A l’opposé des arguments du
secrétaire d’État John Kerry voulant
que la Turquie soutienne le gouverne-ment
central de Nouri Al-Maliki en
Irak, M. Erdogan a conclu un accord
avec Massoud Barzani du Kurdistan
afin de commercialiser le pétrole
kurde et ainsi saper la stabilité du gou-vernement
de Bagdad. Il est également
parvenu à un accord avec les Kurdes
irakiens avec l’objectif de ne pas
provoquer le PKK en Turquie et
encourager le mouvement d’indépen-dance
kurde. C’est pourquoi, Abdullah
Öcalan, le chef emprisonné du PKK, et
Demirtas sont satisfaits de l’autonomie
obtenue en Turquie.
La question kurde en Syrie a une
dimension différente. Le président
Obama a réprimandé Erdogan et
Hakan car la Turquie soutient les dji-hadistes
qui combattent les Kurdes
syriens établis dans une région
autonome et observent une position
neutre face aux forces gouvernemen-tales
et ses opposants. Erdogan, craig-nant
l’émergence d’un autre Kurdistan
à ses frontières, tente d’éliminer cette
perspective, usant de l’armement
fourni par les États-Unis pour répon-dre
à ses visées.
Force est de constater que les
Arméniens font face à un adversaire
redoutable et sophistiqué. Nous
devons abandonner nos vues tradition-nelles
de « Turc stupide» et être prêt à
faire face à une grande puissance, dont
l’influence, inexorablement, prend de
plus en plus de place dans la région.
Heureusement, nous sommes à un
tournant de l’histoire dans les relations
arméno-turques et ne faisons plus face
à Kenan Evran et Turgut Ozel. Nous
devons nous rappeler que l’ingénieur
du coup d’État sanglant de 1980, le dic-tateur
Evran, a provoqué les
Arméniens en déclarant: « Si vous
voulez des terres de Turquie, venez les
prendre! Les terres ne peuvent se
prendre que dans le sang. » Turgut
Özal, à son tour, a déclaré que « 1915
n’a pas suffi comme leçon aux
Arméniens. Et si nous lancions
quelques bombes sur Erévan lors de
nos jeux de guerre, pour leur donner
une leçon ? »
Le gouvernement Erdogan a pris
quelques initiatives très différentes de
ces attitudes belliqueuses. Bien sûr,
ces initiatives n’ont pas été faites par
bonté de coeur; une telle chose
n’existe pas en relations politiques. Il
s’agit plutôt de nécessités politiques.
Les dirigeants turcs n’ont rien à crain-dre
de l’Arménie ou des Arméniens.
Mais leur cas pèse sur la Turquie
comme une épée de Damoclès qui sera
utilisée par la communauté interna-tionale
au moment opportun. La ques-tion
du génocide a été utilisée par
Israël, l’Union européenne et même les
Etats-Unis pour obtenir des conces-sions
de la Turquie. Le blocus de
l’Arménie a toujours soulevé des ques-tions
de l’UE, de l’OTAN et de
l’Organisation mondiale du commerce.
Par conséquent, la Turquie est affectée
par l’impact politique de ces questions
et tient à les atténuer ou à forcer les
Arméniens à la soumission ou au
silence.
Les malheureux protocoles ont été
promus pour cette même raison. La
secrétaire d’Etat américaine Hillary
Clinton souhaitait ardemment les faire
revivre dans son chapeau de politique
étrangère.
Les condoléances d’Erdogan envers
les enfants et petits-enfants des
Arméniens « délocalisés » au cours
de la période ottomane n’allaient pas
aussi loin que ses excuses aux Kurdes
de Dersim, abattus durant le régime
kémaliste, mais il s’agissait d’un pas

Quand le gouvernement turc a
commencé à rendre certaines pro-priétés,
le vicaire patriarcal Atesian,
manipulé par le gouvernement
d’Ankara pour assumer les respons-abilités
du patriarcat, a joué le rôle de
son maître, et a déclaré que le
Patriarcat ne pouvait gérer toutes les
propriétés, si le gouvernement décidait
de toutes les rendre, oubliant que ces
biens appartiennent à l’ensemble de la
nation arménienne et pas nécessaire-ment
au Patriarcat.
Avant son assassinat, Hrant Dink
avait émis une prophétie : « Le gou-vernement
turc ne cèdera jamais à la
pression extérieure. Seule une démoc-ratisation
interne imposera des
changements. Les Arméniens doivent
aider à la démocratie en Turquie pour
obtenir la reconnaissance. »
Chaque jour qui passe justifie la
prophétie de Dink. Malgré l’existence
de l’article 301 du code pénal turc, les
Arméniens commémorent le 24 avril
sur les places Taksim et Bayazid sans
crainte de la répression gouvernemen-tale.
La question arménienne est un tel
fardeau grave pour la politique
étrangère turque, qu’Ahmet Davutoglu,
a pris soin de publier récemment une
thèse dans la revue trimestrielle de

