En 2013, ouverture du processus de suivi
et implication de la societé civile
• 2 réunions de suivi organisées entre les points focaux
gouvernementaux (Agence Française de Développement,
Ministère des Affaires Etrangères (ADF)) et le point focal
société civile (Coalition Eau)
• 1ère étape : Définition d’un ou deux indicateurs pour
mesurer la mise en oeuvre de chaque engagement
• 2ème étape : Validation collective de l’état de mise en
oeuvre des engagements

In 2013, the monitoring process opened
and involved Civil Society partners
• 2 monitoring meetings were organized between the
government focal points (French Development Agency,
Ministry of Foreign Affairs) and the Civil Society focal point
(Coalition Eau)
• 1st Step: Defining one or two indicators to measure the
implementation of each commitment
• 2nd Step: Collective validation of the stage of
implementation

Une des étapes les plus importantes a été
la concertation sur les indicateurs
Exemple 1 :
• Engagement : S’assurer que tout projet d’investissement
pour l’accès à l’eau potable de la coopération française
inclue un volet de promotion de l’hygiène et de
l’assainissement;
• Indicateur : Pourcentage des projets de l'AFD incluant un
volet hygiène + pourcentage des financements de l'AFD
dédiés à l'assainissement.

One of the most important steps is the
consultation on the indicators
Example 1:
• Commitment: Insure that all projects financed by French
cooperation to increase access to safe water will include a
sanitation and hygiene education component
• Indicator: Percentage of AFD projects including a hygiene
component + Percentage of projects financed by AFD
dedicated to sanitation

Exemple 2 :
• Engagement : Appuyer la définition, d’ici à 2015, de
cadres sectoriels clairs et efficaces dans les pays
d’intervention de la coopération française.
• Indicateur : Pourcentage des projets de l'AFD incluant un
volet renforcement des capacités

Exemple 2:
• Commitment : Support the definition, by 2015, of clear
and effective sectorial frameworks in the countries where
France intervenes
• Indicator: Percentage of AFD projects including capacity
building component

Les principales lecons apprises pour le
suivi des engagements de 2014
• Indicateurs décidés lors de la formulation des nouveaux
engagements
• Utiliser les indicateurs déjà existants.
• A discuter: comment aligner le processus de suivi des
engagement au cycle de ‘reporting’ régulier de l’AFD?

Main lesson learned for the monitoring of
the 2014 commitments
• Agree upon indicators as soon as new commitments are
defined.
• Use already existing indicators.
• To be discussed: how to align the SWA monitoring
process to the regular monitoring process of the AFD ?
