L’accord cadre avec le ministère une avancée syndicale mais la vigilance s’...Réseau Pro Santé
Le 23 décembre, la CMH (Coordination Médicale Hospitalière, intersyndicale dont le SCH est membre) et le SNAM-HP (Syndicat National des Médecins, Chirurgiens, Spécialistes, Biologistes et Pharmaciens des Hôpitaux Publics), réunis au sein de Convergences HP (Convergences-Hôpital Public), ont signé un « Accord Cadre » sur l’exercice médical à l’hôpital. Ont également signé ce jour là les syndicats d’internes de médecine générale et de spécialité, ainsi que le syndicat des chefs de clinique, et nous ne pouvons que nous féliciter de voir nos jeunes collègues associés à cet accord. Une nouvelle séance plus solennelle, en présence du ministre et des intersyndicales retardataires a eu lieu début janvier.
L’historique : de nombreuses séances techniques avaient eu lieu depuis fin août sur le Compte Epargne Temps (CET), l’Indemnité d’engagement de service public exclusif (IESPE), le statut des attachés, celui des temps partiels et la retraite des Hospitaliers Universitaires (HU). Ces discussions, initialement menées seulement avec la Direction Générale de l’Offre de Soins (DGOS), ont été à notre demande reprises conjointement avec la DGOS et le cabinet du ministre. Sur tous ces points, des avancées ont été obtenues, avec parfois des points durs et des négociations difficiles marquées par des coups de chaud, comme cela a été le cas pour les CET. Dans le même temps, des négociations avec le ministère sur un « Accord Cadre » portant sur « L’exercice médical à l’hôpital » avaient lieu et ont fini par intégrer ces discussions techniques. Le 19 décembre, a donc été présenté un texte largement inspiré par les conclusions et réflexions du rapport de la commission sur l’exercice médical à l’hôpital public (rapport piloté par Mme Danielle Toupillier).