C’est une ouverture sérieuse, bien
qu’égoïste, remettant en question nos
savants. Le Professeur Gerard J.
Libaridian a défié le ministre des
Affaires étrangères en réfutant ses
arguments point par point.
Nos savants considèrent parfois les
défis comme une défense et évitent le
champ de bataille ou s’ils s’y engagent,
ils essaient d’insulter l’autre partie,
altérant la question dans les deux cas.
Libaridian a choisi un terrain moral
élevé et a traité la question d’une
manière savante et digne.
Les Turcs vont contester les
Arméniens dans tous les domaines
possibles. Nous n’avons pas besoin
d’être intimidés ni d’offrir une opposi-tion
superficielle.
L’élection de M. Erdogan sera le
défi le plus redoutable. La diaspora et
l’Arménie doivent mobiliser leurs
ressources. La bataille sera longue et
ardue, mais elle n’est pas impossible à
gagner.

La Russie financera des
composantes de la nouvelle
centrale nucléaire d’Arménie
Selon Yervant Zakarian, ministre
des Ressources naturelles et de
l’énergie d’Arménie, la Russie fournira
un « îlot nucléaire » comme contribu-tion
à la construction de la nouvelle
centrale nucléaire afin de remplacer
celle existante à Metzamor.
L’îlot nucléaire - un élément au
coeur d’un réacteur qui abrite le sys-tème
de production d’énergie -
représente environ 35% du coût total
de la construction d’une nouvelle
installation. Le reste du financement
sera assuré par le gouvernement
arménien, a ajouté Zakarian, lors d’une
conférence de presse.
Selon lui, la construction d’un nou-veau
réacteur nucléaire prendra 7 ou 8
ans, et ne sera pas achevé avant 2026,
à l’expiration de la durée de vie de la
centrale nucléaire actuelle de
Metsamor.
L’usine de Metsamor, située à envi-ron
30 kilomètres à l’ouest d’Erévan, a
été construite dans les années 1970,
mais a été fermée à la suite du trem-blement
de terre dévastateur de 1988.
L’un de ses deux réacteurs VVER à eau
légère de 440 V230 a été réactivé en
1995.
Les autorités arméniennes veulent
remplacer l’installation de Metsamor
vieillissante par une nouvelle centrale
censée fonctionner à deux fois la
capacité actuelle qui génère environ
40% de l’électricité de l’Arménie.
Mais le gouvernement n’a pas
encore obtenu les fonds nécessaire au
projet estimé à près de 5 milliards de
dollars.
Le coût de la réfection de la cen-trale
nucléaire arménienne est estimée
à environ 300 millions de dollars, et
devrait commencer en 2017 afin de
prolonger sa durée de vie jusqu’en
2026, selon Y. Zakarian.
En début d’année, le gouverne-ment
arménien a confirmé sa déci-sion
de prolonger la durée de vie de la
centrale nucléaire de dix ans « en rai-son
du retard dans la construction
d’une nouvelle installation nuc-léaire.
»
Le 4 juillet dernier, Zakarian a
déclaré que l’Arménie et la Russie
signeront bientôt un accord par lequel
la Russie fournirait à l’Arménie un
prêt de 300 millions de dollars à
cette fin.

