méthode d’évaluation foncière
semi-automatisée au Sénégal

13. Contexte
• Projet d’Amélioration de la Gestion des Contributions Foncières
(PAGCF) né du partenariat entre EEP et DGID depuis 2017 en vue de
développer un nouvel outil digital qui englobe toutes les étapes de la
chaine fiscale
• Situation initiale: rôle d’imposition incomplet et obsolète.
Rendement de l’impôt faible.
• 15% des propriétés de la région de Dakar sur le rôle
• 9% du potentiel fiscal collecté
• Adressage imprécis
• Logiciel préexistant: peu de mises à jour. Reconductions
automatiques.
• Recensements: fastidieux, sur papier, manuels. Peu efficients.
14. Contexte
• Le nouvel outil digital:
• Permet d’effectuer des recensements à grande échelle de manière
beaucoup plus efficiente afin de véritablement élargir l’assiette
• Recensements dans la région de Dakar entamés avant la crise du
covid-19 et qui vont reprendre au cours de l’année 2021
• Impôts concernés: Contributions Foncières, Taxe d’Enlèvement des
Ordures Ménagères
• L’assiette de l’impôt est la valeur locative annuelle de la propriété
15. Pourquoi tester une nouvelle méthode d’évaluation?
Le Code Général des Impôts prévoit deux méthodes d’évaluation:
• Méthode par Comparaison: Valeurs estimées par les agents d’assiette sur le terrain
• Appréciation subjective
• À la merci des discussions avec les propriétaires
• Les agents d’assiette ne sont pas des experts de valorisation immobilière
• Méthode Cadastrale: Détermination de la valeur cadastrale par expertise
• Le processus est très long et très couteux
• Pas possible de le généraliser à grande échelle
• Incompatible sociologiquement avec le refus des propriétaires de voir leur intimité
brisée
• => Pertinent de tester une nouvelle méthode d’évaluation:
• Qui ne dépende pas des déclarations ni de la subjectivité de l’agent
• Qui repose sur des caractéristiques visibles depuis l’extérieur
• Qui soit semi-automatisée et immédiate
• Qui soit flexible dans le futur

18. Comment tester une nouvelle méthode d’évaluation?
1) Travail avec le Cadastre et la Direction des Services Fiscaux pour identifier les
caractéristiques pertinentes, embarquer la base de données cadastrales.
1) Enquête de grande ampleur pour obtenir un échantillon statistique significatif (2,500
propriétés) avec les valeurs locatives, les caractéristiques, et des photographies
1) Saisie des surfaces bâties à partir d’images satellites haute résolution
1) Calibration de la formule s’appuyant sur un travail statistique
1) Travail avec le développeur informatique pour intégrer la formule dans la nouvelle
application
1) Comparaison expérimentale entre deux types de zones: Méthode par comparaison
standard versus Méthode d’évaluation semi-automatisée
19. Mettre tous les acteurs d’accord
• L’objectif le plus important de la DGID: Élargir l’assiette fiscale (Plan
Yataal).
• Les partenaires de la DGID qui dépendent des recettes locales
recherchent aussi le même objectif: Municipalités, Association des
Maires du Sénégal (Pacasen).
• Au sein de la DGID, Il a été nécessaire de trouver un compromis entre
faisabilité pragmatique et exactitude des évaluations:
• Pour les praticiens sur le terrain: l’objectif est de déterminer rapidement des
valeurs locatives qui soient les plus objectives possibles, et de pouvoir le faire à
grande échelle
• Pour le Cadastre et les acteurs législatifs: nécessité que la méthode soit
conforme aux principes du cadastre et du code général des impôts
20. Ce que l’expérimentation va apporter à la DGID
• Performance et qualité des recensements: Automatisation, gain de temps
et de ressources. Valeurs locatives plus pertinentes, imposition de meilleure
qualité et plus équitable.
• Étude expérimentale: Comparer rigoureusement les résultats obtenus avec
la méthode semi-automatisée versus la méthode par comparaison standard,
sur des milliers de parcelles
• Contexte sanitaire: cette méthode permet de réduire les discussions entre
agents d’assiette et propriétaires/locataires
• Flexibilité: Possibilité d’ajuster la formule dans le futur et pour d’autres zones
géographiques
• Logistique: Elargissement des possibilités de recrutement pour les agents
contractuels ou enquêteurs faisant les recensements
• => Solutions pour véritablement élargir l’assiette des contributions foncières
21. Les défis à relever
• La reprise des recensements dans le contexte sanitaire actuel
• Au sein de la DGID: rappeler auprès des différents départements l’intérêt de
l’approche expérimentale
• Se préparer à d’éventuelles procédures contentieuses par les propriétaires
• Référence légale: Méthode par Comparaison
• Sensibilisation de nouveaux contribuables aux contributions foncières
• Dans le futur: la sensibilisation des propriétaires à la nouvelle méthode
d’évaluation
• Réflexions en cours sur l’amélioration de l’outil pour évaluer tout l’immobilier
de Dakar

► Previously largely area-based valuation method
