3. Bref rappel sur le fonds filières et ses objectifs
• CS FAFA a mis en place dans le cadre de la promotion des filières
(Anacarde, Riz & Maraîchage) un fonds de développement des filières
« FODEFI » (Démarrage en juin 2011 pour financer MIP et PEADémarrage en juin 2011 pour financer MIP et PEA fin juinfin juin
20152015) ;
• Dans le soucis de consolidation des acquis, PROFI a mis en place le
Fonds de Financement des Filières « FFF » (Démarrage en janvier 2016Démarrage en janvier 2016
pour financer MIC/PEA/PEA+)pour financer MIC/PEA/PEA+)
• La professionnalisation des exploitations familiales (avec les outils TAE,
ENP, Compte d’exploitation et Business Plan, etc).
• Dans l’optique de la durabilité, des liens sont en cours de construction
avec le FNDA (Fonds National de Développement Agricole)
• Le FFF ambitionne jouer le rôle de champ d’apprentissage pour les
partenaires du CARDER et du FNDA.
4. Evolution du fonds « FODEFI » au fonds
« FFF »
• Mission Backstopping de la FAFA-AD qui a formulé un certain
nombre de recommandations;
• Le passage des projets (FAFA/FAIA) vers l’approche programme:
redéfinition des cibles, des CVA promues et des grands pôles de
production des filières accompagnées;
• Evolution dans le choix des bénéficiaires, dans le type
d’action financée, dans l’accompagnement, dans
l’évolution des financements proposés (MIP -> MIC,
PEA et PEA+), critères d’éligibilité, définition des
paquets d’activités prédéfinies, etc.
5. Acteurs éligibles
• Pour les MIC (2 à 10Millions FCFA>>>5 à 10%): les groupes,
groupements et coopératives de producteurs installés dans zones
de production et actifs dans les CVA identifiées;
• Pour les PEA (10 à 20Millions FCFA>>> 5 à 10%) : les
coopératives et unions des coopératives (offrent des services aux
membres et installés dans/autour zones de production et actifs
dans les CVA identifiées;
• Pour les PEA+ (25 Millions FCFA >>> IMF et contribution de 20 à
25% du promoteur): les individuels /Associations /coopératives/
unions coopératives et/ou E/ses d’économie solidaire et à forte
valeur ajoutée dans les zones de production des CVA définies.
6. Activités éligibles
Les activités éligibles (MIC/PEA/PEA+)
• Les activités de renforcement des capacités (formations
/conseils techniques, conseil de gestion conseils
juridiques/d’agrément, conseils spécifiques spécialisés,
voyages de formation) ;
• Les études (sondages géophysiques, études de marché,
études de faisabilité, études techniques d’aménagement/
pédologiques, plans d’affaires, étude d’impact social et
environnemental).
7. Activités éligibles (suite)
• L’acquisition d’équipements/matériel de production,
transformation et commercialisation ou de fourniture de
services (intrants, appui conseil,..) ;
• La réalisation d’infrastructures dans le cadre de la
production, du stockage/conditionnement, la transformation
et la commercialisation ou de fournitures de services
• la facilitation d’accès aux intrants/matières premières
pour les (sous)produits de la CVA sous forme de fonds de
roulement au cas par cas, dont le montant ne doit pas
dépasser 20% du coût global du projet.

13. PRINCIPALES CONCLUSIONS / RECOMMANDATIONS
• La mise en place MIP et PEA a été longue, donc a connu des retards
respecter les règles de marchés publics pour l’acquisition des matériels
pour les promoteurs ajournements dans la mise en œuvre des actions
(impact négatif);
• Dualisme financement à règles publiques / financement à règles privées
Eviter que l’administratif ne dégrade le climat des affaires par ses
modalités et donc l’esprit d’entreprise qui est naissant;
• Envisager des mesures correctives pour que le/les fonds dédié(s) soit
réellement au service de la petite agriculture, du petit entrepreneuriat et
vise la constitution d’un tissu économique et social fort;
• L’intégration d’une expertise bancaire dans les comités d’évaluation des
projets MIP et PEA est extrêmement positive (liens de confiance établis,
possibilité de cofinancement, etc.)
14. En conclusion on retiendra :
simplification, professionnalisation et autonomisation des mécanismes