The Political
Football Continues

As soon as the World Cup was over
in Rio, the political version of the
game resumed in Armenia’s backyard,
with the ball being the Armenian
Genocide.
Of course, eventually the issue of
the Genocide appearing in the political
and international news is beneficial,
especially on the eve of the centennial.
But we need to sort out who is taking
advantage of the complex situation of
world politics and how that can
impact Armenia’s standing on the
issue.
With Armenia wrapped up in its
local politics as well as its hardening
relations with Iran and Russia, it does
not seem to have the global reach to
take part in the Middle East discourse.
It is not the first time that the
Armenian Genocide has been ren-dered
into a political football; of all
possible quarters, Ankara is becoming
the “defender” of people against whom
genocide is perpetrated. And, of
course, this gives an opportunity to
Turkey’s adversaries to point out
Turkey’s own skeletons in the closet,
meaning the Armenian Genocide.
Under Prime Minister Recep Tayyip
Erdogan, Turkey rose to the position
of an international political player,
albeit, some of its feats were based on
rhetoric and cheap populism.
Especially, the Arab street throughout
the Middle East was hungry for the
feast of bravura Mr. Erdogan was pro-viding.
He converted his popularity
not only into political dividends but
also economic opportunities.
“Israeli Prime Minister Benyamin
Netanyahu wins accolades among
hawks with Israel’s assault on Gaza,”
said Mahir Zeynalov, a journalist at the
English-language Turkish daily,
Today’s Zaman. “There is another
leader who benefits from the tragedy
in Gaza: Turkey’s prime minister who
is skilled at exploiting Arab causes for
his own political ambitions. Now, it is
time for Arabs to reject another leader
who only makes empty promises for
political ends.”
Indeed, Erdogan’s “heroic” march
in the Arabic popular imagination
began in Davos in 2009, when he had a
fallout with Israel’s President Shimon
Peres and walked off the stage, accus-ing
Israel of committing Genocide
against the Palestinians. His popularity
skyrocketed in the Muslim world with
the Mavi Marmara raid, which
incurred 10 casualties at the hands of
Israeli forces.
While Erdogan was duping the Arab
public, Turkish-Israeli military con-tracts
remained intact and the trade
volume increased from $3.4 billion in
2008 to $4.4 billion in 2011 and
exceeded $4 billion in 2012. It is
reported that foreign trade between
Turkey and Israel has increased 27.6
percent in the first half of 2014 com-pared
to the same period in 2013.
In the meantime, Erdogan’s son was
continuing his lucrative business in
Israel. And Kurdish oil, running illegal-ly
from Iraq to Turkey, was being sold
to Israel.
With the Israeli raids on Gaza rag-ing,
Mr. Erdogan has, once again,
resorted to his mantle as the defender
of the Palestinian cause. “They curse
Hitler morning and night,” Erdogan
told thousands of supporters in the
Black Sea city of Ordu. “However,
now their barbarism has surpassed
even Hitler’s.”
Erdogan had already invoked Hitler
on July 15 to criticize an Israeli law-maker.
On July 18, he accused Israel
of attempted “genocide” in Gaza. Israel
ordered the withdrawal of diplomats’
families from Turkey last week after
anti-Israel demonstrations there.
Even if Erdogan’s rhetoric has lost
its luster in the Arab world, it contin-ues
to retain its value as domestic cur-rency
in his electoral campaign.
The Israeli government has retaliat-ed
against Erdogan’s accusations by
invoking the Armenian Genocide.
Indeed, Arutz Sheva
(IsraelNationalnews.com) reports that
“Transportation Minister Yisrael Katz
of the Likud Party hit back at Turkish
Prime Minister Recep Tayyip Erdogan,
after the latter accused Israel of
attempting ‘systematic genocide’ of
Palestinians in Gaza.” In 1915 the
Turks massacred a million and a half
Armenians and he accuses us, who are
fighting his friends in Islamic move-ment,
of genocide? Who wants a rela-tionship
with such a person?”
Of course, this is a necessary quote
for all journalists and historians who
deviously often characterize 1915 as
“what Armenians call a genocide.” But
Mr. Katz’ statement will remain a self-serving
disingenuous sound bite if he
does not go further by bringing the
Armenian Genocide issue before the
Israeli parliament.
For Mr. Erdogan, the time of recko-ning
has also come in the Arab world.
He was the darling of the Muslim
Brotherhood in Egypt. During former
president Mohammed Morsi’s adminis-tration,
and even before, Turkey had
built inroads in Egyptian society and
had permeated academia to produce a
number of articles in the news media
and books in scholarly

