This presentation (in English and French) was delivered during an IIED webinar on Wednesday, 21 September, which discussed the topic of special economic zones and the broader questions they raise, particularly in Senegal and Madagascar. This presentation was delivered by Dr Alpha Ba, lecturer and researcher at the École Nationale Supérieure d'Agriculture (ENSA), University of Thiès. Alpha holds a PhD in Sociology. As a consultant specialised in agricultural, land, gender and human rights issues, he has more than 15 years of experience and has accompanied many public organisations in Senegal, as well as NGOs and international institutions, in research and training sessions on those topics. 7. Recommandations / Recommendations
 Mettre en cohérence le plan national d’implantation des ZES et les plans
nationaux d’aménagement du territoire
 Insérer la politique ZES dans les dynamiques territoriales et favoriser une
transformation de l’économie locale (valorisation des produits locaux)
 Impliquer les collectivités territoriales et les communautés dans tout le
processus de mise en place et de gestion des ZES
 Utiliser les ZES comme moteur d’une stratégie pour la promotion du
secteur privé national
 Accorder la priorité d’embauche aux populations des localités d’accueil
 Veiller à la sauvegarde, dans les périmètres des ZES, des ressources
naturelles rares dont la destruction serait irréversible
 Adapter le système d’indemnisation à l’évolution des nouveaux
instruments juridiques internationaux protégeant les droits légitimes des
populations
 Mieux encadrer la possibilité d’extension des ZES, qui ne doit plus se faire
de manière systématique
 Engager une réforme foncière globale qui sécurise les droits de l’ensemble
des acteurs, notamment les communautés locales, plutôt que de
promouvoir des lois spécifiques
 Veiller à ce que les programmes ZES soient compatibles avec le respect
des droits des travailleurs
 Make the national plan for the establishment of SEZs consistent
with national land use plans
 Integrate the SEZ policy into territorial dynamics and encourage a
transformation of the local economy (valorisation of local
products)
 Involve local authorities and communities in the whole process of
setting up and managing SEZs
 Use SEZs as a driving force in a strategy to promote the national
private sector
 Give priority in hiring to the populations of the host localities
 Ensure the safeguarding, within the perimeters of SEZs, of rare
natural resources whose destruction would be irreversible
 Adapt the compensation system to the evolution of new
international legal instruments protecting the legitimate rights of
populations
 Better control the possibility of extending SEZs, which should no
longer be done systematically
 Undertake a comprehensive land reform that secures the rights of
all actors, including local communities, rather than promoting
specific laws
 Ensure that SEZ programmes are compatible with respect for
workers' rights

 Proposition au CRAFS de contribuer à la révision du cadre
juridique des ZES prévue prochainement
 Mobilisation par le CRAFS des résultats de l’étude dans le
cadre du suivi des processus politiques sur le foncier
(PROCASEF, PROMOGEF, SEN SUFF, etc.)
 Participation de la société civile aux activités du Bureau
Organisation et Méthodes (BOM) sur la réflexion sur les ZES
 Production d’une note de positionnement du CRAFS sur les
ZES en cours sur la base des résultats
 Organisation d’activités de sensibilisation des communautés
