How good is your SPARQL endpoint? A QoS-Aware SPARQL Endpoint Monitoring and...Ali Intizar
Due to the decentralised and autonomous architecture of the
Web of Data, data replication and local deployment of SPARQL endpoints
is inevitable. Nowadays, it is common to have multiple copies of
the same dataset accessible by various SPARQL endpoints, thus leading
to the problem of selecting optimal data source for a user query based on
data properties and requirements of the user or the application. Quality
of Service (QoS) parameters can play a pivotal role for the selection of
optimal data sources according to the user's requirements. QoS parameters
have been widely studied in the context of web service selection.
However, to the best of our knowledge, the potential of associating QoS
parameters to SPARQL endpoints for optimal data source selection has
not been investigated.
In this paper, we dene various QoS parameters associated with the
SPARQL endpoints and represent a semantic model for QoS parameters
and their evaluation. We present a monitoring service for the SPARQL
endpoint which automatically evaluates the QoS metrics of any given
SPARQL endpoint. We demonstrate the utility of our monitoring service
by implementing an extension of the SPARQL query language, which
caters for user requirements based on QoS parameters and selects the
optimal data source for a particular user query over federated sources.

L’ABSD est un nouveau concept de gestion de l ’Aide Publique au Développement qui a émergé dans le cadre des réflexions visant à opérationnaliser les principes de l a Déclaration de Paris. En effet, cette Déclaration prône l’utilisation de l’Appui Budgétaire dans le but d’accroître l’efficacité de l’Aide.
Dans le but de partager ses expériences, la Suisse a commandité une étude de capitalisation pour faire le point sur les acquis, les contraintes et les perspectives d’amélioration de l’ABSD. Le rapport de cette étude étant volumineux, la Suisse s’est engagée dans l ’élaboration de ce support synthétique, plus adapté pour communiquer sur l’instrument. L’identification des défis et la réfection sur la simplification de certaines procédures feront l’objet d’échanges avec le Gouvernement du Mali.

Integrating climate change adaptation in development planning in Morocco - NAP-GSP.
What is the process to formulate and implement National Adaptation Plans (NAPs)? How can it be used to reduce Morocco’s vulnerability to climate change and integrate climate change adaptation into ongoing development planning processes? How can decision makers include the gender lens to build more inclusive and more effective initiatives? What does Morocco’s current road map for conducting its NAP process look like, and how can it be further enhanced for effective delivery?
These were just some of the questions discussed at a workshop held in Marrakesh, 17-20 April 2017. The workshop was co-hosted by GIZ, UNDP and UNITAR, and supported through the GIZ Environment and Climate Governance project, and aimed at developing and strengthening the technical expertise of Morocco climate action focal points from several departments.

The keynote speech summarizes the progress made on sanitation in Africa since the inception of AfricaSan conferences, highlights remaining challenges, and calls for increased funding and sustained political commitment to achieve universal access to sanitation. While policies and programs have spread, scaling up programs, sustaining services, and changing hygiene behaviors have lagged. Over a third of Africans still practice open defecation. The speaker calls for allocating national budgets specifically to sanitation, increasing resources for awareness campaigns, and addressing inequalities in access between areas. The AfricaSan conference provides an opportunity to share lessons and adopt ambitious new targets aligned with upcoming Sustainable Development Goals.

With four editions, AfricaSan has become a leading platform to promote political prioritization of sanitation and hygiene. This year, the Government of Senegal is the convener and organizer of the meeting. It will be held in Dakar, Senegal from May 25 – 27 2015.

This session sets the scene for the integrated sanitation theme and features some of the foremost global experts in the sector. The aim is to provide participants with an overview of the current state of global sanitation, drawing from the most recent evidence. The session will also include case-studies from around the world.
Drawing from the FANSA's experience of engaging with SWA, Ramisetty Murali from Fresh Water Action Network South Asia (FANSA) made a presentation on the topic of "Learning and achievements of SWA Global platform and its relevance to achieving Hygiene and Sanitation Development in India".
1) Sustainability was a key political priority discussed at the 2014 High Level Meeting in Stockholm. Ensuring long-term sustainability is recognized as major obstacle in the water, sanitation and hygiene sector.
2) Both developing countries and donors highlighted the importance of sustainability and made commitments related to it. Almost half of developing country commitments focused on decentralization and capacity building.
3) Examples of sustainability commitments included developing long-term service policies and financing mechanisms in countries like Mali and Benin, and building institutional and human resource capacities through decentralization as committed by countries like Madagascar and donors like the Netherlands.