Armenia, Azerbaijan leaders say
Karabakh conflict should
be solved shortly
Presidents of Armenia and Azerbaijan believe the Karabakh conflict is pro-tracted
and stand for speediest resolution counting on Russia’s help.
As reported earlier, a trilateral meeting of the presidents is being held in
Russia’s Sochi.
During the meeting, Azerbaijani president said the conflict requires solution,
but it has been protracted, and expressed hope that Putin’s involvement will
give an impetus to talks.
“As you mentioned, there is a format for talks, there is also legal framework.
The UN Security Council adopted four resolutions demanding immediate and
unconditional withdrawal of the Armenian occupation forces from the territory
of Azerbaijan. Unfortunately, the resolution remained ink on paper for 20 years.
I think that Russia, being our close friend, partner and neighbor, certainly has a
special role in the peace process. We hope that in the near future we will find
solution through peace talks, and it will be in accordance with the norms and
principles of the international law and will comply with justice,” Azerbaijani
president said addressing Putin.
President of Armenia Serj Sarksian for his part said the conflict can be settled
and it should be solved based on compromise, the principles proposed by the
OSCE Minsk Group, Kremlin’s website reported.
“Azerbaijani side is constantly referring to the four UN resolutions, but my
question to Mr. Aliyev is: Which point of these resolutions has been implement-ed
by Azerbaijan? The only party to implement the resolutions is Armenia that
used its influence to stop hostilities. And if we go back to the events of the early
90s, I think, on the one hand, it is good, and, on the other, maybe something will
be protracted… If we blame each other again, I think the conflict will not be
resolved for quite a long time,” he emphasized.
There are 1 million barrels of oil
in Armenia – U.S. Geological Survey
The U.S. Geological Survey (USGS)
estimated mean volumes of 1 million
barrels of oil and 6 billion cubic feet
(approx. 169 million cubic meters) of
natural gas in Armenia. The aforesaid
is noted in the USGS Assessment
of Undiscovered, Technically Reco-verable
Oil and Gas Resources of Ar-menia,
2014.
The USGS evaluated the potential
for undiscovered conventional and
unconventional oil and natural gas
resources in Armenia. The assessment
was based on the postulated presence
and viability of petroleum-system ele-ments,
including petroleum source
rocks (quality, source-rock matura-tion,
generation, and migration); reser-voir
rocks (depositional environments,
stratigraphy, and petrophysical prop-erties);
traps (type and formation);
and timing considerations.
Using this geologic framework, the
USGS defined two hypotheticaltotal
petroleum systems (TPSs)—the
Paleozoic Composite TPS and the
Cenozoic Composite TPS. A total of
four assessment units (AUs) consist-ing
of one conventional and one
unconventional (shale gas and coalbed
gas) in each TPS were evaluated. Only
the Paleogene-Sourced Conventional
Reservoirs AU was quantitatively
assessed for potential conventional oil
and gas resources because it had a suf-ficient
probability for petroleum
resources, a 10 percent chance or larg-er.
This assessed AU focused on the
potential for technically recoverable
resources in new field discoveries;
economic resources were not evalua-ted.

circles promoting Turkish views on
the issue of the Armenian Genocide.
Now, the tables have turned; not only
are newspaper articles being pub-lished
but scholarly debates are con-ducted
on TV screens providing objec-tive
documentation on the Armenian
Genocide. And Mr. Erdogan has been
demonstrating his genius in provoking
such rebuttals to his statements. Last
week, he lambasted Egypt’s President
Abdel Fattah Al-Sisi as an “illegitimate
tyrant” and said Cairo could not be
relied upon to negotiate a truce with
Israel.

responds to Erdogan’s statement once
again, referring to the Armenian
Genocide: “Dr. Ayman Salama, profes-sor
of law and member of the Egyptian
Council for Foreign Affairs said that
Turkeys’ prime minister has made
clumsy statements blaming the
Egyptian President Abdel Fattah Al-
Sisi and insulting the Egyptian politi-cal
system. He further pointed out that
it is surprising that Erdogan speaks of
tyranny in Egypt, forgetting the cen-tennial
of the horrible genocide of the
Armenians in the 20th century, com-mitted
by Erdogan’s Ottoman grand-parents.”
As we can see, the issue of the
Armenian Genocide has become a
political currency in the turmoil of the
Middle East and Armenians have no
way of capitalizing on it.
The war in Gaza and the crash of
the Malaysian airliner in Ukraine are
two major events dominating the news
and the Genocide issue is popping out
of nowhere when politicians need to
settle scores. However, it has become
a marginal issue rather than one that
can stand on its own in the global
landscape.
If we had a strong and organized
diaspora, serving as an extension of
Armenia’s foreign policy establish-ment,
we could bank all these develop-ments
and derive dividends for the
Armenian cause.
At this crucial junction of history,
the diaspora remains rudderless and
Armenia can hardly deal with its own
challenges, much less right a historic
wrong. And thus we are allowing his-tory
to bypass us yet again.
Meanwhile, the political football
continues.

