Le territoire et le paysage apparaissent comme des catégories spatiales marquées par l’ancrage dans la proximité et dans la métrique du continu. Or, notre univers spatial déborde de lui-même, se déploie en flux, en mobilités, en nomadismes et en interspatialités. Le territoire vient à peine d’être défini comme un espace approprié par des acteurs ayant conscience de cette appropriation, que déjà il faut le repenser dans le contexte de la mobilité généralisée, de la multirésidentialité, de la co-présence en chacun d’entre nous de plusieurs échelles de référence. Si le paysage était naguère appréhendé en majesté à travers une quête esthético-contemplative, que dire de lui dès lors qu’il se donne principalement à nous à travers des déplacements dont les finalités, les supports et les vitesses sont multiples ?
Que deviennent la topophilie de Yi Fu Tan, la connivence paysagère de Georges Sautter, la géographicité d’Eric Dardel, la médiance d’Augustin Berque, les coquilles d’Abraham Moles, les vacuums de Gilles Ritchot et Gaëtan Desmarais dans un monde réticulaire ?
La mobilité nous invite instamment à une révision d’ensemble de nos catégories spatiales et de nos métriques, elle nous pousse dans le même mouvement vers une trans-disciplinarité qui seule peut autoriser une telle reconstruction.
Quels concepts nouveaux, quels modes de collecte, quels modèles peuvent être mobilisés pour tenter d’apporter réponse à de telles préoccupations ? Les orientations récentes liées à la gouvernance, à la médiation, à la démarche participative, et plus généralement à la nouvelle donne prise en compte par le paradigme de l’intelligence territoriale, renforcent l’urgence des questionnements et les relient aux interrogations de l’habitant et du citoyen. C’est à cet ensemble de considérations que la communication tentera d’apporter quelques éclairages.
La première conférence intercontinentale en intelligence territoriale se tiendra du 12 au 14 octobre 2011 à l’Université du Québec en Outaouais (UQO) et au Cégep de l’Outaouais sous le thème de l’interdisciplinarité dans l’aménagement et le développement des territoires.
Organisée par le Laboratoire de modélisation et d’intelligence territoriale (LabMIT), en collaboration avec le Centre collégial de recherche en transfert de l’intelligence territoriale (CeRTIT) et le Réseau européen d’Intelligence territoriale, IT-Gatineau 2011 accueillera des experts d’Europe, d’Amérique et d’Afrique du Nord pour présenter les avancées des connaissances et des méthodes en matière d’intelligence, de communication et d’ingénierie territoriales.

La construction du partenariat local (OIDTe) L’intégration du projet dans un processus de développement durable mobilise de nombreux partenariats et réseaux, locaux et internationaux dans le cadre d’une gouvernance participative structurée autour d’un projet systémique, avec le soutien d’une réelle volonté politique . Le projet repose sur un Observatoire d’Intelligence et Développement Territorial , qui a organisé 74 ateliers, enregistré les besoins et les projets de plus de 1200 personnes, et accompagné l’élaboration de 46 projets de transformation régional.