Armenia to sign document on joining
Eurasian Economic Union this year
YEREVAN. – The document on
Armenia’s joining Eurasian Economic
Union will be signed this year,
President Serzh Sargsyan said in an
interview with Armnews television.
The issue was among those dis-cussed
with President Vladimir Putin
on Sunday.
“We had a bilateral meeting, longer
than yesterday’s trilateral meeting, and
talked about all the issues of the
Armenian-Russian agenda: all issues
that could be a matter of concern for our society, starting with the timing and
structure of credit funds needed to extend the life of nuclear power plant as
quite a large grant is needed, and up to the terms and conditions of accession to
the Eurasian Economic Union, as well as issues of military and technical
cooperation,” President said.
Asked whether Armenia will join Eurasian Economic Unino this year, Serzh
Sargsyan said we never imagined that the accession will happen this year.
“Probably it is about the signing of a document on accession? I do not think
that we will not sign the document of accession to the Eurasian Economic
Union. I think that we will sign it,” he emphasized.
Karabakh President discusses
domestic and foreign policy
Nagorno-Karabakh Republic (NKR), or Artsakh, President Bako Sahakyan on
Monday convoked a working consultation devoted to a range of domestic and
foreign policy issues. Special attention was paid to the situation along the NKR
border, increasing the combat-readiness of the Artsakh, the process of the
NKR’s international recognition, and the activities carried out in various sectors
of the country’s economy, informed the Central Information Department of the
Office of the NKR President.
Sahakyan expressed his gratitude to the NKR Defense Ministry, the command
staff and all the personnel of the NKR Defense Army, and to the relevant units of
several other structures for keeping the state’s border impregnable, thwarting
the adversary’s infiltration attempts and maintaining stability and peace in the
region, and noted that their work is among the best manifestations of self-devo-tion,
high professionalism and patriotism, which inspires pride to all Armenians.
The President also gave specific instructions to the persons in charge of the
respective structures on the matters discussed and their effective implementa-tion.

Four AUs were delineated entirely
within the country of Armenia. The
postulated petroleum-system elements
of the Paleozoic-Sourced Conventional
Reservoirs AU, the Permian Shale Gas
AU, and the Cenozoic Coalbed Gas AU
are uncertain, resulting in low geolog-ic
probabilities; thus they were not
quantitatively assessed. The petrole-um-
system elements of the Paleogene-
Sourced Conventional Reservoirs AU,
although uncertain and risked, were
quantitatively assessed because they
resulted in a geologic AU probability
above the threshold of 10 percent
(that is, the probability of at least one
conventional oil or gas accumulation
of 5 million barrels of oil equivalent or
greater based on postulated petrole-um-
system elements).
USGS estimated fully risked mean
volumes of about 1 million barrels of
oil, about 6 billion cubic feet of natural
gas, and less than 1 million barrels of
natural gas liquids. The assessment of
undiscovered petroleum resources at
the 95th and 50th fractiles is zero and
reflects the low geologic AU probabili-ty
of 16 percent and high geologic
uncertainty on petroleum-system ele-ments.

on presidential victory

Tayyip Erdogan on his recent vic-tory
in the Turkish presidential
elections, the President’s press
office reported.
“I congratulate you on your
election as President of the
Republic of Turkey. I wish good
health to you and prosperity and
progress to the Turkish people,”
Sarkisian’s congratulatory
remarks said.
“Taking the office of President
of the Republic of Turkey, you,
undoubtedly, have the possibility
to make a contribution to the ful-fillment
of the bilateral agree-ments,
which we have reached,
without any preconditions,”
Sarkisian said about the yet-unratified
Turkish-Armenian pro-tocols.

about the absence of intention to
open the borders with Armenia
on official level.
Armenia to send aid to Iraqi Yezidis
YEREVAN (RFE/RL) — Responding to appeals from leaders of Armenia’s
Yezidi community, the Armenian government decided to provide humanitarian
assistance as food aid worth $50,000.
Hundreds and possibly thousands of Yezidis are believed to have been killed
by militants from the Islamic State of Iraq and Sham (ISIS) since the fall of
Sinjar, the main Yezidi-populated town in the country’s north. Tens of thousands
of Sinjar residents fled the town after being told to convert to Islam or face
death. Most of them still remain trapped on a nearby barren mountain, facing
starvation. Iraq is home to at least 600,000 Yezidis. Some 50,000 Yezidis live in
Armenia at present, making them the country’s single largest ethnic and reli-gious
minority. Their leaders in Yerevan accused the authorities of being indif-ferent
to the plight of the Iraqi Yezidis. According to them, many Iraqi Yezidis
would like to take refuge in Armenia, but the Armenian government is doing lit-tle
to facilitate their immigration.
